The department for control over the consideration of appeals analyzed the work on the consideration of appeals of individuals and legal entities in the apparatus of the regional akim for 9 months of 2020.
Concerning the consideration of applications from individuals and legal entities.
In January-September 2020, the regional akim's office received 2,891 calls (January-September 2019 - 2,526). Of these, written - 2663 (January-September 2019 - 2313), electronic (akim's blog) - 228 (January-September 2019 - 213). In comparison with the same period last year, there is an increase in the received applications by 13%.
Of the 2,663 written applications received, 1,450 were clarified, 175 were satisfied, 1004 were redirected to other government agencies (according to the Law of the Republic of Kazakhstan "On the Procedure for Considering Applications of Individuals and Legal Entities" (hereinafter referred to as the Law)), 8 (clause 1 of Art. 11 of the Law due to the fact that repeated appeals do not cite new arguments or newly discovered circumstances, and the materials of the previous appeal contain comprehensive materials of inspections and the applicants were given answers in the prescribed manner), 26 - consideration was terminated (clause 7 of Article 14 of the Law in connection with the receipt of a petition to terminate the consideration). Facts of violation of the deadlines for the execution of applications were not allowed.
The largest number of written applications were received on housing and communal services (475), labor, employment and social security (275), land and land use (253), education and health care (188), housing (108), agriculture (139) , construction (71).
Through the portal "Electronic government", the regional akim's apparatus received 1,084 applications, which is 1.6 times more compared to the same period in 2019 (January-September 2019 - 428). Citizens began to actively use the universal accessible information systems to send applications certified by an electronic digital signature.
During the reporting period of the current year, there has been a decrease in the number of written applications received from the KPM RK by 56% (from 110 to 49), the Nur Otan party - by 70% (from 111 to 34).
During the reporting period, the number of applications received from the Administration of the President of the Republic of Kazakhstan increased by 1.5 times (from 138 to 208).
In the regional context, the largest number of written appeals received by the regional akim apparatus falls on the city of Kokshetau - 25% (667 appeals), Tselinogradsky - 8% (204 appeals), Burabaysky - 4% (98 appeals), Atbasar - 3% ( 83 references) districts, other regions - 45% (1202 references).
An analysis of citizens' appeals allows us to conclude that the most relevant topics for residents of Kokshetau, Tselinograd, Burabay, Atbasar districts are housing and communal services (water supply, heat supply, electricity supply, repair of common household property, road conditions, housing), their the specific weight is 22% or 339 requests.
Of the 208 appeals sent from the Administration of the President of the Republic of Kazakhstan to the regional akim apparatus, the largest number of appeals came from residents of Kokshetau - 42 (including 9 repeated), Tselinograd region - 37 (including 3 repeated), Atbasar region - 17 ( including 6 repeated), Burabay district - 9 (including 2 repeated), Akkol district - 8 (including 4 repeated), Arshaly district and Stepnogorsk city - 7 each (including 3 repeated from Arshaly district).
In total, in January-September 2020, the regional akim's office received 169 repeated applications (January-September 2019 - 159 repeated applications). Basically, the reason for repeated appeals is the appeal of the decision made on the previous appeal, the insufficient work of the local executive body to qualitatively consider the appeals. For the most part, the applicants are given explanatory answers, which often does not suit them, and subsequently they apply again or to higher authorities.
At the same time, the largest number of repeated appeals came from Kokshetau (59 appeals), Tselinograd (17 appeals), Atbasar (13 appeals), Burabay (9 appeals), Arshaly (8 appeals).
At the same time, when re-considering the applications for January-September 2020, 1 appeal was positively resolved, for the same period last year, 1 appeal was also positively resolved.
The absence of a decrease in the number of repeated appeals indicates a poor-quality resolution of appeals during the initial consideration. Upon re-examination, no decisions are made on satisfying the arguments of the applicants.
