Information on the reception of citizens by the akim of the region, his deputies and on the status of consideration of applications from individuals and legal entities for the first half of 2020
In the regional office of Akim, the reception by the regional akim, deputy akims of the region is held monthly, according to the approved schedule. However, since March 16 of this year, the personal reception of citizens has been temporarily suspended due to the adoption of preventive measures to reduce the risk of the spread of coronavirus.
In total, 111 people were received by the regional akim and deputy akims of the region in the first half of 2020 (167 in the first half of 2019). In comparison with the first half of 2019, the number of citizens received at a personal reception decreased by 34% (the decrease is due to the temporary suspension of personal reception).
Of the total number of accepted citizens, 14 are employees of the budgetary and non-budgetary sphere, 32 are representatives of small and medium-sized businesses, 24 are pensioners, 7 are unemployed, 20 are self-employed, 6 are housewives, 5 are disabled, 3 are large families.
Basically, during the reception, issues of housing and communal services (28), employment, employment and social security (12), culture, sports and tourism (16), agriculture (5), housing (10), construction ( 6), land and land use (18) and others (16).
On instructions given during the reception, the following measures were taken:
- issues on 4 applicants have been resolved;
- explanations were given to 107 applicants.
Akims of districts and cities of Kokshetau, Stepnogorsk received 579 citizens at a personal reception for the specified period. At the same time, the most relevant topics of citizens' appeals in the regions are the issues of housing and communal services, land and land use, labor, employment and social security.
In order to implement the Concept of the “hearing state”, the regional akim's apparatus is carrying out systematic work to establish an effective system of communications with the population.
The activities of 7 district akimats (Astrakhan, Bulandy, Burabay, Egindynkol, Kokshetau and Stepnogorsk, Zerenda) are carried out in the format of the “service akimat” (effective combination of Open-space and Frontoffice - consolidation of state bodies providing public services in one place) ... 9 regional akimats (Birzhan sal, Esil,, Ereymentau, Zhaksy, Akkol, Shortandy, Atbasar, Tselinograd, Sandyktau district) moved to the “Open-space office” work format (organization of workplaces for employees on one open area without walls).
At the same time, in 3 regional akimats (Arshaly,, Zharkaiyn,, Korgalzhyn) the issue of transition to the “Open Space office” format is being worked out (repair work is underway).
In the first half of 2020, the Office of Akim of Akmola region received 1,700 written applications (for the first half of 2019 - 1509), of which 866 from individuals (for the first half of 2019 - 793), legal entities - 834 (for the first half of 2019 years - 716).
Compared to the same period in 2019, there is an increase in the number of written requests by 191 units.
Out of 1700 applications received: 1582 applications, 42 complaints, 60 inquiries, 16 proposals. Based on the results of their consideration, the following measures were taken: 97 appeals were fully satisfied, for 914 - written explanations were given, 15 - were terminated (in accordance with clause 7 of article 14 of the Law of the Republic of Kazakhstan "On the procedure for considering appeals of individuals and legal entities" (hereinafter the Law) - when receipt of the author's appeal with a petition to terminate the consideration of the appeal), 6 appeals were denied consideration (clause 1 of article 11 of the Law - no new arguments or newly discovered circumstances are given in repeated appeals), 597 - redirected to higher, lower bodies and by jurisdiction, 71 - are under execution. The deadlines for considering applications established by law have been met.
The largest number of applications was received on housing and communal services (268), labor, employment and social security (176), land and land use (173), agriculture (104), housing (71) and others (908).
Acceptance of written applications is carried out through the portal "Electronic Government", through the Virtual Reception of the President of the Republic of Kazakhstan, Kazpost JSC, on purpose, through a unified electronic document management system (from other state and other bodies).
The number of written applications from individuals and legal entities received by the regional akim's office through the Electronic Government portal increased by 2.4 times (in the first half of 2019 - 266, in the first half of 2020 - 649). Citizens have become more likely to use universal accessible information systems to send applications, certified by an electronic digital signature.
During the reporting period of the current year, there is an increase in the number of applications received from the Administration of the President of the Republic of Kazakhstan by 31% (in the 1st half of 2019 - 103, in the 1st half of 2020 - 148), ministries and departments by 53% (in the 1st half of 2019 - 84 , in the first half of 2020 –176). The number of applications received from the Office of the Prime Minister of the Republic of Kazakhstan has decreased by 33% (in the first half of 2019 - 59, in the first half of 2020 - 39).
In the regional context, the largest number of appeals received by the regional akim's apparatus falls on the city of Kokshetau - 24% (439 appeals), Tselinograd - 8% (130 appeals), other regions - 44% (746 appeals).
There is a tendency towards a slight increase in the growth of repeat calls from 74 in the 1st half of 2019 to 99 in the 1st half of 2020. Basically, the reason for repeated appeals is the appeal of the decision made on the previous appeal.
At the same time, this year the number of applications for which a fully or partially positive decision was made has significantly increased - up to 97 applications (in the first half of 2019, only 2 positively reviewed applications).
The number of written appeals received by the regional akim's apparatus through the portal "Electronic government" has increased
1.2 times (for the first half of 2019 - 571, for the first half of 2020 - 649), which indicates an increase in the use of electronic digital signatures.
54 applications were received through the Virtual Reception of the President of the Republic of Kazakhstan for the specified period (in the first half of 2019 - 4).
In order to reduce the number of repeated appeals, timely and high-quality consideration of appeals of individuals and legal entities, the regional akim's administration pays special attention to the inadmissibility of a formal approach, ensuring an objective and reasonable response to applicants, if necessary, with their participation.
As of 09/01/2020, 200 requests were received on the regional akim's blog platform.
The largest number of applications was received on housing and communal services (63), land use (12), social security and employment (14), healthcare (10) and others (101).
In addition, on the Unified portal of state information resources with the help of the "Question-Answer" service through the online reception of the regional akim, 22 questions were received from users, which were promptly explained.
The most pressing topics for residents of the regions are the issues of housing and communal services, social support and housing.
An important means of exercising the rights of citizens to apply to government agencies is the holding of an Internet conference.
On the portal of the open dialogue of the regional akim, in order to ensure the openness of the state body with the participation of the regional akim, since the beginning of this year, 8 Internet conferences have been organized on the topics: "On the results of the Year of Youth in the Akmola region" (from 25.01.2020), "On new mechanisms providing targeted social assistance "(from 01/29/2020)," On the implementation of the Year of the Volunteer events in the Akmola region "
(from 30.01.2020), "On measures taken to prevent the spread of coronavirus infection in the Akmola region" (from 06/05/2020), "Social and economic development of the Akmola region" (from 11/05/2020), "On social support measures in the region" (from 15.06.2020), "Formation of the investment climate in the region" (from 15.07.2020), an Internet conference in the framework of the celebration of the Day of Abai Kunanbaev (from 10.08.2020). From users 14 questions were received, to which appropriate explanations were given.
In order to determine the level of satisfaction of the population with the activities of state bodies and its awareness of the implemented state programs, 6 polls were conducted on the portal.
