Operational assessment of the effectiveness of the Akimat of the Akmola region (hereinafter-the Akimat) in the direction of «Openness of the state body» of the block «Interaction of the state body with individuals and legal entities» was carried out in accordance with the Methodology for assessing the interaction of the state body with individuals and legal entities (hereinafter – the Methodology).
The reporting data on the direction «Openness of the state body» were submitted by the Akimat to the authorized assessment body according to the deadlines set by the Schedule for conducting an operational assessment of the effectiveness of the activities of state bodies.
Analysis of the effectiveness of activities according to the evaluation criteria:
The evaluation according to the criterion is aimed at encouraging the evaluated state bodies to publish open data sets within the Lists approved by them and upon request, as well as to analyze the needs for open data among the IT community, business, academic and research organizations, as well as representatives of the media and non-profit organizations.
The list of open data sets posted on the open data Internet portal was approved by the Resolution of the Akimat of the Akmola region No. A-7/269 dated June 10, 2016.
According to the indicator «The number of publications of open data sets according to the approved List»:
According to the List, 427 publications on 123 data sets are subject to placement. At the same time, the number of publications of data sets posted on the Open Data portal is 388 (there are no publications on the following sets 5, 6, 11, 12, 17, 24, 25, 26, 34, 35, 43, 45, 46, 80, 86, 93, 99, 106). The result of the assessment on the indicator is equal to 5.5 points.
According to the indicator «The number of additionally published open data sets based on queries»:
2 points are awarded due to the presence of additionally published sets.
According to the indicator "Compliance with the deadlines for publishing data sets, according to the approved List":
It was found that the deadlines for publishing data sets were not met (10, 11, 19, 21, 24, 29, 30, 48, 63, 73, 93, 96, 107, 123), in this connection, 5.8 points are assigned for this indicator.
According to the indicator "Correctness and completeness of filling in data sets":
The incorrect placement of 9 sets of open data (incorrect keywords) was revealed– 10, 12, 24, 25, 27, 43, 44, 96, 123). In this regard, the final score for this indicator was 4.6 points.
According to the indicator "Implementation of measures aimed at identifying the needs of the population in open data":
Measures aimed at identifying the needs of the population in open data were not carried out. In this regard, 0 points are assigned.
The calculation of the final score according to the "Open Data" criterion of the Akimat was made by adding the results for five indicators and is: 17.9 points out of 20 possible.
The evaluation according to the «Open Budget» criterion is aimed at stimulating the evaluated state bodies to publish budget information and effectively work with incoming comments and proposals.
According to the indicator «Placement of reports on the implementation of budget programs before their submission to the meeting of the public council (if available), but no later than April 1 of the year following the reporting year»,
Reports on the implementation of budget programs are posted on the portal.
However, in accordance with the Methodology, in the absence of information messages, press releases aimed at notifying the population about the timing of public discussions of reports on the implementation of budget programs, 0 points are assigned for such reports on the implementation of budget programs.
According to the indicator «Placement of information on the results of the state audit and financial control within fifteen working days after their receipt from the state audit and financial control bodies»
Information on the indicator is not provided, and therefore, the score for the indicator was 0 points.
According to the indicator «Placement of the civil budget»,
Materials on the civil budget of the Akimat are not posted, in this regard, 0 points are assigned for this indicator.
According to the indicator «Correctness and completeness of the placement of budget program projects», budget program projects for the reporting period are placed correctly. The score on the indicator was 1 point.
According to the indicator «Timeliness of placement of budget program projects», budget program projects are placed in a timely manner.
However, in accordance with the Methodology, in the absence of information messages, press releases aimed at notifying the population about the timing of public discussions of draft budget programs, 0 points are assigned for such budget programs.
According to the indicator «Monitoring and consideration of user suggestions
and comments», no suggestions and comments were received from users. Thus,
4 points are assigned for this indicator.
According to the indicator «Publication of notifications about the beginning of public discussions of draft budget programs and reports on the implementation of budget programs», the Akimat has not provided information. Thus, 0 points are assigned for this indicator.
The calculation of the final score according to the «Open Budget» criterion of the Akimat was made by adding up the points according to the indicators and is:

The evaluation according to the criterion «Open normative legal acts» is aimed at stimulating the evaluated state bodies to publish draft normative legal acts and concepts of draft laws, as well as to work effectively with incoming comments and proposals.
According to the indicator «Placement of draft regulatory legal acts with explanatory notes and comparative tables (in cases of amendments and (or) additions)»:
1080 draft regulatory legal acts have been published on the portal. The indicator score was 4 points.
According to the indicator «Correctness of filling out forms (accuracy, completeness and term of placement)»: The forms are filled out correctly in the state and Russian languages. The indicator score was 4 points.
According to the indicator «Monitoring and consideration of user suggestions and comments»: During the reporting period, 700 user comments and suggestions were received, of which 642 were answered. The score on the indicator was 8.3 points.
According to the indicator «Publication of information messages, press releases aimed at notifying the population about the timing of public discussions of projects and regulatory legal acts on Internet resources»:
Reporting data on this indicator are presented. The score on the indicator was 3 points.
The calculation of the final score according to the criterion «Open regulatory legal acts» of the Akimat was made by adding the results according to 4 indicators and is: 19.3 points out of 20 possible.
The evaluation according to the «Open Dialogue» criterion is aimed at stimulating the evaluated state bodies to effectively interact with individuals and legal entities through the blog platform of the first heads of state bodies and the analysis of public opinion regarding the activities of the state body in the supervised areas.
The indicator "Share of questions, received answers to the official blog platform of heads of state bodies, in accordance with the terms and requirements set by the Laws of the Republic of Kazakhstan «On access to information» and «On order of consideration of appeals of individuals and legal entities»»:
In 2020, the Governor's office responded to 353 cases, including 11 after the deadline. The score on the indicator was 9.7 points.
According to the indicator «Conducting Internet conferences and surveys»:
In 2020, the Akimat conducted 17 Internet conferences and 10 surveys. The score on the indicator was 3 points.
According to the indicator «Content of the blog of the first manager (availability of records)»:
28 entries are posted in the blog of the first manager on the Open Dialogue portal. The indicator score was 2 points.
According to the indicator «Conducting online broadcasts of open meetings (boards)»: The Akimat does not provide links within the framework of providing reporting information, and therefore, 0 points are assigned for this indicator.
The calculation of the final score according to the «Open Dialogue» criterion of the Akimat was made by adding the results according to 4 indicators and is: 14.7 points out of 20 possible.
The evaluation according to the criterion «Filling of the official Internet resource» is aimed at stimulating the evaluated state bodies to place and update information on the official Internet resource.
According to the indicator «Availability of up-to-date contact data, information about the leadership of the state body and structural divisions of the state body, as well as the schedule of reception by the leadership of the state body of citizens and organizations»:
The official Internet resource of the Akimat contains up-to-date information about the contact details, management and structural divisions of the state body, as well as the schedule of reception of citizens and organizations by the management of the state body. The indicator score was 3 points.

The calculation of the final score according to the criterion «Filling the official Internet resource» of the Akimat was made by adding the results according to 6 indicators and is: 17 points out of 20 possible.
The evaluation according to the criterion «Openness of subordinate organizations» is aimed at stimulating the evaluated central state and local executive bodies to effectively interact with subordinate organizations in order to ensure their openness.
No assessment was carried out on this criterion in relation to local executive bodies.
The total score for evaluating the effectiveness of the Akimat in the direction of «Openness of the state body» with the deduction of penalty points based on the results of the recheck is 73.9 points out of 100 possible.
In order to improve the quality of interaction of the state body with individuals and legal entities, it is recommended:
- to ensure compliance with the frequency and timing of updating the posted open data sets, as well as the correct placement of open data sets;
- to strengthen control over the administrators of the regional budget programs, in terms of timely and correct placement of materials on the Open Budgets portal;
- to ensure the publication of notifications on the placement of draft regulatory legal acts, as well as draft budget programs and reports on the implementation of budget programs on official accounts in social networks and (or) mass media and by sending information letters to interested organizations;
- strengthen control over the timely consideration and placement of answers to questions received on the blog of the akim of the region;
- to post on the EPIR of the GO up-to-date information on the results of inspections conducted by the akimat, territorial bodies, subordinate organizations within their powers, as well as on the results of inspections conducted in the akimat, its territorial bodies, subordinate organizations.
