The basis for the development of the draft Decree of the President of the Republic of Kazakhstan "On classifying the village of Kosshy of the Tselinograd district of the Akmola region as a city of regional significance" is the protocol of the meeting of the local community of the Kosshyn rural district of April 16, 2021, proposals of local representative and executive bodies of the Tselinograd district and the Akmola region.
The purpose of the Decree is to give the village of Kosshy Tselinogradsky district the status of a city of regional significance.
The proposed changes in the administrative-territorial structure will give impetus to the industrial development of the village of Kosshy, will give an incentive to the development of small and medium-sized businesses.
This project was developed in accordance with the Budget Code of the Republic of Kazakhstan, the Business Code, the Laws of the Republic of Kazakhstan "On the administrative-territorial structure of the Republic of Kazakhstan", "On Local Public Administration and Self-Government in the Republic of Kazakhstan", "On legal acts", the decree of the Government of the Republic of Kazakhstan "On the Regulations of the Government of the Republic of Kazakhstan".
The adoption of the draft Decree will not entail negative socio-economic and legal consequences.
Expected effectiveness: effective management, efficiency of decision-making, timely provision of medical care, improvement of the quality of public services.
The costs will be covered by the local and republican budgets.
