The administrative procedure can be started on the basis of the applicant's request (on application or complaint) or on the initiative of the administrative body itself.
The requirements for the application are established.
If formal errors are made, the application provides for the duty of the administrative body to assist in their elimination.
The obligation of the administrative body to grant the right to a person to be heard before the adoption of an unfavorable administrative act is fixed.
The total duration of the administrative procedure is fifteen working days, unless otherwise provided by the legislation of the Republic of Kazakhstan.
The administrative body is obliged to bring the administrative act to the attention of the participants in the administrative procedure and (or) representatives, since the act is put into effect from the moment it is brought to the attention of the participant in the administrative procedure in the order.
APPK also provides for the possibility of implementation by government agencies of a simplified admin. procedures for considering proposals, messages, requests, responses (where the adoption of an administrative act in relation to the applicant is not required).
