The law of the Republic of Kazakhstan" on combating corruption", standard rules for conducting an internal analysis of corruption risks, approved by the Order of the chairman of the agency of the Republic of Kazakhstan for Civil Service Affairs and anti-corruption dated October 19, 2016, In accordance with the methodological recommendations for conducting an internal analysis of corruption risks, approved by the Order of the chairman of the Anti-Corruption Agency of the Republic of Kazakhstan dated December 30, 2022, on the basis of the order of the district akim of the Working Group No. 15 dated May 17, 2024, an internal analysis of corruption risks in the activities of akims of villages and rural districts of Zhaksyn district was carried out:
1) identification of corruption risks in regulatory legal acts affecting the activities of the Department;
2) identification of corruption risks in the organizational and managerial activities of the Department.
Analysis period: from 1 to 17 June 2024.
Analyzed period: from January 1 to December 31, 2023. Internal analysis of corruption risks was carried out by generalizing, analyzing, as well as evaluating the results of previously conducted inspections by state bodies, information from legal statistics, appeals of individuals and legal entities and other information not limited by law.
The internal analysis of corruption risks was formed by the Working Group at the end of 2023 in the following composition:

State institution" Office of the Akim of Zhaksylyk village of zhaksylyk district"
The Office of the Akim of zhaksylyk village (hereinafter referred to as the Office of the Akim ) carries out its activities on the basis of the regulation of the state institution "Office of the Akim of Zhaksylyk district Zhaksylyk village" (hereinafter referred to as the Regulation), approved by the resolution of the district akimat dated January 04, 2018 No. a-0/05. The mission of the Akim's office is to ensure the activities of the district Akim in the interests and needs of the development of rural areas and the implementation of the national policy of the executive branch. The analysis of corruption risks in the activities of the Akim's office revealed the following:
1. Direction "identification of corruption risks in regulatory legal acts". During the analyzed period, the department adopted 8 decisions and 174 orders. Corruption risks have not been identified.
2. the direction of identification of corruption risks in the organizational and managerial activities of the Department is: 1) the staff size is 16 units, as of December 31, 2023 16 units, including 7 civil servants accepted on a contractual basis 4, technical personnel -5.There are no employees dismissed for negative reasons. Within the time limits established by the legislation of the Republic of Kazakhstan, employees of the Department have signed anti-corruption restrictions, and income declarations are submitted annually. The analysis did not reveal any conflicts of interest.
2) maintenance and disbursement of budget funds. Development and distribution of budget funds in the reporting period with a plan of 154,520.26 thousand tenge. Execution amounted to 154,520.26 thousand tenge or 100% -. wages, other expenses for the maintenance of the apparatus, transfers to individuals, subventions and other expenses were made in full.
3) consideration of Appeals of individuals and legal entities. During the analyzed period, the department received 13 applications from individuals and legal entities.there were no complaints about the actions (inaction) of the Department's officials. During the study of Appeals and responses to them, no corruption risks were identified.
4) identification of corruption risks in the conduct of Public Procurement. Public procurement of goods and works and services is carried out in strict accordance with the law of the Republic of Kazakhstan dated December 4, 2015 No. 434-V "on public procurement", the rules for the implementation of Public Procurement approved by the resolution of the government of the Republic of Kazakhstan dated December 11, 2015, providing for a number of norms aimed at simplification of public procurement, transparency and corruption risks. The conclusion of contracts is carried out in electronic form through the web portal of Public Procurement. In total, 46 public procurement contracts were concluded in the amount of 154,520. 26 thousand tenge, including:

10-there are no facts of detection of violations during the audit of state audit and financial control bodies with direct conclusion from one source in the amount of 14745.5 thousand tenge.
In the direction of collecting taxes and other payments.
Collection of taxes and other payments. 37500.0 thousand tenge of taxes were collected, including: personal income tax from income from a non-taxable source of payment ( KBK 101202) - 13905.0 thousand tenge;
property tax of individuals (KBK 104102) - 596,683 thousand tenge;
land tax (KBK 104302) – 998.206 thousand tenge; vehicle tax from legal entities ( KBK 104401) - 4647.0 thousand tenge;
tax on vehicles from individuals ( KBK 104402) - 14381.0 thousand tenge. payment for the use of the land plot ( KBK 105315) - 2947.0 thousand tenge;
payment for placing outdoor visual advertising (KBK 105430) – 24,222 thousand tenge.
Income from rent, property (KBK 201510)- 184,252 thousand tenge.
Other non-tax revenues (KBK 206109) - 3274.0 thousand tenge. Proceeds from the sale of land plots (KBK 303101) – 4559.0 thousand tenge.
Income tax and Social tax are deducted from the salaries of employees of the state institution" Office of the mayor of Zhaksylyk village of zhaksylyk district". In the course of accounting, corruption risks were not identified.
1) identification of corruption risks in the provision of Public Services. In the course of anti-corruption monitoring of the provision of public services: the state institution provides six types of public services. During the audit period, 40 public services were rendered, including
1.provision of a land plot from rural, rural lands. - 0
2.acquisition of rights to state-owned land plots that do not require bidding (auctions) - 33.
3. issuing a decision to change the purpose of the land plot-1.
4.one-time or installment sale of a land plot to private ownership-1.
5.placing a land plot on the waiting list-0.
6. extension of the lease term of the land plot-5.
During the audited period, no facts of demand for the provision of public services, non-compliance with the established requirements were revealed. There are no facts of violation of the deadlines for the provision of public services. The requirement for documents not provided for by legal acts has not been established. There are no facts of violation of the procedure for rendering public services. No complaints were received from service recipients. An e-gov corner is installed in the building of the state institution" Office of the mayor of Zhaksylyk district Zhaksylyk village". Each service recipient can independently receive a public service through an EDS. Computer equipment was updated in accordance with the requirements for a single workplace approved by the order of the minister of digital development, innovation and aerospace industry of the Republic of Kazakhstan dated November 25, 2019 No. 322/OD in 2023, 4 units of computer equipment were purchased. There are corruption risks in public services.
