Annex 1
to the Rules of Providing
public services
"Queuing
for receipt
land"
List of basic requirements for the provision of public services
"Putting on the queue to receive a land plot"
1 Name of the service provider Local executive bodies of the cities of Astana, Almaty and Shymkent, districts, cities of regional significance, akims of cities of regional significance, township, village, rural district (hereinafter referred to as the service provider).
2 Methods of providing public services Through the “electronic government” web portal (hereinafter referred to as the portal).
3 Duration of provision of public services Within 20 (twenty) minutes.
4 Form of provision of public services Electronic (partially automated).
5 Result of the provision of a public service Notification of special registration of an application, or a reasoned refusal to provide a public service.
6 The amount of payment collected from the service recipient when providing a public service, and methods of collecting it in cases provided for by the legislation of the Republic of Kazakhstan Free.
7 The work schedule of the service provider and information objects of the Portal is around the clock, with the exception of technical breaks due to repair work (when the service recipient contacts after the end of working hours, on weekends and holidays in accordance with the labor legislation of the Republic of Kazakhstan, the application is accepted and the result of the provision of public services is issued next business day).
Addresses of places where public services are provided are posted on:
1) Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan: www.gov.kz;
2) Internet resource of the service provider: www.gov4c.kz;
3) on the portal.
8 List of documents and information required from the service recipient for the provision of public services Application for queuing to receive a land plot in the form in accordance with Appendix 2 to the Rules for the provision of the public service “Putting on the queue to receive a land plot” in the form of an electronic document certified by an electronic digital signature service recipient, or a one-time password in case of registration and connection of the service recipient's subscriber number provided by the cellular operator to the portal account.
Requesting from service recipients documents that can be obtained from information systems is not permitted.
9 Grounds for refusal to provide a public service, established by the laws of the Republic of Kazakhstan 1) establishing the unreliability of the documents submitted by the service recipient to receive a public service, and (or) the data (information) contained in them;
2) non-compliance of the service recipient and (or) the submitted data and information necessary for the provision of public services with the requirements established by parts twelve and thirteen of paragraph 8 of Article 44-1 of the Land Code of the Republic of Kazakhstan.
10 Other requirements taking into account the specifics of the provision of public services, including those provided in electronic form. The service recipient has the opportunity to obtain information about the procedure and status of the provision of public services in remote access mode through the “user account on the “electronic government” web portal of the portal, as well as the Unified contact center.
