2) providing citizens and oralmans with medical care and medicines, medical products within the guaranteed volume of free medical care, including medical services for temporary adaptation and detoxification.

organizes and performs monitoring and control over the activities of health care entities;
performs the functions of administrators of budgetary health programs;
selects a provider of medical and pharmaceutical services to provide a guaranteed amount of free medical care and reimburses its costs;
purchases medicines, preventive (immunobiological, diagnostic, disinfecting) drugs within the guaranteed volume of free medical care in accordance with the procedure established by the Government of the Republic of Kazakhstan:
at the outpatient level - in accordance with the list approved by the authorized body;
at the stationary level - within the limits of drug forms;
organizes the purchase of medical devices and medical equipment, non-medical equipment, sanitary transport, as well as services for major repairs of public health organizations;
organizes personnel support for public health organizations;
provides equipment for public health organizations;
provides creation and functioning of regional electronic information resources and information systems, information and communication networks in the field of health;
provides clinical bases in public health organizations funded by the local budget for higher and secondary medical schools;
organizes the provision of free medical care, medicines and medical products in emergency situations;
carries out interregional and international cooperation in the field of health;
organizes and coordinates activities for training, advanced training and retraining of medical and pharmaceutical personnel;
organizes hygiene training, promotion and formation of a healthy lifestyle and healthy nutrition;
informs the population about the prevalence of socially significant diseases and diseases that pose a danger to others;
interacts with international and non-governmental public associations on issues of public health protection;
performs departmental statistical observations in the field of health within the corresponding administrative-territorial unit;
conducts certification of professional competence of heads of subordinate state healthcare organizations;
licenses medical and pharmaceutical activities, as well as activities related to the circulation of narcotic drugs, psychotropic substances and precursors in the field of health;
provides public services;
monitors the maintenance of persons in temporary adaptation and detoxification centers;
ensures the implementation of measures for the development of voluntary free blood donation and its components;
- Rights and obligations of the state institution "health Department of Akmola region":
request and receive from state bodies and other organizations documents, as well as information necessary for the implementation of the activities of the state institution "health Department of Akmola region";
provide methodological guidance for the activities of subordinate medical organizations funded from the local budget;
to promote the development of social partnership of authorized bodies and medical organizations in the provision of medical care;
- The organization of the public authority
- The leadership of the state institution "Department of health Akmola region" by the head, who bears personal responsibility for performance assigned to state institution "Management of health Akmola region" objectives and performance of its functions.
