Goals of the health Department of the Akmola region
1) implementation of the state health policy and ensuring the implementation of regional health programs;
2) ensuring compliance with the legislation of the Republic of Kazakhstan in the field of health, education and science;
3) providing citizens and oralmans with medical care, medicines and medical products within the guaranteed volume of free medical care.
Functions of the health Department of the Akmola region
The Department, within its competence, performs the following functions established by the legislation of the Republic of Kazakhstan::
1) organize and carry out monitoring and control over the activities of healthcare entities;;
2) carries on activities of administrators of the budgetary programs of public health;
3) procures medical pharmaceutical services to provide a guaranteed amount of free medical care in accordance with the procedure established by the Government of the Republic of Kazakhstan;
4) purchase of medicines, preventive drugs (immunobiological, diagnostic, disinfecting) within the guaranteed volume of free medical care in accordance with the procedure established by the Government of the Republic of Kazakhstan;:
at the outpatient level-according to the list approved by the authorized body;
at the stationary level - within the limits of drug forms;
5) organize the purchase of medical devices and medical equipment, sanitary equipment, as well as services for major repairs of public health organizations;;
6) organize personnel support for state healthcare organizations;;
7) provides equipment for public health organizations;
8) ensures the creation and operation of regional electronic information resources and information systems, information and communication networks in the field of health;;
9) provides clinical bases for higher and secondary medical educational institutions to state health organizations funded from the local budget;;
10) organize the provision of free medical care, provision of medicines and medical products in emergency situations;;
11) organizes and coordinates activities for training, advanced training and retraining of medical and pharmaceutical personnel;;
12) organizes hygiene training, promotion and formation of a healthy lifestyle and healthy nutrition;;
13) inform the population about the spread of socially significant diseases and diseases that are dangerous to the environment;
14) interacts with international and non-governmental public associations on issues of public health protection;;
15) carries out departmental statistical control in the field of health in the territory of the corresponding administrative-territorial unit;;
16) certifies the professional competence of the heads of subordinate state health organizations;
17) carry out licensing of medical and pharmaceutical activities;
18) ensures the implementation of gender policy objectives;
19) exercise other powers in the field of healthcare in accordance with the legislation of the Republic of Kazakhstan.
