THE MAIN JOB RESPONSIBILITIES OF THE HEAD OF THE ENTERPRISE:
Manages the production, economic and financial-Manages the production, financial and economic activities of the healthcare organization, is responsible for the management decisions made, the safety and effective use of the organization's property, as well as for the results of financial and economic activities.
Defines the policy, strategy of the organization's activities and the mechanism of its implementation. Ensures the introduction of new and improvement of existing organizational forms and methods of personnel work aimed at further improving the efficiency and quality of diagnostic, therapeutic and preventive care, improving the quality and competitiveness of services provided.
Ensures effective interaction of the structural divisions of the organization, directs their actions to the development and improvement of the medical services provided.
He is personally responsible for compliance with anti-corruption legislation, and taking measures to prevent manifestations of corruption on his part and those subordinate to him.
Takes measures to provide the organization with qualified personnel, the rational use of their professional knowledge and experience, the creation of safe working conditions for life and health, the formation of a favorable psychological atmosphere in the team. Based on the analysis of the organization's activities and the assessment of its performance indicators, it takes the necessary measures to improve the forms and methods of the organization's work. Ensures, on the basis of the principles of social partnership, the development, conclusion and implementation of a collective agreement, compliance with labor discipline, promotes the development of labor motivation, initiative and activity of employees.
Coordinates the work on the study and assessment of sanitary and epidemiological situations, determines priority factors of adverse effects on human health. Takes effective measures to improve the sanitary and epidemiological situation.
Organizes operational and laboratory-instrumental control and supervision of hygienic and anti-epidemic measures, compliance with sanitary rules and norms and hygienic standards.
Ensures compliance with the requirements of medical ethics, legality in the organization's activities, including in matters of financial and economic management, strengthening contractual and financial discipline, regulating social and labor relations.
Performs the reception and dismissal of employees. Concludes contracts, makes transactions with individuals and legal entities. Issues orders and orders on issues of its competence that are mandatory for all employees.
Represents the organization in state bodies, organizations and the court. Ensures compliance with medical ethics, the requirements of internal labor regulations, technical operation of devices, equipment and mechanisms, compliance with fire safety, occupational safety and health, sanitary and epidemiological regime. Ensures timely reporting of the organization.
REQUIREMENTS FOR THE PARTICIPANTS OF THE COMPETITION:
higher education in the field of training "Health Care", certificate of completion of a certification course (retraining) in the specialty "Health Management" ("Public Health") and (or) certificates of qualification in the relevant specialty or higher education in the field of training "Health Care" and (or) "Business, management and law" or postgraduate education in the field of training "Health Care" and (or) "Business and Law" or MBA executive or full time, certificate of a manager in the field of health care, work experience in senior positions in the field of healthcare for at least 2 years;
for the implementation of medical activities ( medical practice) - the presence of professional competencies: compliance with the general requirements for the qualification of a doctor (according to the profile) of the first (highest) qualification category, a specialist certificate for admission to clinical practice.
PROFESSIONAL QUALIFICATION:
Must know the Constitution of the Republic of Kazakhstan dated August 30, 1995, the Civil Code of the Republic of Kazakhstan dated December 27, 1994, the Labor Code of the Republic of Kazakhstan dated November 23, 2015, the Code of the Republic of Kazakhstan dated July 7, 2020 "On the Health of the People and the healthcare System", the Code of the Republic of Kazakhstan dated July 5, 2014 "On Administrative Offenses", the Law of the Republic of Kazakhstan dated December 4, 2015 "On Public Procurement", the Law of the Republic of Kazakhstan dated November 18, 2015 "On Combating Corruption", The Law of the Republic of Kazakhstan of July 11, 1997 "On languages in the Republic of Kazakhstan"; strategic and organizational aspects of modern management activities; the basics of planning, economic and financial activities of healthcare organizations; economic management methods and analysis of the organization's activities; market conditions of medical services; best practices in human resource management in healthcare; statistics, criteria and indicators characterizing the state of public health; modern scientific achievements of domestic medicine, the best international experience in health care management; rules and regulations on occupational safety and health, industrial sanitation and fire safety; organization of activities in emergency situations.
The competition is held in accordance with the order of the Minister of Health of the Republic of Kazakhstan dated May 27, 2020 No. KR DSM-58/2020 "On approval of the Rules for holding a competition for the vacant position of a head who solely performs the functions of an executive body or the head of a collegial executive body of a state enterprise on the right of economic management with the supervisory board in the field of healthcare".

Candidates for participation in the competition must submit the following documents:

4. A copy of the employment record (if any) or the employment contract, an extract from the orders on the acceptance and termination of the employment contract, or another document confirming the work experience;
5. A certificate of health status in the form 075 / y, approved by the order of the Acting Minister of Health of the Republic of Kazakhstan dated October 30, 2020 No. 175 "On approval of forms of accounting documentation in the field of healthcare" (Registered with the Ministry of Justice of the Republic of Kazakhstan on November 4, 2020 No. 21579);
6. A certificate of the Committee on Legal Statistics and Special Records of the Prosecutor General's Office of the Republic of Kazakhstan on the absence of a criminal record.
