Program 008 " Subsidizing the cost of pesticides, bioagents (entomophages) intended for processing against harmful and especially dangerous harmful organisms with a population above the economic threshold of harmfulness and quarantine facilities»
Order No. 107 of the Minister of agriculture of the Republic of Kazakhstan dated March 30, 2020 approved the rules for subsidizing crop yield and quality improvement, which provide for the procedure for subsidizing the cost of pesticides, bioagents (entomophages) intended for processing against harmful and particularly dangerous harmful organisms with numbers above the economic threshold of harmfulness and quarantine facilities.
Subsidies are paid to agricultural producers or agricultural cooperatives to recover costs of purchased pesticides, biological agents (entomophages) for treatment against harmful (weeds, wheat thrips, meadow moth, caradrina and coastal fly) and particularly dangerous harmful organisms with populations above the economic threshold of harmfulness (except locusts and grasshoppers, in relation to which event processing is effected at the expense of budget funds) and quarantine pests(excluding quarantine pests, in relation to which measures for localization and elimination of distribution centers are carried out at the expense of budget funds).
Subsidies are paid if the following conditions are met:
1) submission by an agricultural producer (agricultural cooperative) in electronic form of an application for subsidies for purchased pesticides, bioagents (entomophages) at full cost in accordance
with Annex 18 to these Rules via the e-government web portal.
When purchasing a pesticide, bioagent (entomophage) at a reduced cost from a manufacturer of pesticides, bioagents (entomophages) on the basis of a contract, the agricultural producer (agricultural cooperative) submits an electronic transfer request for payment of subsidies due to it in the form in accordance with Annex 19 to these Rules via the e-government web portal.
In this case, subsidies are paid to the manufacturer of pesticides, bioagents (entomophages), provided that the manufacturer of pesticides, bioagents (entomophages) enters information on actually sold pesticides, bioagents (entomophages) in accordance with paragraph 88 of these Rules no later than thirty calendar days in the transfer application.
If the manufacturer of pesticides, bioagents (entomophages) does not timely enter information on actually sold pesticides, bioagents (entomophages) in the transfer application within the established period, the agricultural producer (agricultural cooperative) re-submits the transfer application.
At the same time, the information system of subsidies forms a list of agricultural producers (agricultural cooperatives) that have not sold pesticides, bioagents (entomophages) within the time limits set by parts three and four of sub-paragraph 1) of paragraph 81 of these Rules;
Information interaction between the e-government web portal and the web portal is carried out in accordance with article 43 Of the law on Informatization;
2) registration of the application (transfer application) in the subsidy information system.
3) the presence of a personal account in the subsidy information system of an agricultural producer (agricultural cooperative), whose data is confirmed as a result of information interaction of the subsidy information system with the state databases "Legal entities"or " Individuals". At the same time, for a transfer application, it is also necessary to have a personal account in the information system of subsidies from the manufacturer of pesticides, bioagents (entomophages);
4) confirmation of the sale of pesticides, bioagents (entomophages) to the agricultural producer (agricultural cooperative) as a result of information interaction between the subsidy information system and the information system for receiving and processing electronic invoices.
It is not allowed to revoke, cancel or adjust electronic invoices used for receiving subsidies.
When an agricultural producer (agricultural cooperative) purchases pesticides, bioagents (entomophages) directly from a foreign manufacturer of pesticides, bioagents (entomophages) that does not use the electronic invoice information system, the cost of purchasing pesticides, bioagents (entomophages) is confirmed by declaring the information in the cargo customs Declaration (for an agricultural producer or agricultural cooperative that purchased pesticides, bioagents (entomophages) from countries outside the Eurasian economic Union). or document details, issued by the state revenue authority, confirming that the goods were imported from the countries of the Eurasian economic Union;
5) the agricultural producer (agricultural cooperative) has agricultural land plots on the right of land use and (or) private ownership of the corresponding area, confirmed as a result of information interaction of the subsidy information system with the automated information system of the state land cadastre and the state database "real estate Register".
The condition on the availability of agricultural land plots on the right of land use and (or) private property in the case of filing an application (transfer application) by an agricultural producer acting on the basis of a joint economic activity agreement in accordance with the civil legislation of the Republic of Kazakhstan applies to a participant in a joint economic activity agreement who has such land plots. In this case, the recipient of subsidies will be an agricultural producer who submitted an application (transfer application) with a copy of the agreement on joint economic activity attached.
An agricultural cooperative whose members have registered land plots submits an application (transfer application) for subsidies:
when purchasing pesticides, bioagents (entomophages) by members of the agricultural cooperative, the recipients of subsidies will be members of the agricultural cooperative;
when purchasing pesticides, bioagents (entomophages) by an agricultural cooperative, the recipient of subsidies will be an agricultural cooperative.
At the same time, membership in the agricultural cooperative is confirmed by attaching to the application an electronic copy of an extract from the decision of the General meeting of members of the agricultural cooperative on admission to membership in the agricultural cooperative.
A peasant or farm organized in the form of a joint enterprise, whose members have registered land plots, submits an application (transfer application) for subsidies for the purchase of pesticides, bioagents (entomophages) by a peasant or farm, and the recipient of subsidies will be a peasant or farm.
Membership in a peasant or farm is confirmed by checking with the data of the state revenue Committee of the Ministry of Finance of the Republic of Kazakhstan;
In the case of leasing a finished object that provides for the transfer of land use rights and (or) private ownership of land plots to the leasing company, the agricultural producer (agricultural cooperative) indicates the details of land plots, which are confirmed by the leasing company;
6) registration in the information system for subsidizing electronic field maps for the entire area of arable land plots owned by the agricultural producer on the right of land use and (or) private property;
7) adoption by producers (the agricultural cooperative) counter-obligations on the use of subsidized pesticides, biological agents (entomophages) to carry out treatments against harmful (weeds, wheat thrips, meadow moth, caradrina and coastal fly) and particularly dangerous harmful organisms with populations above the economic threshold of harmfulness (except locusts and grasshoppers, in relation to which event processing is effected at the expense of budget funds) and quarantine pests (excluding quarantine pests, in relation to which measures for localization and elimination of distribution centers are carried out at the expense of budget funds).
In 2020, under this program, 506,339.0 thousand tenge was allocated from the national budget for anti-crisis measures (100% disbursed). The number of recipients of agricultural producers was 67 subjects, the
