Program 047 Subsidizing the cost of fertilizers
(except organic)
Order of the Minister of agriculture of the Republic of Kazakhstan dated March 30, 2020 No. 107 approved the rules for subsidizing the increase in crop yield and quality, providing for the procedure for subsidizing the cost of fertilizers (except organic).
Subsidies are paid to agricultural producers or agricultural cooperatives to reimburse the cost of purchased fertilizers (with the exception of organic fertilizers).
Grants are paid if the following conditions are met:
1) submission by an agricultural producer (agricultural cooperative) in electronic form of an application for subsidies for purchased fertilizers at full cost in accordance with Annex 16 to these Rules via the e-government web portal.
When purchasing fertilizer at lower price from the manufacturer of fertilizer on the basis of the contract of the agricultural producer (agricultural cooperative) submits in electronic form conversion request for payment of outstanding subsidies in the form according to Appendix 17 to these Rules through the web portal of "electronic government".
In this case, subsidies are paid to fertilizer manufacturer, subject to a fertilizer manufacturer no later than thirty calendar days to request conversion information for actually sold fertilizer in accordance with paragraph 74 of this regulation.
If the fertilizer manufacturer does not timely enter information on actually sold fertilizers in the transfer application within the established time period, the agricultural producer (agricultural cooperative) re-submits the transfer application.
At the same time, the information system of subsidies forms a list of agricultural producers (agricultural cooperatives) that do not sell fertilizers within the time limits set by parts of the third and fourth sub-points 1) of paragraph 65 of these Rules;
Information interaction between the e-government web portal and the web portal is carried out in accordance with article 43 Of the law on Informatization;
2) registration of the application submitted by the agricultural producer (agricultural cooperative) (transfer application);
3) the presence of a personal account in the subsidy information system of an agricultural producer (agricultural cooperative), whose data is confirmed as a result of information interaction of the subsidy information system with the state databases "Legal entities"or " Individuals". At the same time, for a transfer application, you must have a personal account in the information system for subsidizing the fertilizer manufacturer;
4) confirmation of expenses for fertilizers purchased by the agricultural producer (agricultural cooperative) as a result of information interaction between the subsidy information system and the ESF is.
The email invoice is requested from the IP of ESF in the mode of "request – response" during registration in the information system of subsidy (the requested electronic invoice is automatically blocked in the IP of ESF, with the direction of the IP of ESF to the seller of fertilizers and agricultural products (the agricultural cooperative) notifications about the lock and the use of electronic invoices for the receipt of state support measures).
Not allowed review, cancellation and adjustment of electronic invoices, used for obtaining the subsidies.
When you purchase the producers (the agricultural cooperative) fertilizer directly from the foreign manufacturer of fertilizer, do not use the IP of ESF, the cost of purchasing fertilizers is confirmed by information from the customs Declaration on the goods (for agricultural producers or agricultural cooperative, which purchased fertilizers from countries outside the Eurasian economic Union) or information document issued by the state revenue authority certifying that the goods imported from the countries of the Eurasian economic Union;
5) the agricultural producer (agricultural cooperative) has agricultural land plots on the right of land use and (or) private ownership of the corresponding area, confirmed as a result of information interaction of the subsidy information system with the automated information system of the state land cadastre and the state database "real estate Register".
The condition on the availability of agricultural land plots on the right of land use and (or) private property in the case of filing an application (transfer application) by an agricultural producer acting on the basis of a joint economic activity agreement in accordance with the civil legislation of the Republic of Kazakhstan applies to a participant in a joint economic activity agreement who has such land plots. In this case, the recipient of subsidies will be an agricultural producer who submitted an application (transfer application) with a copy of the agreement on joint economic activity attached.
An agricultural cooperative whose members have registered land plots submits an application (transfer application) for subsidies:
when purchasing fertilizers by members of the agricultural cooperative, the recipients of subsidies will be members of the agricultural cooperative;
when purchasing fertilizers by an agricultural cooperative, the recipient of subsidies will be an agricultural cooperative.
At the same time, membership in the agricultural cooperative is confirmed by attaching to the application an electronic copy of an extract from the decision of the General meeting of members of the agricultural cooperative on admission to membership in the agricultural cooperative.
A peasant or farm that is organized in the form of a joint enterprise, whose members have registered land plots, submits an application (transfer application)for subsidies for the purchase of fertilizers by a peasant or farm, and the recipient of subsidies will be a peasant or farm.
Membership in a peasant or farm is confirmed by checking with the data of the state revenue Committee of the Ministry of Finance of the Republic of Kazakhstan;
In the case of leasing a finished object that provides for the transfer of land use rights and (or) private ownership of land plots to the leasing company, the agricultural producer (agricultural cooperative) indicates the details of land plots, which are confirmed by the leasing company;
6) registration in the information system for subsidizing electronic field maps for the entire area of arable land plots owned by the agricultural producer on the right of land use and (or) private property;
7) registration in the information system of subsidizing an electronic agrochemical cartogram for the fertilized area of agricultural land plots owned by an agricultural producer on the right of land use and (or) private property, for at least six agrochemical indicators (humus, hydrogen index (pH) of water or salt extract, nitrogen (nitrate or easily hydrolyzed or alkaline hydrolyzed), mobile forms of phosphorus, potassium and sulfur).
At the same time, when cultivating crops in protected ground, registration of an electronic agrochemical cartogram is not required.
In 2020, under this program, 1.0 billion tenge (100% disbursed) was allocated from the national budget for anti-crisis measures. The number of recipients of agricultural producers was 44 subjects, the volume of fertilizers received was 18.98 thousand tons, for a total area of 274.8 thousand hectares.
