Program 002 " Subsidizing the development of seed production»
Order No. 107 of the Minister of agriculture of the Republic of Kazakhstan dated March 30, 2020 approved the rules for subsidizing crop yield and quality improvement, which provide for the procedure for subsidizing the development of seed production.
Subsidies are intended for:
1) partial (70 %) reimbursement of expenses of elite farms for actually purchased original seeds of zoned and promising varieties;
2) partial (70 %) reimbursement of expenses of farms, agricultural producers (agricultural cooperatives) for actually purchased elite seeds;
3) partial (50 %) reimbursement of expenses of agricultural producers (agricultural cooperatives) for actually purchased seeds of the first reproduction and (or) cotton seeds of the second reproduction;
4) partial (50 %) reimbursement of expenses of agricultural producers (agricultural cooperatives) for actually purchased first-generation hybrid seeds;
5) partial (50 %) reimbursement of expenses of agricultural producers (agricultural cooperatives) for actually purchased elite seedlings.
Subsidies are paid if the following conditions are met:
1) registration of an application (transfer application) submitted by an elitsemkhoz (semkhoz, implementer) and an agricultural producer (agricultural cooperative) in the subsidy information system;
2) the information system of subsidy account of elidemode, of semkhoz, implementer and agricultural producers (agricultural cooperatives), which is confirmed by information interaction of the information system of subsidies with the state database "Legal entities" or "individuals»;
3) confirmation of expenses for the subsidized seeds purchased by elitsemkhoz, semkhoz and the agricultural producer (agricultural cooperative) as a result of information interaction of the information system of subsidizing and is ESF.
At the same time, it is not allowed to revoke, cancel or adjust electronic invoices for receiving subsidies.
When you purchase elidemode, the semkhoz and producers (the agricultural cooperative) subsidized seeds directly from a foreign manufacturer that does not use the IP of ESF, the cost of purchasing the subsidized seeds are corroborated by the data from the customs Declaration on the goods (to elidemode, of semkhoz, agricultural producers (agricultural cooperatives), who acquired subsidized seeds from countries outside the Eurasian economic Union) or information document issued by the state revenue authority certifying, that the product was imported from the member States of the Eurasian economic Union;
4) availability of agricultural land plots of the corresponding area on the right of land use and (or) private property, confirmed as a result of information interaction of the subsidy information system with the automated information system of the state land cadastre and the state database "real estate Register".
The condition on the availability of agricultural land plots on the right of land use and (or) private property in the case of filing an application (transfer application) by an agricultural producer acting on the basis of a joint economic activity agreement in accordance with the civil legislation of the Republic of Kazakhstan applies to a participant in a joint economic activity agreement who has such land plots. In this case, the recipient of subsidies will be an agricultural producer who submitted an application (transfer application) with a copy of the agreement on joint economic activity attached.
An agricultural cooperative whose members have registered land plots submits an application (transfer application) for subsidies:
when purchasing subsidized seeds by members of the agricultural cooperative, the recipients of subsidies will be members of the agricultural cooperative;
when purchasing subsidized seeds by an agricultural cooperative, the recipient of subsidies will be an agricultural cooperative.
At the same time, membership in the agricultural cooperative is confirmed by attaching to the application an electronic copy of an extract from the decision of the General meeting of members of the agricultural cooperative on admission to membership in the agricultural cooperative.
A peasant or farm organized in the form of a joint enterprise, whose members have registered land plots, submits an application (transfer application)for subsidies for the purchase of seeds by a peasant or farm, and the recipient of subsidies will be a peasant or farm.
Membership in a peasant or farm is confirmed by checking with the data of the state revenue Committee of the Ministry of Finance of the Republic of Kazakhstan;
5) registration in the information system for subsidizing electronic field maps for the entire area of arable land plots belonging to the elitsemkhoz, semkhoz and agricultural producer (agricultural cooperative) on the right of land use and (or) private property.
In 2020, under this program, 341,670.0 thousand tenge was allocated from the national budget for anti-crisis measures (100% disbursed). Number of recipients of services (applications) 170 applications, increasing productivity by ensuring accessibility for agricultural producers by reducing the cost of:
- elite seeds - 6098 tons;
- seeds of the first reproduction and hybrids of the first generation-5370 tons;
- original seeds - 60 tons.
