According to paragraph 18 of the Rules for Determining Regional Operators for the Distribution of petroleum products for Agricultural Work, approved by Order No. 137 of the Acting Minister of Agriculture of the Republic of Kazakhstan dated April 13, 2023, the Department of Agriculture and Land Relations of the Akmola Region is accepting applications from potential operators for the supply of diesel fuel to agricultural enterprises of the Akmola region for harvesting this year.
Applications from potential operators-suppliers of diesel fuel will be accepted from July 2 to July 8, 2025 inclusive at the address: Akmola region, Kokshetau city, 89 Abaya Street, postal code 020000, phone –72-28-20 , email address: meiram_naru@mail.ru .
Application for participation in the identification of regional operators for the supply of diesel fuel It is filled in strictly in accordance with Appendix 1 to the Rules for determining regional operators for the distribution of petroleum products for agricultural work.
For reference: Recommended fuel price: ANPZ LLP – 282,306 tenge/ton or 232 tenge/liter and PNKHZ LLP – 276,256 tenge/ton or 232 tenge.
According to paragraph 17, a potential operator and producer of agricultural products who has decided to purchase diesel fuel from a resource holder independently submits the following documents:
1) an application for participation in the identification of regional operators for the supply of diesel fuel in accordance with Annex 1 to these Rules;
2) a price offer indicating the total amount of the markup for services related to the purchase, delivery, storage and supply of diesel fuel for agricultural producers;
3) copies of documents confirming the experience of selling petroleum products in the domestic market of the Republic of Kazakhstan for at least two years;
4) a certificate from the bank on the availability of funds in the account of a potential operator, or credit funds, for the purchase of the required amount of diesel fuel;
5) a certificate from the bank where the potential operator is serviced, signed by an authorized person and stamped (if any) on the absence of overdue debts for all types of obligations of the potential operator lasting more than three months preceding the date of issue of the certificate to the bank (if the potential operator is a client of several second-tier banks, such a certificate is submitted from each from such banks), issued not earlier than one month prior to the date of filing the application;
6) a document certifying the absence of tax arrears, issued no earlier than five calendar days before the date of filing the application;
7) a certificate of registered rights (encumbrances) to a base of petroleum products or a reservoir, or a copy of the lease agreement for a base of petroleum products or a reservoir;
8) documents provided for the base of petroleum products or a tank (available to the potential operator by right of ownership or on other legal grounds):
information on the state of the base of petroleum products and technical equipment:
a copy of the technical passport of the base of petroleum products or tank;
availability of a weighing room for a tank truck (tanker) or an automatic filling system;
a document confirming the availability and installation of control metering devices based on petroleum products in accordance with the Order of the Minister of Energy of the Republic of Kazakhstan dated December 26, 2022 No. 435 "On Approval of the Rules and Requirements for equipping production facilities based on petroleum products with control metering devices" (registered in the Register of State Registration of Regulatory Legal Acts No. 31279);
9) a letter of consent on the release of diesel fuel on weekends and holidays during the spring field and harvesting operations;
10) a copy of the document confirming the ownership or other legal grounds of a car with a tank (tanker) for the delivery of diesel fuel to agricultural producers;
11) the layout of oil depots;
12) confirmation of the use of the "Virtual Warehouse" module of the electronic invoice information system for the movement of diesel fuel according to the accompanying consignment note.
Provision of the documents specified in the sub-paragraphs 2), 3), 4), 5), 6), 8), 9), 10), 11) The first part of this paragraph is not required when a producer of agricultural products makes a decision to purchase diesel fuel from a resource holder on their own.
The date, time and place of the commission meeting will be notified (notified) to potential operators and members of the commission on an individual basis additionally.
