The Food Corporation has started accepting applications for forward financing of spring field work

NC Food Corporation JSC begins accepting applications for financing farmers for spring field work under the forward purchase program for crop production. It is planned to allocate about 30 billion tenge for these purposes.

In 2025, as part of the forward financing, it is planned to increase the limit on lending to the production of oilseeds. For the first time, the mechanism of electronic submission and acceptance of documents from agricultural producers will be tested.

"At the pilot launch stage, Food Corporation representative offices in the regions are helping farmers to process digital applications. In the future, it is planned to create a full-fledged digital ecosystem that will allow farmers to apply from anywhere in Kazakhstan, as well as upload the necessary documents using an electronic digital signature. As a result of digitalization, the application review process will be shortened, its transparency will increase and financing will be made available, which is especially important for small farms from remote areas," said Asylkhan Juvashev, Chairman of the Management Board of NC Food Corporation JSC.

To participate in the program, farmers and agricultural enterprises must have at least 2 years of experience in growing agricultural products. At the time of submitting the application, the farm should not have valid overdue or extended obligations under all Food Corporation programs.

It is necessary to confirm the availability of seeds or provide documents confirming their purchase in the following volumes: wheat, barley — at least 110 kg / ha, sunflower — at least 17 kg / ha, oilseed flax — at least 50 kg / ha and rapeseed — at least 12 kg / ha.

The amount of advance payment to agricultural entities for 2025, including VAT, will be:

soft and hard wheat — 50,000 tenge/ton
barley — 40,000 tenge/ton
sunflower — 80,000 tenge/ton
Oilseed flax and rapeseed — 90,000 tenge/ton.

Under the terms of forward contracts, funds are issued to an agricultural enterprise after providing a guarantee from a social and entrepreneurial corporation, Damu Entrepreneurship Development Fund JSC, or a second-tier bank, or a pledge of movable (immovable) property.

After harvesting and supplying agricultural products to the Food Corporation fund, farms will be able to expect to receive additional payments for grain, depending on prevailing prices on the market.

Traditionally, the purchase prices for crop production are set by the national grain operator in autumn. At the same time, the cost of grain and oilseeds purchased under forward contracts will be formed taking into account the gratuitous use of borrowed money by farmers.

Deadlines for fulfilling obligations under forward purchase agreements:

for the supply of wheat, barley, buckwheat, oilseed flax, rapeseed – until November 01, 2025, inclusive;
for the supply of sunflower, oilseed flax and rapeseed – until November 15, 2025, inclusive.

In order to ensure a fair distribution of funding, all applications from potential suppliers for forward purchase contracts in 2025 will be sent for approval to the Coordinating Councils under the akimats of the regions.
