- General Provisions
The state institution «Department of passenger transport and highways of the Akmola region» is a state institution of the Republic of Kazakhstan that provides guidance in the field of passenger transport, highways and communications of the Akmola region.
- The state institution «Department of passenger transport and highways of Akmola region» carries out its activities in accordance with the Constitution, laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as this Regulation.
- State institution «Department of passenger transport and highways of Akmola region» is a legal entity in organizational-legal form of state establishment, has seals and stamps with its name in state language, forms of the established sample, and also in accordance with the legislation of the Republic of Kazakhstan accounts in the Treasury bodies of the Ministry of Finance of the Republic of Kazakhstan.
- The state institution «Department of passenger transport and highways of Akmola region» enters into civil relations on its own behalf.
- The state institution «Department of passenger transport and highways of the Akmola region» has the right to act as a party to civil relations on behalf of the state, if it is authorized to do so in accordance with the legislation of the Republic of Kazakhstan.
- The state institution «Department of passenger transport and highways of the Akmola region» makes decisions on issues of its competence, in accordance with the procedure established by law, issued by the orders of the head.
- The structure and staff limit of the state institution «Department of passenger transport and highways of the Akmola region» is approved in accordance with the current legislation of the Republic of Kazakhstan.

- The state institution «Department of passenger transport and highways of the Akmola region» is prohibited from entering into contractual relations with business entities in order to perform the duties that are the functions of the state institution «Department of passenger transport and highways of the Akmola region».
- Mission, main tasks, functions, rights and duties of the state body
- Mission of the state institution «Department of passenger transport and highways of Akmola region»: implementation of the state policy in the field of roads and road activities, road transport and communications.
- Tasks:
- ensuring state policy in the field of passenger transport, public roads of regional significance and communications;
- providing monitoring and analysis of the implementation of legislative and other regulatory legal acts in the areas of passenger transport, roads and communications.
- Functions:
- organization of regular intercity inter-regional, inter-district (intercity intra-regional) transportation of passengers and Luggage, as well as holding a competition for the right to service them;
- approval of routes and schedules regular interdistrict (long-distance intraregional) transportations of passengers and luggage;
- receiving notifications about the beginning or termination of bus stations, bus stations and passenger service points;
- maintaining a register of routes for regular interdistrict (intercity intraregional) automobile transport of passengers and luggage;
- development of a comprehensive scheme for the development of passenger transport and road traffic management projects;
- the implementation of subsidizing of losses of carriers at realisation of socially significant transportations of passengers on Interdistrict (long-distance intraregional) messages;
- implementation of licensing in accordance with the legislation of the Republic of Kazakhstan on permits and notifications;
- maintaining a register of individuals and legal entities that have submitted a notification of the beginning of special training activities for drivers of motor vehicles engaged in the transport of dangerous goods in international and domestic communications;
- maintaining a register of individuals and legal entities that have submitted a notification of the beginning of activities for training small-size shipmasters;
- interaction with the authorized body in the organization of passenger air transport operations;
- performing the functions of the working body of the regional Commission for transport security under the akimat of Akmola region;
- preparation making decisions on the organization of passenger transportation in interdistrict (intercity intraregional) and suburban railway services, except in cases when such a decision is made by the carrier;
- approval of the schedule for mandatory technical inspection of motor vehicles and trailers within the region of activity;
- conclusion of contracts for the organization of regular intercity inter-regional, inter-district (intercity intra-regional) automobile transport of passengers and luggage
- issuance of certificates for the right to service regular intercity interregional, interdistrict (intercity intraregional) automobile transport of passengers and baggage, as well as, in accordance with the established procedure, suspension and revocation of permits (certificates) for the right to carry out regular passenger transport;
- provision of public services;
- implementation of permit control before issuing a license to engage in activities for the irregular transportation of passengers by buses, minibuses in intercity interregional, interdistrict (intercity intraregional) and international traffic, as well as regular transportation of passengers by buses, minibuses in international traffic;
- organization of works on construction, reconstruction, repair and maintenance of public roads of regional significance in accordance with the legislation of the Republic of Kazakhstan on public procurement;
- managing the network of regional public roads;
- approval of the list of highways of regional significance;
- implementation of state control in the production of works on construction, reconstruction, repair and maintenance of automobile roads of regional significance;
- approval of the procedure and conditions for classification of public roads of regional and district significance;
- approval of the classification of types of work performed during maintenance, current, average and major repairs of streets in localities;
- approval of construction of access roads and junctions to public roads of regional and district significance;
- development, implementation, analysis, evaluation and forecasting of the program for the development of territories, socio-economic development of the Akmola region in the field of communications;
- development and implementation of measures for the development and effective management of activities in the field of communications (telephone, cellular and Internet);
- implementation of other functions stipulated by the legislation of the Republic of
- Rights and obligations:
- participate in the development and coordination of plans for socio-economic development of the region in terms of the development of the road industry and communications, improving the quality of passenger service in transport;
- within its competence, to monitor compliance with the requirements of norms and standards, the execution of contracts and agreements on the organization of the road industry in matters of passenger transport and communications carried out by enterprises;
- interact with local Executive bodies in the implementation of passenger transport, management of maintenance and repair of roads, communications, transport and road complex, control over the state of local roads;
- request, if necessary, from organizations of the road industry, transport enterprises and organizations in the communications industry, regardless of ownership, information necessary for the implementation of the functions of the state institution «Department of passenger transport and highways of the Akmola region» in accordance with the legislation of the Republic of Kazakhstan.
- Organization of activities of the state body
- The leadership of the state institution «Department of passenger transport and highways of Akmola region» by the head, who bears personal responsibility for performance assigned to public institution «Department of passenger transport and highways of Akmola region» objectives and performance of its function.
- The head of the state institution «Department of passenger transport and highways of the Akmola region» is appointed and dismissed by the order of the Governor of the region.
- Authority of the Head:
defines the duties and powers of their deputies, heads of departments and employees of the state institution «Department of passenger transport and highways of Akmola region»;
in accordance with the legislation of the Republic of Kazakhstan, appoints and dismisses employees of the state institution «Department of passenger transport and highways of the Akmola region»;
in accordance with the procedure established by the current legislation of the Republic of Kazakhstan, solves the issues of encouragement, financial assistance, imposition of disciplinary penalties on employees of the state institution «Department of passenger transport and highways of the Akmola region»;
approves the structure, staffing within the limit of the staff number, job descriptions of employees of the public institution «Department of passenger transport and highways of Akmola region»;
represents the state institution «Department of passenger transport and highways of the Akmola region» in all state bodies and other organizations in accordance with the current legislation of the Republic of Kazakhstan;
takes measures to combat corruption and is personally responsible for it;
without power of attorney, acts on behalf of the public institution «Department of passenger transport and highways of the Akmola region» and represents it in state bodies and other organizations, in accordance with the current legislation;
exercises other powers in accordance with the legislation of the Republic of Kazakhstan.
Execution of the powers of the head of the public institution «Department of passenger transport and highways of the Akmola region» during his absence is carried out by a person who replaces him in accordance with the current legislation.
- The head of the state institution «Department of passenger transport and highways of the Akmola region» has deputies who are appointed and dismissed in accordance with the legislation of the Republic of Kazakhstan.
The head determines the powers of his deputies in accordance with current legislation.
- Property of the state body
- The state institution «Department of passenger transport and highways of the Akmola region» may have separate property on the right of operational management in cases stipulated by law.
The property of the state institution «Department of passenger transport and highways of the Akmola region» is formed at the expense of property transferred to it by the owner, as well as property (including monetary income) acquired as a result of its own activities and other sources not prohibited by the legislation of the Republic of Kazakhstan.
- The property assigned to the state institution «Department of passenger transport and highways of the Akmola region» belongs to the regional communal property.
- State institution «Department of passenger transport and highways of Akmola region» has no right to alienate or otherwise dispose of the secured property and of property acquired with funds provided by the financing plan, unless otherwise provided by law.
- Reorganization and abolition of the state body
- The reorganization and abolition of the state institution «Department of passenger transport and highways of the Akmola region» is carried out in accordance with the legislation of the Republic of Kazakhstan.
