In the field of social security and social assistance, one of the important areas is to improve the quality of life, support and create conditions for the integration of people with disabilities into society.
The Department has 10 subordinate institutions, works with 19 departments of employment and social programs of districts and cities, 19 employment centers, with district offices providing social services to disabled and elderly people at home and semi-stationary, working with non-governmental organizations.
Based on the resolution of the akimat of the Akmola region dated August 27, 2020 No. A-9/427 "on adjusting the indicators of the regional budget for 2020" for the Department of coordination of employment and social programs, the budget was updated in the amount of 9,493. 5 million tenge, including:
national budget – 5,021. 5 million tenge,
local budget – 4,241. 6 million tenge,
due to internal loans - 230.4 million tenge, including:
Only 928.3 million tenge is planned to provide social support to disabled people and disabled children under the budget program 003 "Social support for disabled people", including the Republican budget of 461.0 million tenge, the regional budget of 467.3 million tenge. These funds will be used to provide health resort treatment for 1,565 disabled people and children with disabilities, to purchase 1,194 wheelchairs, 1,494 sign language equipment, 1,622 typhlotechnical equipment, and 3,476 prosthetic and orthopedic products.
According to the budget program 046 "Ensuring the rights and improving the quality of life of disabled people in the Republic of Kazakhstan", 3.8 million tenge is planned to provide 166 disabled people with auxiliary (compensatory) funds.
87.8 million tenge is planned to replace speech processors for 14 children with disabilities and 3 adults with disabilities with cochlear implants under the budget program 053 "Services for replacing and configuring speech processors with cochlear implants".
According to budget program 113 "Targeted current transfers to lower-level budgets", 5,074. 7 million tenge is planned for 2020, including the Republican budget 4,236 million tenge, the regional budget 838.7 million tenge, of which:
To ensure the rights and improve the quality of life of disabled people, a total of 270.5 million tenge is planned, including the Republican budget of 245.8 million tenge, the regional budget of 24.7 million tenge. Budget funds will be used to increase the standards for providing disabled people with mandatory hygiene products for 1,861 disabled people, to provide services of a sign language specialist for 146 people, to expand the List of technical auxiliary (compensatory) means for 2,095 people, and to provide single-use catheters for 4 people. To continue the work of the "Disabled taxi" service, which is provided to people who have difficulties in moving, only 21.7 million tenge is planned at the expense of the regional budget for its maintenance.
On 19958 recipients of targeted social assistance the new format for the provision of conditional cash transfers with the condition of mandatory participation of able-bodied family members in active measures of assistance of employment and bezuslovnoi cash assistance for certain categories of families and citizens unable to earn income due to objective reasons and 3060 recipients of the guaranteed benefits package and 29 778 recipients grocery and household sets for the period of emergency plan 2 513,5 million tenge, of which: by transfers RB 2 333,7 million tenge, MB 179,8 million tenge.
To improve the efficiency of providing services to socially vulnerable segments of the population, a total of 277.6 million tenge is planned, including the Republican budget of 202.8 million tenge, the regional budget of 74.8 million tenge. The funds will be used to provide special social services: 228 people in the non-governmental sector in semi-stationary conditions, 171 people in home care, 5 people to victims of human trafficking, 48 people to victims of domestic violence, 65 people in hospital conditions.
