In the field of social security and social assistance, one of the important directions is to improve the quality of life, support and create conditions for the integration of people with disabilities into society.
The Department has 10 subordinate institutions, works with 20 departments of employment and social programs of districts and cities, 20 employment centers, with district offices for the provision of social services to disabled and elderly people at home and semi-stationary, work with non-governmental organizations.
Based on the decision Akmola Regional Maslikhat No. 7C-20-3 dated September 14, 2022 "On amendments to the decision of the Akmola regional Maslikhat" on the Department of Coordination of employment and social programs, the budget was approved in the amount of 11 847.9 million tenge, including:
the republican budget – 4 081.6 million tenge,
local budget – 4,804.1 million tenge,
guaranteed transfers from the National Fund –KZT 2,962.2 million, of which:
A total of 104.7 million tenge is planned to provide social support to disabled people and disabled children under the budget program 003 "Social support for disabled people", including the republican budget of 51.0 million tenge, the regional budget of 53.7 million tenge of them under the subprogram 103 "Provision of disabled people with technical auxiliary (compensatory) means and (or) special means of transportation in accordance with the individual rehabilitation program of a disabled person" -7.6 million tenge, according to subprogram 106 "Provision of medical services for prosthetics, provision of prosthetic and orthopedic means and training in their use" - 46.1 million tenge. These funds will be used to purchase 16 typhlotechnical tools, 60 sign language tools, 1 portable typhlocomputer with speech synthesis, with built-in input/output of information in font
Braille, 237 prosthetic and orthopedic products, 36 wheelchairs, to provide sanatorium treatment for 115 disabled people and disabled children.
According to the budget program 113 "Targeted current transfers to lower budgets", KZT 7,330.6 million is planned for 2022, including the republican budget of KZT 3,235 million, the regional budget of KZT 1,828.6 million, guaranteed transfers from the National Fund of the Republic of Kazakhstan KZT 2,267 million, of which:
A total of 636.2 million tenge is planned from the republican budget to ensure the rights and improve the quality of life of disabled people. The budget funds will be used to increase the standards for providing disabled people with mandatory hygiene products
2,277 disabled people, 170 people for the provision of services of a sign language specialist, 2,254 people for the expansion of the List of technical auxiliary (compensatory) means, provision of single-use catheters for 4 people.
To continue the work of the "Disabled Taxi" service, provided to people experiencing difficulties in movement, only 31.7 million tenge is planned at the expense of the regional budget for its maintenance.
Provision of disabled people with technical auxiliary (compensatory) means and (or) special means of transportation, sanatorium-resort treatment of disabled people and disabled children and provision of medical services for prosthetics, provision of prosthetic and orthopedic means and training in their use in accordance with the individual rehabilitation program of a disabled person is planned in the amount of 763 million tenge. These funds will be used to provide sanatorium-resort treatment for 1,906 disabled people and disabled children, to purchase 480 wheelchairs, 239 sign language aids, 890 typhlotechnical aids, 1,228 prosthetic and orthopedic products, 46 visually impaired people with a portable typhlocomputer with speech synthesis.
For 13536 recipients of targeted social assistance of the new format, conditional monetary assistance is provided with the condition of mandatory participation of able-bodied family members in active measures to promote employment and unconditional monetary assistance for certain categories of families and citizens who are unable to receive income for objective reasons and for 3027 recipients of a guaranteed social package, 1 042.3 million tenge is planned due to transfers of the Republic of Belarus.
A total of 457.1 million tenge is planned to improve the efficiency of providing services to socially vulnerable segments of the population, of which the republican budget is 296.7 million tenge, the regional budget is 160.4 million tenge. The funds will be directed to the provision of special social services: in the non–governmental sector in semi-stationary conditions, 232 people in home care, 5 people to victims of human trafficking, 182 people to victims of domestic violence, 30 people in hospital, the number of persons with disabilities "Tep Qogam" (vocational rehabilitation center) - 25 people., the number of disabled people covered by special social services in the field of social protection of the population in social rehabilitation Centers is 60 people.
