In the field of social security and social assistance, one of the important areas is to improve the quality of life, support and create conditions for the integration of people with disabilities into society.
The Department has 10 subordinate institutions, works with 19 departments of employment and social programs of districts and cities, 19 employment centers, with district offices for providing social services to disabled and elderly people at home and semi-stationary, and works with non-governmental organizations.
According to the decision of the session of the Maslikhat of Akmola region dated December 11, 2020 No. 6S-52-2 "On the regional budget for 2021-2023" on the department of coordination of employment and social programs, the budget was approved in the amount of 8 328.6 million tenge, including:
republican budget – 4,094. 1 million tenge,
local budget – 1 302.6 million tenge,
at the expense of subventions from the republican budget for social assistance and social security – 2,931. 9 million tenge, of which:
Only 810.6 million tenge is planned to provide social support to disabled people and children with disabilities under the budget program 003 "Social Support for Disabled people". These funds will be used to provide sanatorium treatment for 2,521 disabled people and children with disabilities, to purchase 590 wheelchairs, 654 sign language equipment, 1,190 typhlotechnical equipment, and 2,202 prosthetic and orthopedic products.
15 million tenge is planned to replace speech processors for 3 children with disabilities to cochlear implants under the budget program 053 "Services for replacing and configuring speech processors to cochlear implants".
According to the budget program 113 "Target current transfers to lower budgets" for 2021, 4,552. 5 million tenge is planned, including the republican budget 3,437. 6 million tenge, the regional budget 1,114. 9 million tenge, of which:
To ensure the rights and improve the quality of life of disabled people, a total of 315.8 million tenge is planned from the republican budget. The budget funds will be used to increase the standards for providing disabled people with mandatory hygiene products for 2,181 disabled people, to provide services of a sign language specialist for 158 people, to expand the list of technical auxiliary (compensatory) means for 2,308 people, to provide single-use catheters for 4 people. To continue the operation of the "Disabled Taxi" service, provided to people experiencing difficulties in movement, only 22.5 million rubles are planned. tenge at the expense of the regional budget for its maintenance.
At 15641 recipients of targeted social assistance the new format for the provision of conditional cash transfers with the condition of mandatory participation of able-bodied family members in active measures of assistance of employment and bezuslovnoi cash assistance for certain categories of families and citizens unable to earn income due to objective reasons and 4692 of recipients of the guaranteed social package planned by transfers RB 1 581,5 million tenge.
To improve the efficiency of providing services to socially vulnerable segments of the population, a total of 335.5 million tenge is planned, including the republican budget of 218.1 million tenge, the regional budget of 117.4 million tenge. The funds will be used to provide special social services: in the non-governmental sector in a semi-stationary environment 228 people, in home care 224 people, victims of human trafficking 5 people, victims of domestic violence 126 people, in a hospital 30 people.
