In accordance with subparagraph 28) of article 7 of the Law of the Republic of Kazakhstan dated December 15, 2006 "on culture",ORDER:

- to Approve the attached Rules of awarding the title "national" (exemplary) to Amateur collectives.
- The Department of historical and cultural heritage to provide:
1) state registration in the Ministry of justice of the Republic of Kazakhstan of this order;
2) official publication of this order after its state registration.
- Control over execution of the present order to assign to Deputy Minister A. Buribaevastreet .
- This order comes into force from the date of state registration and comes into effect from the date of its official publication.

Rules for awarding the title "national" (exemplary) to Amateur art collectives
Footnote. The rules - as amended by the order of the Minister of culture and sports of the Republic of Kazakhstan dated 06.05.2020 No. 112 (entered into force after theexpiration of ten calendar days after the date of its first official publication).
Chapter 1. General provisions
- These Rules of assignment of the rank "national" (exemplary) teams of Amateur art activities (hereinafter – regulations) developed in accordanceunder subparagraph 28) of article 7 of the Law of the Republic of Kazakhstan from December 15, 2006 "About culture" and subparagraph 1) of article 10 of the law of the Republic of Kazakhstan dated 15 April 2013 "On public services" (hereinafter – the Law) and determine the order of assignment of the stion of "national" (exemplary) teams of Amateur.
- Awarding the title "folk" (exemplary) to Amateur art collectives is carried out in order to create additional incentives in the work of creative collectivesin Amateur art, to ensure a high level of their creative activity, to support talented Amateur performers for the further professional development of gifted people in all age groups.
Chapter 2. The order of awardingthe title "national" (exemplary) to Amateur art collectives
- the Title "national" is assigned to Amateur art collectives established under organizations whose participants are older than 18 years of age, the title "Exemplary"is assigned to collectives whose participants are younger than 18 years of age.
- the Title "national" (exemplary) is awarded to Amateur groups that meet the following requirements:
1) implementation of continuous creativeactivity for at least 5 years;
2) high level of performing skills;
3) engaging in educational and creative work in the following genres: orchestras of folk instruments, wind and pop, vocal and instrumental ensembles and groups, song and dance ensembles, vocal, choreographic, circus, fine and decorative arts and photo art;
4) a high ideological and artistic level of the repertoire of collectives, updating it with the best examplesof domestic and foreign art, folk and traditional folklore creativity, works that contribute to the moral and aesthetic education of the population, improving performing skills;
5) availability of prizes for participation incultural events (competitions, festivals of regional, city, regional, national and international significance);
6) coverage in the mass media of local and / or national level (at least 3 publications)about the activities of the Amateur collective.
- acceptance of applications for the assignment of the title "national" (exemplary) to Amateur art collectives is carried out in accordance with the procedure defined by Chapter 3 of these Rules.
- for reviewingthe submitted documents, determining the compliance of Amateur groups with the requirements specified in paragraph 4 of these Rules, as well as determining their creative level, local Executive bodies of regions, citiesNur-Sultana, Almaty and Shymkent (hereinafter referred to as local Executive bodies) create commissions for awarding the title "people's" (exemplary) to Amateur collectives (hereinafter referred to as the Commission).
- The Commission consists of a representative authorized orgAna in the field of culture (further – authorized body) and genres.
The Commission consists of a Chairman, members and a Secretary. The Secretary is not a member of the Commission.
- meetings of the Commission are held as soon as applications are received by local Executive bodies (at least 5 applications) and are considered competent if they are attended by at least two-thirds of the total number of members of the Commission.
- Upon review of the submitted documents, the Commission decides on the appropriation of the collectiveemployed in this article Amateur title of "people" (exemplary) or about refusal in assignment to the team of Amateur title of "people" (exemplary).
- The decision to refuse to assign the title "people's" (exemplary) to an Amateur performance group is taken by the Commission in case of unreliability of information in the submitted documents or non-compliance with the requirements established by paragraph 4 of these Rules.
- the Commission's Decision is taken by a simple majorityof the total number of members of the Commission. If the votes of the Commission members are equal, the Chairman's vote is decisive.
- the decision of the Commission is drawn up in a Protocol and is subject to signature by the Chairman and all members of the Commission. The Commission's decisionis of a recommendatory nature.
- based on the decision of the Commission, the authorized body assigns the title of "people's" (exemplary) to an Amateur performance group, or refuses to assign the title of "people's" (exemplary) by order of the first head of theauthorized body or a person replacing it.
Chapter 3. Procedure for rendering the state service " Acceptance of applications for awarding the title "people's" (exemplary) to Amateur art collectives"
- The state service "Acceptance of applicationsfor the award of the title "national" (exemplary) to Amateur art collectives" (hereinafter-the state service) it turns out to be local Executive bodies.
A list of the main requirements for the provision of public services, including the features ofthe ICA process, the form, content and result of rendering, and also other information taking into account characteristics of the provision of public services set out in the standard of the state service "submission of applications for the assignment of a rank "national" (exemplary) teams artisticpublic performances (hereinafter – the standard) according to Appendix 1 to the present Rules.
- For receiving the state service the head of the team of Amateur (hereinafter – the head of the team) submits an application for assignment of the rank "national" (exemplary) the team of Amateur form according to Appendix 2 to these Rules with Appendix of the documents specified in paragraph 8 of the standard (hereinafter – application) to the office of the local Executive body or through inweb-portal of "electronic government" www.egov.kz, www.elicense.kz (hereinafter referred to as the portal).
- The application is considered within one working day from the date of receipt in the local Executive authority.
- When submitting an application through the officeof the local Executive body, a copy of it is stamped by the local Executive body containing the date, time of receipt and number of incoming applications, indicating the surname, first name, patronymic (if any) of the person who accepted the application. When applying through the portal in "personal cabint", the team leader is sent the status of acceptance of the request for public service, indicating the date and time of receipt of the result.
- An employee of the office of the local Executive body receives and registers the application andpasses it to the head of the local Executive body on the day of its receipt.
If the head of the collective applies after the end of working hours, on weekends, holidays in accordance with the Labor code of the Republic of Kazakhstan dated November 23, 2015and the Law of the Republic of Kazakhstan dated December 13, 2001 "on holidays in the Republic of Kazakhstan", the application is accepted and the provision of public services is issued on the next working day.
- the Head of the local Executive body determinesthe responsible executor and passes the application to him for execution.
- Executive in charge of the local Executive body, following consideration of the application, prepares the receipt of admission application for assignment of a rank "national" (model) callactive Amateur (further – the receipt) in the form according to Appendix 8 to this Regulation, or the receipt of refusal to accept the application on assignment of a rank "national" (exemplary) team Amateur (hereinafter –the receipt of refusal) in accordance with Appendix 8 to present It is sent to the head of the local Executive body.
- the Head of the local Executive body signs a receipt of acceptance or a receipt of refusal. The responsible Executive of the local Executive body sends the result of rendering the public service to the head of the collective on paper in case of applying to the office or in electronic form in case of applying to the portal.
The grounds for refusing to provide a public service are specified in paragraph 9 of the standard.
- when applying on paper, the result of providing a public service is made out in electronic form, printed out and certified with the seal and signature of an authorized person of the localExecutive body.
When applying through the portal, the result of providing a public service is sent to the head of the team in the "personal account" in the form of an electronic document signed with an electronic digital signature of an authorizedperson of the local Executive body.
- Local Executive bodies shall ensure that data on the stage of rendering of public services are entered into the information system for monitoring the provision of public services in accordance with subitem 11) ofsubitem 2 of article 5 of the Law.
Chapter 4. Procedure for appealing against decisions, actions (inaction) of the service provider and (or) its officials on the provision of public services
- in case of appeal against decisions, actions (inaction) of the service provider and / or its officials on the provision of public services: the complaint is submitted to the head of local Executive bodies at the addresses indicated on the Internet resource of the authorized body in the field of culture: www.mwiths.gov.kz, in the section "Public services".
The complaint is submitted in writing by mail, via the portal, or on purpose through the office of local Executive bodies.
The complaint, which is signed by the head of the team, specifies the last name, first name, patronymic (if available), and postal address.
Confirmation of acceptance of the complaint is its registration (stamp, incoming number and date) in the office of local Executive bodies.
The complaint of the head of the collective received by the local Executive bodies is subjectto review within 5 (five) working days from the date of its registration.
A reasoned response on the results of consideration of the complaint is sent to the head of the collective by mail or issued on purpose in the office of local Executivebodies
Also, information on the procedure for appealing against actions (inaction) of an employee of local Executive bodies can be obtained by calling the Unified contact center for public services: 1414, 8 800 080 7777.
When sending a complaint through the portal to the team leader, information about the appeal is available from his "personal account", which is updated during the processing of the appeal by local Executive bodies (marks on delivery, registration, execution, response on consideration or refusal to consider the complaint).
In case of disagreement with the results of the rendered public service, the head of the collective can file a complaint with the authorized body for assessment and control of the quality of public services.
The complaintof the head of the collective, received by the authorized body in the field of culture for the assessment and control of the quality of public services, is subject to consideration within 15 (fifteen) working days from the date of its registration.
- In cases of nesoin agreement with results of the rendered state service, the group leader has the right to appeal to court in accordance with legislation of the Republic of Kazakhstan.

When contacting the service provider for the provision of public usliGO on paper, the result of rendering the state service is issued in electronic form, printed and stamped and signed by the authorized person provider.
When the service recipient applies via the portal, the result of providing thestate service is sent to the service recipient in the "personal account" in the form of an electronic document signed with an electronic digital signature (hereinafter referred to as the EDS) of the authorized person the service provider.

1) the service provider - from Monday to Friday inclusive from 9.00 am to 18.30 PM, with a lunch break from 13.05am to 14.30 PM, except weekends and holidays, according to the labor legislation of the Republic of Kazakhstan.
Applications are accepted and the results of public service delivery are issued from 09.00 to 17.30 with a lunch break from 13.00to 14.30.
Reception is carried out on a first-come, first-served basis, without prior appointment and accelerated service.
2) portal – around the clock, except for technical breaks in connection with repair work.
If the service recipient applies after the end of working hours, on weekends and holidays, according to the labor legislation of the Republic of Kazakhstan, applications are accepted and the results of public service provision are issued on the following working day.

1) the official Internet resource of the authorized body in the field of culture;
2) the official Internet resource of the service provider;
3) the portal.

tothe service provider's office:
1) request for assignment of a rank "national" (exemplary) the team of Amateur from the head of the team of Amateur form according to Annex 2 to this Regulation;
2) the minutes of the meeting of the artconstant initiative;
3) a brief biography on the team, with the following information:
information about the leaders;
the repertoire and the plan of educational work for the current year;
the program team;
list of participants;
4) copyof documents showing the receipt of prizes;
5) the materials published in the media in local and/or national level (at least 3 publications) on the activities of the team of Amateur;
portal:
1) an application for the assignment of the title "national" (exemplary) to an Amateur art collective from the head of an Amateur art collective in the form of an electronic document in accordance with Annex 2 to these Rules, certified by a notary EDS of the service recipient;
2) an electronic copy of the minutes of the meeting of the Amateur collective;
3) an electronic copy of the creative characteristics of the collective, indicating the following information:
information about the leaders;
the repertoire and educational plan-FOTSfatalnej work for the current year;
the programme of performances;
list of participants;
4) electronic copies of the documents proving the obtaining of prizes;
5) electronic copies of the materials published in the media monthsprivate and/or national level (at least 3 publications) on the activities of the team of Amateur in electronic format.

9.
|
Grounds for refusal to provide a public service, established by the legislation of the Republic of Kazakhstan
|
ОсThe basis for refusing to accept the application is the submission by the service recipient of an incomplete set of documents and/or the provision of expired documents.
|
|
10.
|
Other requirements, taking into account the specifics of the provision of public services, including those provided in electronic form and through a State Corporation
|
Features of providing public services to service recipients with disabilities when contacting the service provider: the building is equipped with ramps designed for access by people with disabilities.
