On approval of standards of state services in the sphere of culture
Order of the Minister of culture and sports of the Republic of Kazakhstan No. 146 dated April 22, 2015. Registered with the Ministry of justice of the Republic of Kazakhstan on may 30, 2015 No. 11238.
In accordance with subparagraph 1) of article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "on public services" ORDER:
1) standard of the state service "Issuance of a rental certificate for a film" in accordance with Annex 1 to this order;
2) standard of the state service "issuance of a license for activities related to the implementation of archaeological and (or) scientific and restoration works on historical and cultural monuments" in accordance with Annex 2 to this order;
3) standard of the state service "Issuance of a certificate for the right of temporary export of cultural property" in accordance with Annex 3 to this order;
4) standard of the state service "issuance of a permit for the installation of memorial plaques" in accordance with Annex 4 to this order;
5) standard of the state service " Acceptance of applications for the assignment of the title "people's" (exemplary) to Amateur collectives" in accordance with Annex 5 to this order.

1) state registration of this order in the Ministry of justice of the Republic of Kazakhstan in accordance with the procedure established by law;
2) within ten calendar days after the state registration of this order, it is sent for official publication in periodicals and in the information and legal system " Adilet";
3) placement of this order on the Internet resourceof the Ministry of culture and sports of the Republic of Kazakhstan after its official publication;
4) submission to the Department of legal service of the Ministry of culture and sports of the Republic of Kazakhstan of information on the implementation of the measures provided for in this paragraph within ten working days from the date of implementation of the measures.

Standard of public service
"Issuance of a certificate of temporary export of cultural property"

Chapter 1. General provisions
Acceptance of the application and issuance of the result of rendering the public service is carried out through the web portal"electronic government" www.e.gov.kz, www.elicense.kz(hereinafter referred to as the portal).
Chapter 2. Procedure for rendering public services
The service providerchecks the completeness of the submitted documents within one business day from the moment of receiving the documentsof the service recipient.
If the fact of incompleteness of the submitted documents is established, the service providergives a reasoned refusal to further consider the application within the specified time period.
Form of providing the result of rendering a public service: electronic.
The result of rendering the state service is directed and stored in a personal account of the applicant in the form of electronic document signed by the electronic digital signature (hereinafter – EDS) of the authorized person of the service provider.
If the servicerecipient applies after the end of working hours, on weekends and holidays, according to the labor legislation of the Republic of Kazakhstan, applications are accepted and the results of public service provision are issued on the following working day.
application in the form of an electronic document in accordance with the Annex to this standard of public service, certified by the service recipient's EDS;
electronic copies of documents confirming the ownership of an item intended for export as cultural property or cultural value ( hereinafter referred to as the item);
an electronic copy of the agreement on the purpose and conditions of finding the object (a translation in Kazakh and / or Russian is attached to the agreement in a foreign language);
electronic color photos of the object viewed from the front and back, subject to examination (2 pieces).
an electronic copy of the order of the head of the organization assigning responsibility to a certain person for the preservation of cultural property for the period of temporary export – for legal entities.
The applicant indicates in the Statement information about exported goods in accordance with section 21 of 97 groups of the Single Commodity nomenclature of foreign economic activity of the Eurasian economic Union and the common customs tariff of the Eurasian economic Union, approved by Decision of the Board Eurasian economic Commission of 16 July 2012 № 54.
Information about identity documents, state registration (re – registration) as a legal entity, and state registration as an individual entrepreneur, which are state electronic information resources, is obtained by the service providerfrom the relevant state information systems-through the e-government gateway.
When the servicerecipient submits all the necessary documents – the status of accepting an application for rendering a public service is displayed in the" personal account " in the service recipient's request history.
If completeness is established, the service provider notifies the service recipientin the "personal account "услугополучателяof the need to provide the subject for consideration by the expert Commission on temporary export of cultural property ( hereinafter-the Commission), established in accordance with subparagraph 6) of article 8 of the Law of the Republic of Kazakhstan dated December 15, 2006" on culture " (hereinafter-the Law).
After notification, the service recipientprovides the item to the service provider within one business day , in услугодателюaccordance with paragraphs 7 and 8 of the Rules.
1) establishing the unreliability of documentssubmitted by the service recipient for receiving a public service, and (or) data (information) contained therein;
2) negative expert opinion of the Commission;
3) unsatisfactory physical condition of exported cultural property, except for cases of temporary export for the purpose of restoration;
4) finding of cultural property in the international and (or) state search;
5) non-compliance with the purposes of temporary export of cultural property specified in paragraph 1 of article 35 of the Law.
Chapter 3. Procedure for appealing against decisions, actions (inaction) of the service providerand (or) its officials on the provision of public services
The complaint is submitted in writing by mail, via the portal, or on purpose through the service provider's office.
The complaint, which is signed by the service recipient, specifies:
1) for an individual – last name, first name, patronymic (if any), postal address;
2) for a legal entity – name, postal address, outgoing number, and date.
Confirmation of acceptance of the complaint is its registration (stamp, incoming number and date) in the office of the service provideror the relevant local Executive body of the region, cities of Republican significance, the capital.
The service recipient's complaint receivedby the service provider услугодателяis subject to review within 5 (five) business days from the date of its registration.
A reasoned response on the results of consideration ofthe complaint is sent to the service recipient by mail or issued on purpose in the office of the service provider.
Also, information about the procedure for appealing against actions (omissions) of anemployee of the service provider can be obtained by calling the Unified contact centerfor public services: 1414, 8 800 080 7777, or on the portal.
When sending a complaint through the portal tothe service recipient, information about the request is available from the "personal account", which is updated during the processing of the request by the service provider(marks on delivery, registration, execution, response on consideration or refusal to consider the complaint).
In case of disagreement with the results of the rendered public service, the service recipientmay file a complaint with the authorized body for assessment and control of the quality of public services.
The complaint услугополучателяof the service recipient received by the authorized body for assessment and control of the quality of public services is subject to consideration within 15 (fifteen) working days from the date of its registration.

Chapter 1. General provisions
Acceptance of the application and issuance of the result of rendering the public service is carried out through the office of the service provider.
Chapter 2. Procedure for rendering public services
The service providerchecks the completeness of the submitted documents within two working days from the moment of receipt of documents from individuals and legal entities (hereinafter услугополучатель) referred to as the service recipient).
If the fact of incompleteness of the submitted documents is established, the service providergives a written reasoned refusal to further consider the application within the specified time period.
Form of providing the result of rendering a public service: paper.
Reception of the application and issuance of the result of rendering the public service is carried out from 9.00 to 17.30 hours, with a lunch break from 13.00 to 14.30 hours.
The state service is provided on a first-come, first-served basis, with no prior appointment or accelerated service.
1) an application in the form specified in the Appendix to this standard of public service;
2) copies of archival and other documents confirming the merit of an outstanding person and the significance of a significant event;
3) a sketch of the memorial plaque, including the information specified in points 4 and 5 of the Rules;
4) written consent of the owner or other legal owner of the building or structure on the facades of which the memorial plaque is supposed to be installed.
5) approval of the authorized body in the field of protection and use of objects of historical and cultural heritage in cases of establishing a memorial plaque on the facades of a building or structure that is a monument of history and culture of national and international significance.

The result of rendering a public service is a receipt for accepting an application for awarding the title "national" (exemplary) to an Amateur art collective in accordance with Annex 2 to the Rules for awarding the title "national" (exemplary) to Amateur art collectives approved by the order of the Minister of culture and informationOf the Republic of Kazakhstan from March 28, 2007 No. 93, registered in the Ministry of justice of the Republic of Kazakhstan of 25 April 2007 № 4632 (hereinafter - the Rules), or receipt of refusal in providing the state service on the grounds stipulated by paragraph 10 of this standard of the state service in accordance with Annex 3 to the Rules.
Form of providing the result of rendering a public service: paper.
Reception of documents and issuance of results of rendering of public services is carried out from 09.00 hours to 17.30 hours with a lunch break from 13.00 hours to 14.30 hours.
Reception is carried out on a first-come, first-served basis, without prior appointment and accelerated service.
1) an application for awarding the title of "people's" (exemplary) to an Amateur art collective in accordance with the form attached to this standard of public service, signed by the head of the Amateur art collective;
2) minutes of the meeting of the Amateur art collective;

repertoire and plan of educational work for the current year;
performance program of the band;
list of participants;
3) copies of documents confirming the receipt of prizes; materials published in local and/or national-level mass media (at least 3 publications) about the activities of the Amateur performance group.

The complaint is submitted in writing by mail or on purpose through the service provider's office.
The complaint, which is signedby the service recipient, specifies the last name, first name, patronymic (if any), and postal address.
Confirmation of acceptance of the complaint is its registration (stamp, incoming number and date) in the office of the service provider.
The service recipient's complaint receivedby the service provider услугодателяis subject to review within 5 (five) business days from the date of its registration.
