Regulations on the state institution "Department of Culture of the Akmola region"
2.The state institution "Department of Culture of the Akmola Region" has subordinate organizations specified in the appendix to this Regulation.
3.The state institution "Department of Culture of the Akmola Region" carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts, as well as these Regulations.
1) implementation of the state policy in the field of culture in the region;
2) taking measures aimed at the revival, preservation, development and dissemination of the culture of the people of the Republic of Kazakhstan.
1) maintaining and coordinating the activities of state cultural organizations of the region for the development of theatrical, musical and cinematographic arts, cultural and leisure activities and folk art, library and museum affairs, ensuring the activities of regional institutions in the field of culture;
2) organization of regional (regional) reviews, festivals and competitions in various fields of creative activity;
3) organization of holding republican competitions and festivals in various fields of creative activity in agreement with the authorized body;
4) organization of work on accounting, protection, conservation and restoration, as well as the use of cultural values of the region, perpetuating the memory of prominent cultural figures of the country;
5) creation of an expert commission for the temporary export of cultural property and approval of the regulation on it;
6) provision of the state service "Issuance of a certificate for the temporary export of cultural property";
7) organization of spectacular cultural events at the regional level;
8) certification of state cultural organizations;
nine) monitoring the activities of cultural organizations located in the relevant territory and providing information to the authorized body, as well as other reports in the established form;
10) acts as a customer for the construction, reconstruction and repair of cultural facilities in the region;
11) carries out a set of activities aimed at finding and supporting talented youth and promising creative teams;
12) implementation of socially significant events in the field of culture;
13) ensures compliance with the special regime of objects of national cultural heritage;
14) ensuring free access to cultural property;
15)assigns one of the state libraries of the region "Central";
16) organizes work on the preservation of historical and cultural heritage, promotes the development of historical, national and cultural traditions and customs;
17) conducting work to identify, record, protect objects of historical and cultural heritage;
18) ensure the identification, accounting, protection, use of objects of historical and cultural heritage and the conduct of scientific and restoration work on monuments of history and culture;
19) carry out the protection and use of historical and cultural monuments and environmental objects associated with historical and cultural monuments, in agreement with the interested state bodies;
20) provide for measures to organize accounting, protection and scientific and restoration work on monuments of history and culture of local importance in the plans for the economic and social development of the respective territories;
21) issue recommendations to owners and users of historical and cultural monuments about their violation of the current legislation in the field of culture;
22) apply other measures of administrative influence on the grounds and in the manner prescribed by the legislation of the Republic of Kazakhstan on administrative offenses;
23) draw up security obligations for monuments of history and culture and control their implementation by owners and users;
24) petitions for bringing to responsibility of individuals and legal entities that violate the legislation of the Republic of Kazakhstan on the protection and use of historical and cultural monuments;
25) submit proposals to the local representative body of the region on the formation of commissions for the protection of historical and cultural monuments;
26) carry out work on the establishment of new structures of monumental art;
27) carry out work on the establishment of memorial plaques;
28) consider and agree on scientific and design documentation for all types of work on historical and cultural monuments and their protected zones, planning, development and reconstruction projects;
29) carry out state control over the use and maintenance procedure, as well as the performance of archaeological and scientific restoration work on historical and cultural monuments of local significance in the respective territories;
thirty) organization of execution of requests of individuals and legal entities;
31) exercise in the interests of local government of other powers,assigned to local executive bodies by the legislation of the Republic of Kazakhstan.
17.Rights of the state institution "Department of Culture of the Akmola region":
1) conduct official correspondence with state and non-state bodies and organizations on issues related to the jurisdiction of the department of culture of the Akmola region;
2) make proposals to the akim of the region on improving the organization of the activities of state organizations in the field of culture; prepare information, analytical and other materials on issues related to the management of the department, make proposals on the creation, reorganization, liquidation of subordinate organizations;
3) make proposals for the design and construction of cultural facilities, exercise control over the construction and expansion of the technical base of cultural and art institutions;
4) exercise control and analysis of the implementation of development plans of subordinate communal organizations;
5) participate in the development of the charter (regulations) of subordinate enterprises and institutions, making changes and additions to it;
6) set prices for goods (works, services) produced and sold by subordinate enterprises;
7) enter into civil law relations on their own behalf, act as a plaintiff and defendant in court;
1) to carry out the implementation of the state policy on the management of state property in subordinate institutions and enterprises, to consider, coordinate and approve, within the established time limits, plans for the financial and economic activities of subordinate enterprises and reports on their implementation, to exercise control over the safety of property of subordinate institutions and enterprises;
2) to perform the functions of a government body in relation to subordinate organizations;
3) coordinate with the authorized body on communal property the withdrawal or redistribution of property transferred to a legal entity or acquired by it as a result of its own economic activity;
4) perform the tasks and functions assigned to the state institution "Department of Culture of the Akmola region".
in accordance with the legislation of the Republic of Kazakhstan, appoints and dismisses employees of the state institution "Department of Culture of the Akmola Region", heads of cultural organizations subordinate to the Department of Culture;
represents the state institution "Department of Culture of Akmola Region" in state organizations in accordance with the current legislation of the Republic of Kazakhstan;
signs legal acts of the state institution "Department of Culture of the Akmola region";
in accordance with the procedure established by the current legislation of the Republic of Kazakhstan, resolves issues of incentives, the provision of material assistance, the imposition of disciplinary sanctions on employees of the department, as well as heads of subordinate cultural organizations;
approves the job descriptions of employees of the state institution "Department of Culture of the Akmola Region", as well as heads of subordinate cultural organizations;
takes measures to combat corruption and bears personal responsibility for this;
The property of the state institution "Department of Culture of Akmola Region" is formed at the expense of property transferred to it by the owner, as well as property (including cash income) acquired as a result of its own activities, and other sources not prohibited by the legislation of the Republic of Kazakhstan.
