About the approval of standards of public services in the field of state property accounting
Order of the Minister of Finance of the Republic of Kazakhstan dated April 27, 2015 No. 285. Registered with the Ministry of justice of the Republic of Kazakhstan on may 25, 2015 No. 11154
In accordance with paragraph 1 of article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "on public services", I ORDER:
1. Approve the attached documents:
1) standard of the state service " Provision of information from the Register of state property (the list of state-controlled joint-stock companies and limited liability partnerships, as well as state legal entities; information and materials on state property included in the Schedule of auction of objects of state property)", according to Appendix 1 to this order;
2) standard of the state service "Issue from the Register of state property of the certificate to tenants (Trustee) of state property under the lease agreements concluded with them (trust management) containing information on accruals under the contract, the penalty and payments received to the state budget", according to Appendix 2 to this order;
3) standard of the state service "Acceptance by the Republic of Kazakhstan of the rights to property of non-state legal entities and individuals under the gift agreement in the order determined by the Government of the Republic of Kazakhstan", according to Appendix 3 to this order.

2. To the Committee of state property and privatization of the Ministry of Finance Of the Republic of Kazakhstan (E. K. Utepov) provide in accordance with the legislation:
1) state registration of this order in the Ministry of justice of the Republic of Kazakhstan;
2) within ten calendar days, it is sent for official publication in periodicals and in the information and legal system "Adilet»;
3) placement of this order on the Internet resource of the Ministry of Finance of the Republic of Kazakhstan.
3. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Standard of public service
"Submission of information from the state property register
(list of state-controlled joint-stock companies and
limited liability partnerships, as well as
state legal entities; information and materials about
state property included in the schedule for putting up for sale
auctions of state property objects)"
1. Generalities
1. State service " Provision of information from the register of state property (list of state-controlled joint-stock companies and limited liability partnerships, as well as state legal entities; information and materials on state property included in the Schedule of state property auctions)" (hereinafter – state service).
2. The standard of public service is developed by the Ministry of Finance of the Republic of Kazakhstan (hereinafter – the Ministry).
3. the State service is provided by the state property and privatization Committee of the Ministry of Finance of the Republic of Kazakhstan (hereinafter – the service provider).
Applications are accepted and the results of public service delivery are issued via the e-government web portal www.e.gov.kz (hereinafter-the portal).
2. Procedure for rendering public services
4. the Term of rendering the state service from the moment of submitting the request by the service recipient on the portal is 10 (ten) minutes.
5. The form of public service provision is electronic (fully automated).
6. the Result of the provision of public services – a list of state-controlled joint-stock companies and limited liability partnerships, as well as state legal entities, in accordance with Annex 1 to this standard of public services; information and materials on state property included in the schedule of bidding for state property, in accordance with Annex 2 to this standard of public services.
7. The public service is provided free of charge to individuals and legal entities.
8. the portal's working Schedule is 24 hours a day (except for technical breaks due to repairs).
9. List of documents required for the provision of public services when the service recipient applies to the portal-request in the form of an electronic document:
according to the list of state-controlled joint-stock companies and limited liability partnerships, as well as state-owned legal entities, in accordance with Annex 3 to this standard of public services;
according to the information and materials on state property included in the schedule of putting up for auction objects of state property, in accordance with Annex 4 to this standard of public services.
3. procedure for appealing decisions, actions (inaction)
the service provider and (or) its officials on the provision of
public services
10. Appeal against decisions, actions (inaction) of the service provider and (or) its officials on the provision of public services: the complaint is filed to the head of the service provider at the address specified in paragraph 12 of this standard of public services.
The complaint is submitted in writing by mail or on purpose through the office of the service provider.
Confirmation of acceptance of the complaint is its registration (stamp, incoming number and date) in the office of the service provider, the Ministry, indicating the date and time, the name and initials of the official who accepted the complaint, the time and place of receiving a response to the complaint.
The complaint of the service recipient regarding the provision of public services received by the service provider or the Ministry is subject to review within five working days from the date of its registration. A reasoned response on the results of consideration of the complaint is sent to the service recipient by mail or issued on purpose in the office of the service provider, Ministry.
When applying through the portal, you can get information about the appeal procedure by calling the unified contact center for public services: 8-800-080-7777 or 1414.
When sending a complaint through the portal to the service recipient, information about the request is available from the "personal account", which is updated during the processing of the request by the service provider (marks on delivery, registration, execution, response to review or refusal to review).
In case of disagreement with the results of the rendered public service, the service recipient may file a complaint with the authorized body for assessment and control of the quality of public services.
The complaint of the service recipient received by the authorized body for assessment and control of the quality of public services is subject to review within fifteen working days from the date of its registration.
11. In case of disagreement with the results of the rendered public service, the service recipient has the right to apply to the court in accordance with the legislation of the Republic of Kazakhstan.
