Explanations to the report of the Ethics Commissioner of the State Institution "Finance Department of Akmola region" for the 1st quarter of 2022
In the first quarter of 2022, the Ethics Commissioner carried out the following work.
In January of this year, a lecture "On the norms of the Ethical Code of the Republic of Kazakhstan" was held for the staff of the department.
The Ethics Commissioner, together with the Chief specialist - Personnel Management Service, monitored the database "Special Records" of the Information Service of the Committee on Legal Statistics and Special Records of the Prosecutor General's Office of the Republic of Kazakhstan on March 25 this year. The facts of bringing civil servants of the department to criminal responsibility have not been revealed, there are facts of administrative offenses (traffic violations). A preventive conversation was held with employees who committed violations.
In the first quarter of this year, for their contribution to the formation of a positive image of the state body and a positive climate in the team, the Ethics Commissioner made a proposal to encourage 7 employees of the department to the Nauryz Meiramy state holiday.

On March 2 of this year, 24 employees of the department took a survey on the Evaluation of personnel management in the E-kyzmet information system.

On March 14 of this year, an anonymous questionnaire was conducted to monitor compliance with the norms of official ethics and the state of the moral and psychological climate in the team.
20 civil servants took part in the survey, 4 civil servants did not take part (the head of the department, the commissioner for management Ethics, 2 civil servants who are on annual leave).
According to the results of the survey, it was found that the moral and psychological climate in the team is favorable for effective and optimal work.
In addition, monthly monitoring of social networks of civil servants of the department is carried out. Compromising photos, videos from entertainment establishments, from places of foreign recreation, against the background of expensive cars and interiors, demonstrations of expensive jewelry and other luxury items were not revealed, and negative publications in the media are also monitored on an ongoing basis.
Together with a representative of the labor collective, the personnel management service, an analysis of working time accounting for the first quarter of this year was carried out (there are no facts of unjustified delays in the workplace by management employees. Management specialists were not involved in work on weekends and holidays, as well as in overtime work).
There were no appeals on the facts of violations of the norms of official ethics by the civil servants of the department.
