"Management of the state architectural and construction control of the Akmola region" is carried out from the local budget of the region.
of a state institution
implementation of state architectural and construction control, licensing and certification in the territory of the region;
conducting inspections of objects under construction on the territory of the region.
monitoring of objects under construction (reconstructed, expanded, modernized, overhauled) and put into operation;
implementation of state architectural and construction control and supervision over the quality of construction of objects, application of administrative measures established by the Code of the Republic of Kazakhstan on Administrative Offenses to violators of architectural and urban planning discipline;
implementation of licensing in the field of architectural, urban planning and construction activities;
making decisions on the application of the provided legislative measures to violators in connection with the violations and deviations from the norms of legislation, state regulatory requirements, conditions and restrictions established in the field of architectural, urban planning and construction activities;
certification of experts for the right to carry out expert work and engineering services in the field of architectural, urban planning and construction activities;
implementation of control over the activities of technical and copyright supervision;
conducting inspections in accordance with the Business Code of the Republic of Kazakhstan;
the adoption of measures established by law in relation to legal entities and officials who have committed non-remedial violations or have not eliminated the violations committed within the established regulatory deadlines;
accreditation of organizations for project management in the field of architecture, urban planning and construction;
monitoring compliance with subparagraph 8) of paragraph 2 of Article 34-2 of the Law of the Republic of Kazakhstan "On Architectural Urban Planning and Construction Activities in the Republic of Kazakhstan»;
monitoring compliance with the requirements of the legislation of the Republic of Kazakhstan on equity participation in housing construction and the housing legislation of the Republic of Kazakhstan.
to request from the subjects of architectural, urban planning and construction activities and to receive from them information about the objects and complexes planned for construction and under construction (reconstructed, expanded, modernized, overhauled) on the territory of the region;
request from the persons performing technical and author supervision, and receive from them for familiarization the necessary design and executive technical documentation for this construction, as well as expert opinions of the relevant projects;
freely visit and conduct operational inspection of construction and installation works under construction (reconstructed, expanded, modernized, overhauled) facilities and complexes;
visit to facilities and complexes after receiving notification of the start of construction and installation work no later than five working days from the date of receipt of the notification;
when identifying violations of state standards and (or) deviations from approved projects (design solutions), the state Architectural and Construction Inspectorate issues instructions on the elimination by the customer (developer) and (or) the contractor construction and installation organization (enterprise) of the violations committed within the established time frame.
represents the interests of the state institution "Department of State Architectural and Construction Control of the Akmola region" in all organizations, in cases and within the limits established by the legislation of the Republic of Kazakhstan;
issues powers of attorney;
approves the procedure and plans of the state institution "Department of State Architectural and Construction Control of the Akmola region" for business trips, internships, training of employees in Kazakhstan and foreign centers and other types of professional development of employees;
opens bank accounts;
issues orders and gives instructions that are mandatory for all employees of the state institution " Department of State Architectural and Construction Control of the Akmola region»;
hires and dismisses employees of the state institution " Department of State Architectural and Construction Control of the Akmola region»;
defines the powers of the employees of the state institution " Department of State Architectural and Construction Control of the Akmola region»;
takes incentive measures and imposes disciplinary penalties on employees of the state institution " Department of State Architectural and Construction Control of the Akmola region»;
takes measures to combat corruption and is personally responsible for it;
performs other functions assigned to it by the legislation of the Republic of Kazakhstan and this Regulation.
Execution of the powers of the head of the state institution "Department of State Architectural and Construction Control of the Akmola region" during his absence is carried out by the person who replaces him in accordance with the current legislation of the Republic of Kazakhstan.
