In order to ensure economic stability and social well-being of the population in 2021, the work of the city's executive bodies was focused on the implementation of state programs, provisions of the address of the president of the Republic of Kazakhstan, instructions of akims of the region and districts. Every year, all akims hold reporting meetings with the population. This is not only a report on the work of the past year,but also a dialogue between the authorities and the population, which will determine the most pressing issues.
The annual messages of the head of state always become the main events in the public life of the country. Initiated by Elbasy "National Plan", 5 social initiatives, 4 industrial revolutions, programs "Rukhani Zhangyru", "Digital Kazakhstan"," Seven facets of the Great Steppe " are aimed at achieving the main goal of "Strategy 2050", becoming one of the 30 developed countries of the world on the basis of stable income growth, improving the quality of life, creating a comfortable living environment. In this regard, the work of the akim's office of Makinsk in 2020 was aimed at implementing state and regional programs, provisions of the President's Messages, instructions of the akim of the region and district.
Every year, the city akim's office forms a work plan, which includes work with the population and heads of enterprises and organizations of all forms of ownership on the maintenance of buildings, adjacent territories, repair and renovation of facades, installation of container sites for the collection of solid waste, elimination of unauthorized landfills, repair of the street and road network, landscaping, etc.
At the end of the year, almost all indicators for the development of the city of Makinsk have a positive trend.
According to the National Plan "100 steps", a new level of the local budget has been introduced. The new level of the budget is formed at the expense of revenues from tax and non-tax payments
The new level of the budget contributes to more effective planning and use of budget funds, taking into account the needs of the population for the improvement and greening of settlements, construction, reconstruction, repair and maintenance of roads, which will ultimately contribute to improving the living conditions of people and the appearance of the settlement.

The population of the city of Makinsk for 2020 was 17,600 people, the economically active population-9893 people, including 8548 working people, 785 non-working people, pensioners-2321 people, disabled people of different groups-560 people. An important part of the activity of the city akimat is the personal reception of citizens, work with citizens ' appeals.
During the reporting period, the town akim's apparatus has received 163 calls from them on General issues of land use – 88, for housing and communal issues – 49, providing shelter – 1 person, labor and employment, social and pension contributions 2, education 4, health 1, other issues - 18.

Industry
One of the strategic objectives is industrial innovation development. Within the framework of the 2nd five-year plan of SPIID (for 2015-2019), 1 investment project (Makinskaya Poultry Farm LLP) with a total value of 58 billion tenge was included in the Industrialization Map. The project provides for the construction of a poultry farm for the cultivation and processing of broilers. In 2018, the first stage of Makinskaya Poultry Farm LLP was introduced. The company operates normally.
During the period of operation, the company produced 25.1 tons of products worth 15.1 billion tenge.
In 2020, the second stage of the poultry farm was put into operation with a production volume of 25,000 tons of meat per year and with an investment of 14.8 million tenge.
One of the reserves of economic growth is the further development of small and medium-sized businesses.
Small and medium-sized businesses in the city of Makinsk are mainly provided by industrial enterprises, trade facilities, public catering and enterprises providing services in the field of consumer services and social services.
In order to develop business activities in the city, the following projects have been implemented and the following trade and consumer services facilities have been launched:
- IP "Vardanyan" - construction of a vegetable minimarket. The project cost is 7 million tenge.
- IP "Tleukenov" modernization of the bath and wellness complex for a restaurant. The project cost is 25 million tenge. The project has been put into operation and is working.

In order to reduce retail prices for socially significant food products (19 items), a social department for the sale of socially significant food products at below-market prices has been created in TD "Satti".
In order to support and develop business, the Government approved the state program "Business Road Map-2025" with amendments and additions. Acceptance of applications for participation in the distribution of state grants.
According to the results of the meeting of the competition commission for the selection of applications of small businesses applying for state grants for the implementation of new business ideas within the framework of the State Program for Business Support and Development "Business Roadmap 2025", Bulandyn district was allocated 3 grants:
1 IP "Azmina" Makinsk-installation of landromats - self – service laundry. The grant amount is 3,000,000 tenge.
Including young entrepreneurs:
2 IP "Bastau" Makinsk - production of arbolite blocks. The grant amount is 3,500,000 tenge.
As part of the implementation of investment projects, the opening of new enterprises:
- Bota 2015 LLP - a plant for the production of vegetable oil with a production capacity of 600 tons per day. The land plot is allocated, the territory is circled. Construction work is underway. A railway access road has been built, and the foundation for the installation of the plant's equipment has been prepared.
The equipment from China and the Russian Federation is delivered and installed. Installation of tanks and works on construction of warehouses for storage of meal is carried out.
Construction of shop No. 1-shop for preparation for processing of oilseeds, readiness-100%. Construction of 5 oil storage tanks (barrels) has been completed.
Construction of shop No. 2-extraction shop, 85% completed.
Currently, 1 tank (barrel) for storing oil is installed, work is underway to install the 2nd one.

Housing and communal services
In the city there is a GKP on the PHV "Makinsk Zhylu", which has 3 boiler houses, 76.4 km. water supply networks, 2 water towers and 29.7 km. waste water disposal networks.
All work on the preparation of boiler houses for the heating season 2019-2020 was carried out according to the schedule.
According to calculations for the heating season 2020-2021, the fuel demand is: heating oil-4175.4 tons, coal-5700 tons.
Fuel oil is supplied from Pavlodar NHZ, as of January 13, 2021, 3448.8 tons were received. The fuel supply is sufficient until mid-March.
According to the results of the tender, the supplier of coal is "JEAN REAL" LLP. Coal is delivered to the boiler houses of the village. Stone Quarry and the Central District Hospital on demand 2-3 times a week.
Water supply There are 6 wells, a drinking water tank for 1000 cubic meters, and 13 water collection columns in operation at the Makinsk Zhylu Gas Treatment Plant. Drinking water is provided to more than 16.5 thousand people or 93.9% of the city's residents, including about 70% of centralized water supply.
To prevent the facts of unauthorized analysis of drinking water, prevent the occurrence of foci of infectious diseases and unsanitary conditions, since 2018, work has been carried out to reduce the number of water collection columns. Unfortunately, many consumers do not pay for the consumed water, break the columns, for these reasons, the company suffers serious financial losses, although the maintenance of water supply networks and structures requires significant financial costs.
The task of the housing and communal services sector is to ensure trouble-free implementation of the heating season and preparation for the new one, as well as the provision of high-quality public services, high-quality implementation of planned works.

Construction.
The implementation of the state housing construction program continues. As part of the program for large families, disabled people and certain categories of citizens who are on the waiting list for housing.
In 2020, two 45-apartment residential buildings were built and commissioned in the city of Makinsk. Bogenbaya Street, Kosmodemyanskaya under the program "Nurly Zher" rental housing without the right to buy, with a total of 105 apartments in Makinsk, apartments received: orphans, large families, socially vulnerable segments of the population.
