Dear district leaders and fellow villagers!
In order to implement the Decree of the President of the Republic of Kazakhstan No. 190 of 05.02.2016. "On holding of reporting meetings with population by the heads of Central Executive bodies, akims, rectors of higher educational institutions" akims of all levels hold reporting meetings to the public, which is informed on the ongoing reforms in the country, the implementation of state and regional programs on measures aimed at combatting corruption, the socio - economic development of administrative - territorial subdivisions during the reporting period, objectives and main directions of their further development.
Allow me to report on the socio-economic development of the Amangeldy rural district for 2020 and on the tasks for the current 2021.
There are two settlements on the territory of Amangeldy rural district, the center of the aul district, the village of Partizanka, and its branch, the village of Ortaqshyl. Since 1997, the Kalkaman Corporation has been operating mainly in the grain sector, covering an area of 30,993 hectares of agricultural land, including 23,912 hectares of arable land, 7081 hectares of pastures, and 3328 hectares of land are the population territory.
In the Amangeldy rural district, specialists carried out work on the registration of the population and farm animals. As of 01.01.2021 the district has a population of 823 people. In total there are 246 households, including retirees - 100 people, disabled people - 37 people, birth rate per year - 18 children, mortality - 9 people, 15 mothers living in the district are recognized heroine-mothers, 45 people are members of the Nur - Otan party.
The nationalities living there are: Kazakhs - 382 people, Russians - 249 people, Germans - 104 people, Ukrainians - 38 people, Belarusians - 35 people, Uighurs - 5 people, Tatars – 3 people, other nationalities – 7 people.
Specialists of the rural district and the veterinary service have completed the identification of farm animals. As of 01.01.2021 there are cattle - 860 heads, sheep - 1610 heads, horses - 586 heads, pigs - 320 heads, birds - 4406 heads in the database for the private sector.
As of 01.01.2021 the LLP "Partizanskoe-1" has cattle - 300 heads, and horses - 15 heads.
The veterinary service of the district and local veterinarians have done all the necessary preventive work on vaccination of farm animals, with the plan of taking blood for brucellosis disease in cattle amounting to 2460 heads, 2460 heads have already been tested, as for the sheep with the plan of 3143 heads, 3143 heads have already been tested.
Entrepreneurship: There are 5 shops providing commercial services to the population, the routes Partizanka-Makinsk, Partizanka-Nur-Sultan operate on a constant basis.
Public utilities: The district has a permanent central boiler facility, which provides heating to the club building, central office, restaraunt, dining room and hotel. Thanks to the LLP Partizanskoe-1, a public bathhouse operates on a regular basis. The local bakery operates on a regular basis as well, with a capacity of 400 rolls per day, the weight of a roll of bread is 700 grams, its price is 100 tenge.
To date, providing the residents with clean drinking water is still a major issue. The water supply system and plumbing are dilapidated as they were constructed in 1973. Accidents happen often and during the daytime water is often not available to the residents living on the streets with higher elevation. Thanks to the LLP "Partizanskoe-1" and maintenance brigades the occurrences of water impulses are promptly rectified. Geologists have confirmed the underground water supply, Protocol No. 1406 of 09.12.2013.
Social sphere: On September 1, 2013, a new standard model school for 120 places with a boiler room was put into operation in the village of Partizanka. The school operates in two shifts and is taught in two languages. The number of students in grades 1 – 11 is 131 students, in pre-school-10 students, the number of teachers – 27 people. Transportation of 17 students from the village of Ortaqshyl and back is carried out by a PAZ bus.
There is a day-care center “Aynalayyn" operating in the state language and designed for 40 places in the district. As the “Aynalayyn” day-care center was built in 1970, to date, major repairs are required.
As part of the PPP in 2020, a memorandum in the amount of 7,000 thousand tenge was signed and executed with LLP “Partizanskoe -1”.
Post office: The post office operates efficiently, the district fulfills the newspaper subscription plan.
Library: There is a rural library with a book collection of 17,470 copies. Together with local house of culture the library holds events dedicated to public holidays.
Communication: The population is fully provided with telephone communication, 246 subscribers are connected to a landline, 111 subscribers are connected to the “megaline” zone, and 100 antennas of the Otau TV are currently installed.
In the social sphere, LLP Partizanskoe-1 LLP takes an active part in the celebrations of New Year, Nauryz, Victory Day, Day of the Elderly, etc.
Health care: The district operates a primary care and obstetrics unit. The number of medical workers there is 3 people. The unit shares its location with the “Ainalaiyn" day-care center.
Object of culture and sports: there is a local house of culture in the district, it regularly holds both entertainment evenings and planned events on weekends and holidays. The house of culture was built in 1973 and is today in need of major repairs.
The district has organized teams for the national game "Kokpar", a team for volleyball, kettlebell lifting and arm wrestling.
Landscaping: Residents of the district pay great attention to the improvement of their yards and the surrounding areas. A three-month cleaning and landscaping campaign was held. 8 subbotniks were held, cleaning works are constantly being carried out in the district, including the cleaning of central park and stadium, cosmetic repairs of the monument were also carried out.
The LLP Partizanskoe–1 private entity eliminated 2250 tons of manure and garbage from he residents’ yards. 3 abandoned houses were also removed and reclaimed. A 500 thousand tenge road leveling operation along the Partizanka-Mat and Partizanka-Budenovka routes was carried out. In winter, the road is constantly maintained by the LLP Partizanskoe–1. During the grazing period the LLP Partizanskoe–1 provides 8 producer bulls for the cattle in the private sector.
The activities of law enforcement agencies: the district inspector is constantly maintaining order in the village, there has been established a duty schedule for the district specialists, and a Public Council working group was created.
Concluding my speech, I would like to thank the district administration, the management of the private entity, the residents of the district, individual entrepreneurs for their assistance in strengthening and developing our district. In accordance with the Message of the Head of State Kassym-Jomart Tokayev to the people of Kazakhstan – "the main priority in the activities of state bodies is openness, prompt response to the needs of the people, only through a constructive dialogue between the authorities and society can a harmonious state be built."
