Dear inhabitants of the Nikolsky rural district
Pursuant to the Decree of the President of RK "About holding of reporting meetings with the population of heads of Central Executive bodies, akims, rectors of higher educational institutions", allow me to present to your attention the report on the work done in 2020, and carrying out my functions and tasks.
Nikolsky Rural District has two localities. As of 01.01.2021, the population is 1,580 people, 448 people. Able-bodied 795 people, 226 people of retirement age, 69 people with disabilities (1 child).
In the field of small business in the rural district there are 7 grocery stores and 3 household stores. The workshop for the repair of passenger cars continues its work. The bakery in the village of Nikolskoye provides 100% of the population's needs. In the reporting year, 3 people from among the unemployed took part in public works. In addition, 7 people were employed, including 5 people for permanent jobs and 2 people for temporary jobs.
As of 01.01.2021, the number of economically active persons was 795, of which 749 people were employed. The main agricultural production in the territory of the rural district belongs to Nikolskoye LLP and Sharua-Kokshe LLP. There are 3 farms in the district. There are no industrial enterprises in the district.
At the end of 2020, 4 families received targeted social assistance, which is 24 people, including 16 children. According to the "Bastau business" program, 6 people received certificates and passed online training. Of these, 4 people received loans for their business in the amount of 10 million 200 thousand tenge.
During the reporting period, 2 specialists worked in the Akim's office. In the reporting year, 37 regulatory legal acts were adopted. Of these, 35 are orders, 2 are decisions. 6 appeals were considered.
In total, the Akim's office provided 14 public services in 2020, including: 9-transportation of students, 5 - " Acquisition of rights to land plots that are in state ownership, which does not require bidding (contests, auctions)" and self-service point "Egov.kz" 410 services were rendered. The most relevant services at the self-service point were services for obtaining EDS, obtaining drug and psycho certificates, processing benefits and processing 42,500 tenge in connection with the loss of income during quarantine. It should be noted that at present, many certificates and documents can be obtained through the self-service point of the akimat without visiting the district center.
Since 2016, a specialist who performs notarial actions has been working in the rural district. In 2020, 66 notarial documents were issued
Agricultural industry
As you all know, on September 1, 2020, Head of State Kassym-Jomart Tokayev sent a message to the people of Kazakhstan. In his Address, the President noted that " without the development of agriculture, it is impossible to build a competitive economy." In this regard, many programs for the development of agriculture are considered annually, and preferential loans are issued. Despite the annual decline in the population of the Nikolsky rural district, there is an increase in the number of livestock of local residents.
According to the recalculations of livestock when filling out household books as of January 01, 2021, the number of livestock and poultry is:

* small cattle -2284 heads
* Horses - 498 heads
* Pigs-75 heads
* Birds-3160 pieces.
As you know, in September 2020, a highly pathogenic avian flu was registered in the village of Nikolskoye, which was introduced by quarantine measures inside the village. Due to avian bird flu, some birds were sent for extermination. In this regard, this year the number of birds in the village has decreased. With the growth of livestock, it is necessary to talk about problems in the countryside. Currently, there is not enough pasture land in all territories. As of January 1, 2021, 9553.5 hectares of pasture land are needed for livestock in the village of Nikolskoye.

Education
On the territory of the district there are 4 schools, Nikolskaya school with 97 students, In Yeltayskaya school-142 students, Yeltayskaya school-11 and Ultugan school-6 students. Also in Nikolskaya school there is a mini center for 40 seats.
According to the Mini center: total employees-6 people, teachers-4, workers-2 , Children – 36.
Vacancies: for 2021, the Nikolskaya School requires a teacher of mathematics-1, physics-1, chemistry-1, a teacher of technology for boys-1.
Vacancies: for 2021, a chemistry teacher is required-1, Russian language-1.

Due to quarantine measures, all festive and sporting events were held online this year. Students of the school took part in regional Abai readings and subject Olympiads in an online format.
Health and social protection
Nikolskaya outpatient clinic serves the population of 2 rural districts: Service radius: Makinsk-65 km, Ultugan-11 km, siding-32 km, Altyndy-20 km, Boyarka-14 km, Eltay village-7 km, Zhanatalap-30 km, Alakol-40 km. In 2020, 20 people were born, 10 people died, there is no infant and maternal mortality. Coverage of fluoro-examination is subject to 1894, of which 1748 people were examined in 2020(92%). There are no deliveries at home, pregnant women are examined in a timely manner and taken on "D" registration for pregnancy, 11 – pregnant women, early turnout is 92%. Preventive vaccinations for adults and children are carried out according to the plan. In the district there is one social worker who serves one disabled child and two lonely pensioners repair of a medical outpatient clinic in the amount of 65 million tenge. Landscaping, road, water
Supply In October 2020, by the decision of the akim of Akmola region, a tractor was allocated to the village of Nikolskoye to clean snow in winter. Currently, this tractor is put on the balance of the office of the akim of the rural district. Every year, work is carried out on the improvement, landscaping and sanitary cleaning of the territory of the district. In 2020, the rural district took part in the environmental action" Birge, taza Kazakhstan", the party action" Ardagerlerdi ardaktayyk". During the spring-autumn month, subbotniks were held, except for the subbotniks, public workers cleaned the territory.
In order to organize flood prevention in spring and autumn, all culvert bridges, main and central streets of the village were cleared. Service of the population with essential goods directly depends on the condition of roads. One of the serious problems of the rural district is the repair of roads. The length of intra-village roads is 17.4 km, which are mostly in satisfactory condition.
One of the most important issues for a long time remains the repair of water supply. In 2020, 10 million tenge was allocated for the construction of a water supply system in the village of Nikolsk. Next year, it is planned to carry out a complete repair of the water supply system in the village of Nikolsk. Currently, the existing water supply system is completely worn out, its wear has reached 90 percent. Its length is 36 km, there are about 18 water-collecting columns on the streets.
A contract with the National Center of Expertise for spring and autumn water chlorination was also organized and signed. Water supply of the village of Nikolskoye is carried out from underground sources.
Tax.
The tax base for 2020 was: 1. individual income tax on income not taxed at the source of payment-55,396 tenge. 2. the tax on property of physical persons-126 000 tenge. 3. land tax from individuals on the land of settlements – 123 000 tenge. 4. tax on vehicles from individuals-1 762 712 tenge. 5. tax on vehicles from legal entities-150 000 tenge.
In his address, the President of the country outlined 4 main tasks. One of them is a steady increase in the incomes of millions of rural residents. For this purpose, state programs related to improving the welfare of the village were approved, and the main funds are allocated to the villages. In this regard, I urge the citizens of our village to value their land and maintain cleanliness.
