The Akim of Almaty Region, Marat Sultangaziev, held a meeting in the United Arab Emirates with *Sheikh Abdullah bin Mohamed bin Butti Al Hamed*, owner of 44 Degree Property Investment, to discuss investment cooperation opportunities. The meeting featured a presentation of the master plan and strategic vision for the new "Talgar Eco City" project, which will be one of the ambitious modern mixed use real estate development initiatives in the Almaty region.
The discussions, held within the framework of strengthening economic relations between the two countries, focused on partnership opportunities and financing regional infrastructure projects. In this regard, Sheikh Abdullah bin Mohamed bin Butti Al Hamed emphasized that "providing government guarantees, protecting foreign investment, facilitating government procedures, and offering incentives are key factors driving the company's decision to invest in the Almaty region." He noted that a secure and encouraging investment environment is the cornerstone of any successful and sustainable partnership.
In response, Akim Sultangaziev affirmed the full commitment of the Kazakh government to providing all necessary guarantees and support, stating that "this smart ecological project represents a qualitative leap in the concept of urban development in the region and will help attract high-quality investments and boost the local economy."
In a significant development, a joint venture—Talgar Development Limited—was established in July 2025 at the Astana International Financial Centre (AIFC), with participation from the Kazakh company Dinar Holding Limited and the Emirati company 44 Degree Property Investment. This entity will be exclusively responsible for developing and managing the project.
Mr. Safwan Balas, CEO and Managing Director of 44 Degree Property Investment, announced that the master plan for the project, developed in collaboration with international firms, has been finalized. The project will cover an area of approximately 600 hectares in Talgar and the village of Akdala, designed to accommodate over 200,000 residents and 3 million annual visitors. It aims to serve as a model for a modern, environmentally friendly urban environment, featuring residential complexes, schools, medical, office towers and commercial centres, as well as extensive green public spaces.
Both parties expressed optimism about the outcomes of the discussions and agreed to continue dialogue to define implementation mechanisms and roadmaps, aiming to commence practical phases of the project as soon as possible.
