In accordance with article 43-1 of the Land code of the Republic of Kazakhstan, the akimat of Kapshagai city holds an open competition to grant the right of temporary paid (long-term) land use (lease) for land plots for farming, agricultural commodity production for 49 years.

Auction venue: 13 Zhambyl street, Almaty (Kapshagai city akimat building), 2nd floor, small hall.

Date of bidding: 15.09.2020 G. The start time of auction: 15: 00 hours.

Acceptance of applications from 31.08.2020 -14.09.2020

All persons engaged in agriculture who meet the requirements specified in article 43-1 of the Land code of the Republic of Kazakhstan and the order of the Deputy Prime Minister of the Republic of Kazakhstan-Minister of agriculture of the Republic of Kazakhstan dated December 20, 2018 No. 518 "on approval of the Rules for organizing and conducting a competition for granting the right to temporary paid land use (lease) for farming or agricultural production".

Applications for participation in the coknourse are accepted within 15 working days after publication in the newspaper, i.e. from August 31 to September 14, 2020.

The list of necessary documents for participation in the competition can be obtained at the address: Almaty region, Kapshagay, Zhambyl str., 13, 1st floor, office 113.

The deadline for submitting applications for participation in the competition (tender documentation) is 16: 00 on September 14, 2020.

Competitive applications for participation in the competition, sealed in envelopes, are submitted (sent) by potential suppliers to the Department of land relations of the city of Kapshagay At the address: Almaty region, Kapshagay, Zhambyl street, 13, 1st floor, office 113.

Envelopes with competitive applications will be opened at 15: 00 on September 15, 2020 at the following address: Almaty region, Kapshagay, Zhambyl street, 13, 2nd floor, small hall.

Also in the application for participation in the competition for granting the right of temporary paid land use (lease) for farming or farming, agricultural production:

1) for non-state legal entities of the Republic of Kazakhstan-information about the legal entity, its location, state registration (registration in the byte) as a legal entity, information about the shareholders of the applicant-a legal entity that is not a participant, indicating the size of their share in the authorized capital (from the total amount of the authorized capital), information about the applicant's affiliates;;

2) for individuals-surname, first name and patronymic (if it is specified in the identity document), place of residence, citizenship, individual identification number of the applicant, information about the identity document of the applicant;

3) location of the land plot claimed by the applicant;

4) competitive offer;

5) the applicant is the winner of the competition for granting the right of temporary paid land use (lease) for farming or agricultural production. A contract of temporary paid land use (lease) for an agricultural land plot for farming or farming or agricultural production, if the transaction is declared invalid, within three working days from the date of receipt of notification of the need to sign a contract of temporary paid land use (lease) for an agricultural land plot for farming or farming or agricultural production.

An application for participation in a competition for granting the right of temporary paid land use (lease) for farming or agricultural production may be submitted by authorized representatives of an individual or non-state legal entity of the Republic of Kazakhstan on the basis of a power of attorney issued and executed in accordance with the legislation of the Republic of Kazakhstan.

The tender offer must contain the following documents::

1) business plan (the estimated amount of investment, the area of cultivation of agricultural crops, the number of farm animals, agricultural technologies used, the availability of qualified specialists in the field of agricultural machinery and technological equipment, the number of jobs created);

2) obligations to draw up and develop an on-farm land management project, implement measures for the development of agricultural infrastructure;

3) obligations to comply with the requirements of the land legislation of the Republic of Kazakhstan, including the rules for the rational use of agricultural land, the implementation of indicative indicators for the diversification of the structure of sown areas of agricultural crops in accordance with the region's specialization, compliance with science-based agricultural technologies, phytosanitary and quarantine requirements.

The tender offer is submitted in a sealed envelope, in stitched form, with numbered pages, except for cases of submission via the e-government web portal.

The obligations and business plan submitted by the applicant in the tender offer are an integral part of the contract for temporary paid land use (lease) of agricultural land for farming or farming, agricultural production.
