on converting public service delivery processes to electronic format

In 2015, the region developed a comprehensive electronic map of land resources. This map includes agricultural land, unused land, irrigation networks, and projects of national significance.

Currently, a regional geographic information system (hereinafter - GIS) has been created, which will combine all available industry databases and cadastres.

At the same time, the electronic map is a platform for improving the automation of e-government processes and the provision of public services in the field of land relations, architecture and urban planning, housing and utilities, agriculture, transport and logistics.

SGAS will become a single platform for interaction between the e-government portal of the service recipient and the service provider.

Currently, the Department, together with the departments of construction, architecture and urban development, housing and communal services and the center for information technology, is working to improve the integrated map, which provides a complete translation of the processes of providing public services in electronic format from receiving applications to issuing an identification document for a land plot. At the same time, it provides transparency and control over the processes of providing land plots.

According to the results of the competition, geocarta LLP was recognized as the winner of the lot.

In the sphere of land relations, 15 state services and 6 state services in the field of architecture and urban development were automated, which are planned to be introduced as a pilot project in the cities of regional significance (Taldykorgan, Tekeli, Kapshagai).

In 2019, 7 basic reference stations for geodetic support of land management and topo-geodetic works were installed. Field work was carried out on high-quality aerial photos and topographic surveys at a scale of 1:500 in 3 pilot cities (with a resolution of 3-5 cm).

The following floors are loaded on GIS: registered and vacant land plots, city master plans and functional zoning of localities, residential and non-residential construction, red stripes in localities, sanitary protection zones, water protection zones, provision of communications (water, gas, Sewerage, heat, electricity, telecommunications networks))

To date, the automation of public services has been completed.

In addition, the processes of interdepartmental approval and issuance of technical conditions for connection to engineering networks of natural monopolies have been additionally automated.
