Оn transferring the processes of rendering public services to the electronic format

In 2015, a comprehensive electronic map of land resources was developed in the region. This map includes agricultural land, unused land, issued regulations, irrigation networks, tourist facilities of the region, indicating the location of the capacity, distance from the regional center, as well as investment projects of national importance. At present, a Regional Geographic Information System (hereinafter referred to as the geoportal) has been created, in which all existing industry databases and cadastres are combined. At the same time, the data of the electronic map of 2015 served as a platform for further improving the automation of e-government processes and the provision of public services in the field of land relations, architecture and urban planning, housing and communal services, agriculture, transport and logistics. The geoportal is a unified platform that interacts with the e-government portal both by the service recipient and the service provider. The Department of Land Relations, together with the departments of construction, architecture and urban planning, housing and communal services, and CIT, carried out work to improve the integrated map, which ensured a complete translation into electronic format of the processes of rendering public services from accepting applications to issuing an identification document for a land plot. At the same time, transparency and control of the processes of providing land plots is ensured. As a pilot project in the field of land relations, 10 public services and 6 public services in the field of architecture and urban planning have been automated, which will be introduced in the cities of regional significance (Taldykorgan, Tekeli, Kapshagai). In 2019, 7 complexes of base reference stations for geodetic support of land management and topographic-geodetic works were installed. Field work was carried out on high-quality aerial photography and topographic survey at a scale of 1: 500 (with a resolution of 3-5 cm) in 3 pilot cities. The following layers are loaded into the geoportal: formalized and vacant land plots, master plans of cities and functional zoning of the territories of settlements, residential and non-residential buildings, red lines in settlements, sanitary protection zones, water protection zones, provision of communications (water supply, gas supply, sewerage, heat supply, power supply, telecommunication networks) To date, work has been completed on the automation of public services. In addition, the processes of issuing technical specifications for connecting natural monopoly entities to engineering networks and interdepartmental coordination have been additionally automated. Currently, together with the Department of Entrepreneurship and Innovative Development, work is being carried out to enter into the database of small and medium-sized businesses with a list of products.  Link to the geo-information portal of public services of the Almaty region: https://alm.rgis.kz/web The implementation of the project allows us to provide online services for the provision of land plots for construction purposes, the issuance of topographic surveys, technical conditions, plans for the development of territories and others. As a result, in the field of land relations, the period for the provision of public services will be reduced - from 1 year to 30 days, in the field of architecture and construction - from 100 days to 10 days The readiness of the RGIS is 100%. Currently, the authorized body (KNB) has fully carried out a check for compliance with information security requirements. In addition, this year, the above types of work are carried out in 5 districts included in the zone of the Almaty agglomeration (Enbekshikazakhsky, Ili, Zhambyl, Karasai, Talgar districts)
