Afghan soldiers will receive the status of combat veterans in Kazakhstan

Soldiers-internationalists were offered the status of veterans in Kazakhstan. The relevant draft law of the Republic of Kazakhstan "on veterans", developed by the mtszn, is now being discussed by deputies of the Majilis, representatives of Central state bodies, akimats and veterans ' organizations.
The bill was developed in connection with numerous appeals of war and labor veterans to the Parliament of the Republic of Kazakhstan, the Government and the mtszn. The document consolidates all benefits and guarantees provided to veterans under the current legislation.
The draft law proposes to: identify 5 socially protected categories of veterans; refer military personnel who took part in hostilities in Afghanistan and other countries to veterans of hostilities on the territory of other States; expand the categories of veterans of hostilities on the territory of other States; strengthen measures for social support of soldiers-internationalists, Chernobyl, as well as Heroes of Socialist Labor.
It should be noted that the 5 socially protected categories of veterans will include: veterans of the great Patriotic war; veterans of military operations in the territory of other States; veterans equated by benefits and guarantees to veterans of the great Patriotic war; labor veterans; other categories of persons covered by the law.
Military personnel who took part in combat operations in Afghanistan, as well as on the territory of other States, are transferred to the category of combat veterans, while all existing benefits and allowances are maintained.
In the category of veterans of military actions on the territory of other States except soldiers in Afghanistan is planned to include individuals who participated in strengthening the protection of external borders of the CIS on the Tajik-Afghan stretch between 1992 and 2001, in settlement of the conflict in Czechoslovakia in 1968, the ethnic conflict in Nagorno-Karabakh, as well as the national contingent involved in the peacekeeping operation in Iraq.
For the newly introduced category, it is proposed to establish a special state benefit in the amount of 4.8 MCI (in 2020 - 12 725 tenge). In addition to the special state allowance, these persons will be provided with all the rights and guarantees valid for military personnel who took part in the fighting in Afghanistan, including the queue for housing, taxation, free medical care, provision of sanatorium treatment, etc.this will affect more than 11 thousand people.
It is also proposed to increase the size of the special state allowance to persons who participated in the liquidation of the consequences of the Chernobyl disaster in 1988-1989 from 2.13 MCI (in 2020-5 647 tenge) to 4.8 MCI (in 2020 - 12 725 tenge).
In addition, in order to ensure the principle of social justice, it is proposed to revise the size of special state benefits for Heroes of Socialist Labor.
From January 1, 2019, a special state allowance in the amount of 138.63 monthly calculation index (in 2019 – 350041 tenge) was introduced for persons awarded the title "kazakstannyn Enbek Epi". This led to substantial differences in benefits from individuals who received the title of "Asistance" and the Heroes of Socialist Labour, which made a significant contribution to the country's development in the past years. In this regard, it is proposed to increase the amount of benefits for Heroes of Socialist Labor from among the participants of the great Patriotic war, as well as Heroes of Socialist Labor from 74.65 and 9.6 MCI, respectively, to 138.63 MCI (in 2020 - 367,508 tenge).
