“Serving in the Army is a sacred duty and duty of every citizen!” Recently, problematic issues in the conscription of citizens for military service have been actively discussed in social networks. We bring to the attention of the public that the defense of our country is a sacred duty and a constitutional duty of every citizen (Article 36 of the Constitution). Every year, the President of Kazakhstan announces the call of citizens. Its organization is entrusted to local executive bodies and is carried out in accordance with the Law “On military service and the status of military personnel” (hereinafter referred to as the Law). Citizens aged 18 to 27 who do not have the right to deferment or exemption from conscription are subject to conscription (Article 31 of the Law). Citizens who are subject to conscription for military service are required to appear on the agenda of the local military authority in the conscription commission. If it is impossible to hand the summons to the citizen in person, ensuring his arrival is entrusted to the relevant body of internal affairs (Article 30 of the Law). The search for persons evading military duty is also carried out by the internal affairs bodies (clause 3, article 17 of the Law). At the same time, evasion of military service entails criminal liability under Article 387 of the Criminal Code, which provides for punishment from a fine of up to 1,000 MCI to imprisonment for up to 3 years. Considering the above, we call on citizens to be conscious, and the public to treat the ongoing draft campaign with understanding.
