The Department of Passenger Transport and Highways of the Almaty region signed contracts in the first quarter of 2022.
During the winter period, maintenance and snow removal works on highways of regional significance were under control.
In March this year, the department held a meeting on spring flood prevention with 13 contractors carrying out maintenance work on highways of regional significance.
The following tasks are given in the meeting:
During the period of work on the maintenance of highways, managers need to organize duty at the entrusted facilities, when leaving the region or outside the republic, it is necessary to coordinate and inform the Management.
It is necessary to install road signs on the repaired sections of highways and bridges for safety (temporary road signs during repair work should be installed on a yellow background according to GOST 32945).
In case of damage to road safety, as well as in case of non-compliance with the requirements of the Law and Regulations, responsibility is assigned to contractors at the entrusted facilities.
On highways that have sharp turns, steep descents and ascents, it is also recommended to install appropriate road signs on bridges.
If there are washouts on the highway, it is necessary to draw up an inspection report together with the traffic police and the authorized body for emergency situations.
Organize patrolling and constant inspection of possible flood-prone sections of highways, if necessary, organize duty during possible flood events.
If necessary, to clean (from dirt and ice) the entrance and exit channels of culverts and bridges, to prevent the occurrence of emergency situations, to patrol highways every day.
In addition, in order to develop tourist facilities for reconstruction, tenders were held and contractors were identified for the highways "Almaty-Ust-Kamenogorsk-Lepsy-Aktogay" km 35-110 and "Lepsy-Lake Balkhash" km 0-27 leading to Lake Balkhash. Currently, work is underway at these facilities to mobilize equipment. This year, work has begun on the construction of Saina, Abaya and Northern Semicircle streets, which connect to BAKAD from the border of Almaty city, and today work is underway on land and culverts, depending on the category of the highway.
Work continues on the mobilization of equipment and procurement of road construction materials for medium repairs.
Work has begun on current repairs, roadside planning on highways of regional significance in suburban areas of Almaty and Taldykorgan.
In general, 5 409.2 million tenge has been spent on road repairs for the first quarter of 2022 with a plan of 5 409.2 million tenge, that is 100%. Including:
3 409.8 million tenge was allocated for the reconstruction of the highway, 3 409.9 million tenge was disbursed, that is, 100%.
There are 54 regular intra-republican bus routes listed in the management register.
These routes are served by 13 privately owned enterprises, of which: 2 individual entrepreneurs and 11 legal entities.
In January-February of this year, 50.9 million passengers were transported by road and air transport, passenger turnover amounted to 1,539.9 million p.km.
During the specified period, 5 tenders were held for the right to service regular inter-district, inter-regional routes, including 6 routes for 6 lots. These contests were declared invalid.
The Department of Passenger Transport and Highways of the Almaty region took part in meetings on the development of the transport industry, including on the provision of suburban areas with regular public transport, made a report on the development of transport infrastructure before the commission of the regional Maslikhat, took part in the development of the Almaty agglomeration, as well as in the meeting of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan regarding the acquisition of public transport through the leasing mechanism.
Participated in the consideration of the draft Law of the Republic of Kazakhstan "On amendments and additions to some legislative acts of the Republic of Kazakhstan on transport", as well as the draft action plan for the development of suburban areas located in the region.
For the 1st quarter of this year through the portal www.elicense .kz received 25 applications, of which "Issuance of permits for outdoor (visual) advertising on stationary advertising facilities in the right-of-way of public roads of regional and district significance" - 21, "Issuance of certificates for the right to drive self-propelled small vessels" - 0, "Subsidizing the carrier's losses related to the implementation of automobile passenger transportation of socially significant messages in inter-district (intercity intra-regional), intra-district, urban (rural) and suburban communications" – 0, "Issuance of a license for the right to engage in activities for the irregular transportation of passengers by buses, minibuses in intercity inter-regional, inter-district (intercity inter-regional) in international traffic, as well as regular transportation of passengers by buses, minibuses in international traffic" - 4.
During the reporting period, there were no complaints from service recipients about the quality of public services provided in the department.
