Address of the Head of state Kassym-Jomart Tokayev to the people of Kazakhstan.
President of Kazakhstan Kassym-Jomart Tokayev at a joint session of the houses of Parliament published a Message to the people of Kazakhstan "Kazakhstan in a new reality: time for action", in which he presented a strategy for further development of the country.
The head of state made a number of initiatives aimed at improving the efficiency of the management system, the economy in the new realities, the disclosure of industrial potential, the development of agriculture, transport and logistics, small and medium-sized businesses, the financial sector, the modernization of the country's territorial development and improving the social well-being of Kazakhstanis.
- The new economic course of our country should be based on seven main principles: fair distribution of benefits and responsibilities; the leading role of private entrepreneurship; fair competition, opening markets for a new generation of entrepreneurs; productivity growth, increasing the complexity and technology of the economy; development of human capital, investment in a new type of education; "greening" of the economy, environmental protection; making informed decisions by the state and responsibility for them to society,-said Kassym-Jomart Tokayev.
The President stressed the importance of providing affordable and high-quality education, strengthening the health system, and expressed concern about the family and demographic situation, security and protection of children's rights.
According to the Head of state, no aspect of socio-economic development can be successfully implemented without the rule of law and guaranteeing the security of citizens. There is a lot of work ahead to develop new standards for serving the state's interests. The law enforcement and judicial systems, which play a key role in this, are waiting for reform.
- It is necessary to modernize the criminal sphere following the example of developed OECD countries. We need a model that ensures timely protection of citizens ' rights and meets high international standards. I consider it necessary to introduce a three-tier model in Kazakhstan with a clear division of powers. I would like to emphasize once again that the rule of law and justice must be ensured by default. We must remember that the fate of people depends on mistakes in criminal cases, " the President said.
The Message calls digitalization a basic element of all reforms and a key tool for achieving national competitiveness. At the same time, political reforms should be aimed at greater involvement of citizens in government. The main goal of the reforms is to improve the efficiency of the entire state.
Today, I presented to the entire society the state's plan of action in a crisis situation. The ultimate success of the reforms depends on each of us. Everyone should change and work on themselves. The challenges of the time make us constantly develop, improve, and become stronger. Each person is the Smith of his own happiness, and together we create a happy future for our country. Each generation faces different challenges. The constant overcoming of all the challenges of fate runs through our history like a red thread. Our people are able and ready to solve the most difficult tasks," Kassym-Jomart Tokayev stressed.
