Languages Development Department of the Almaty Region in order to implement the Law of the Republic of Kazakhstan and the state program for the implementation of the language policy in the Almaty region for 2020-2025 (hereinafter - the program) held a number of systemic events. Quarterly monitoring of income and expense documents of regional and local executive bodiesis carried out in order to study the language situation. In accordance with this, in the region, in the III quarter of 2020, the indicator of the use of the state language was 99.5%.
In order to expand the scope of the state language by the Languages Development Department of the Almaty Region, was held an online round table on the topic «Тіл тағдыры - ел тағдыры». This event was attended by employees of the department and employees of the educational and methodological center «Language».
On the eve of the Day of Languages of the People of Kazakhstan, was held an online festive ceremony. For their contribution to the development of the state language, active participants were awarded the Certificate of Honor of the Ministry of Culture and Sports of the Republic of Kazakhstan, the Certificate of Honor of the Committee on Language Policy, the Certificate of Honor and the Letter of Gratitude from the Department for the Development of Languages of the Almaty Region.
Within the framework of the Day of Languages of the People of Kazakhstan, an online competition «Тіл шебері» was held among young people who speak three languages. The purpose of this online competition is to identify and support young people who speak three languages: Kazakh, Russian and English, improve language culture, and promote trilingualism. The competition was attended by 18 applicants, aged 21 to 35 years. This competition consisted of three stages: «Сөзтаным», «Ойтаным», «Елтаным». As a result of the competition, Kanat Zhaksybayev (teacher of secondary school No 11 named after Yeszhan Berlikozha in Taldykorgan) received the Grand Prix and a ticket to the republican competition. Arailym Seisebayeva (Koksu district) was awarded a diploma of the first degree of management. II place was taken by Gulnara Mustafina (Sarkand region), III place Marzhan Belgibaeva (Aksu region) and Aitoly Ybyrai (Kegen region).
At the republican competition, Kanat Zhaksybayev took II place in the competition «State language - symbol of independence», organized in order to expand the scope of the state language, strengthen the functioning of the Kazakh language as a language of interethnic communication, was attended by youth of ethnic groups aged 21-35 years old, who know the state language. They preliminarily presented information about the place of study or work, a brief overview of social work, a short film about the achievements and contribution to the development of the state language. According to the results of the competition, Albina Mironova won the Grand Prix.
Within the framework of the regional competition «The State Language - a Symbol of Independence», was announcedthe action «Мен қазақша сөйлеймін». At present, representatives of more than 50 ethnic groups from districts and cities of the region are actively participating in social networks in the framework of this action.
The regional competition «Experts of the Russian language» was held online. The purpose of this online competition is to identify and support young people who have come from abroad, to increase the language culture among our compatriots. 19 applicants from all districts and cities of the region took part in the competition. According to the results of the competition, Baqytkali Erzhigit (Enbekshikazakh district) took 1st place, Mauken Zhania (Alakol district) 2nd place, Mutalieva Gulzat (Eskeldinsky district) was awarded 3rd place. Kenzhebek Dina (Taldykorgan city), Khanagat Nurbol (Panfilov district) and Zheniskhan Party (Sarkan district) received letters of thanks from the educational and methodological center «Language» of Almaty region.
At the republican competition «State language and mass media», which is held annually, the editor of the TV channel «Zhetisu» Aibek Kuttybek took first place.
Language teaching centers
In the second half of 2020, 1208 learners were admitted to the courses on teaching the state language. The number of groups is 86, 189 are state employees, 837 are public sector employees, 182 individuals. Ethnic composition: 624 Kazakhs, 584 ethnic representatives (93.5%).
12 students are enrolled in Russian language courses. The number of groups is 2, all individuals.
276 students were admitted to the English language courses. The number of groups is 22, including 126 civil servants, 116 public sector employees and 34 individuals. National composition: 266 Kazakhs, 10 representatives of ethnic groups.
One of the effective indicators of the program is an increase in the proportion of civil servants who speak the state language at the intermediate and high level, as well as specialists in the provision of public services and other areas determined by the Kaztest system. To determine the level of the population's proficiency in the state language in accordance with the schedule and with the participation of employees of the National Testing Center of the Ministry of Education and Science of the Republic of Kazakhstan, during the period from September 14 to September 18, 67 people were certified, diagnostic testing of 500 people (4561 man). The number of those who passed Kaztest for the reporting period 5128.
The work on promoting and improving the quality of teaching the state language is under control. As part of the implementation of the State Program for the Development and Functioning of Languages in the Republic of Kazakhstan for 2011-2020, the Ministry of Culture and Sports of the Republic of Kazakhstan, together with the National Scientific and Practical Center «Til - Kazyna» named after Shaisultan Shayakhmetov, conducted an online international methodological seminar on teaching issues Kazakh language as a second language and a foreign language. The purpose of the seminar is to improve the methodology of teaching the Kazakh language in order to expand the scope of the state language within the framework of the State program for the implementation of language policy in the Republic of Kazakhstan for 2020-2025, familiarization with the methods of teaching a foreign language, exchange of experience.
At the seminar, the best scientific methodologists and qualified teachers from abroad and our country shared their experience, talked about the methods of teaching Kazakh as a native language and a second foreign language based on international teaching experience through the possibilities of innovative technologies.
In the course of the work, the graduates of the schools of the village of Akyn -Sara, Koshkental and Kapal were shown a video about the life of Zhetysu State University, as well as about the specialties that the university offers for admission. The participants were awarded certificates.
On August 27 of this year, the teachers of the center took part in the online teacher marathon, where they exchanged their experience of working on «Online assessment», «Preparation of video lessons», «Working with online boards», organized by the teacher of the Department of Kazakh language and Turkology, K. Kopesh.
At the republican competition among teachers named after A. Baitursynov, organized by the National Scientific and Practical Center «Til - Kazyna» named after Shayakhmetov, the Committee on Language Policy of the Ministry of Culture and Sports of the Republic of Kazakhstan, the teacher of the regional educational and methodological center «Language» M. Maralbaeva received an incentive prize.
Implementation of the program"Рухани жаңғыру"
Within the framework of the program «Рухани Жаңғыру», were awarded the winners of the writers' competition «Тіл – ғұмыр», and special prizes of the regional akimto the winners «Ақ қауырсын» in the prose genre were awarded – Asyl Sultangazy and Asem Zhumakan.

In the period from April to May-August, an online challenge for expressive reading of Abai's poems «Абай - дана, Абай - жыр, Абай – дастан» was held among the heads, teachers and methodologists of the training centers on the social networks facebook, Instaqram. According to the results of the challengewere awardedthe head of the Talgar region Kamnur Tulimuly and the head of the Panfilov region Aslan Kalibekov.
On September 10, inregional and city branches of the educational and methodological center «Language" the Ministry of Culture and Sports of the Republic of Kazakhstan, in honor of the celebration of the 175th anniversary of Abai Kunanbayev, was helda nationwide dictation on the theme».
«Ұлы Абай-халық жүрегінде» in which took part 422 people. As a result, the literacy rate of the participants showed: excellent - 41%, good - 59%.
In order to promote the artistic taste, the rich fund of the Kazakh language through the work of Abai, to increase interest in the Kazakh language and literature, culture and traditions of the Kazakh people among representatives of ethnic groups who speak the state language at the age of 18 to 35, was held an onlineessay competition on the topic: «Өлмейтұғын артына сөз қалдырған».
This competition was attended by 31 applicants from 19 branches of the regional educational and methodological center of languages located in cities and regions. Under the terms of the competition, representatives of ethnic groups wrote an essay in an hour of work, using arguments and facts that showed that they can think broadly. According to the results of the competition, two applicants took the third place – Arkenova Halinur (Enbekshikazakh district) and Kushch Marina (Eskeldі district). The II place was taken by Victoria Kondrotova (Alakol region) and the honorable I place was taken by Maksimova Guzel (Uygur region).
In order to promote the 1150th anniversary of Abu Nasyr al-Farabi, to form among young people a sense of patriotism for the history of their Motherland, for the work of great people, was helda competition for the best essay «Ұлы даланың ұлық тұлғасы». 93 applicants from districts and cities of the Almaty region took part in the competition, which was held online through the ZOOM platform. Participants wrote essays in Kazakh, Russian or English languages of their choice, on topics related to the knowledge of the personality of Al-Farabi. According to the results of the competition in the Kazakh language, I place was taken by Akbota Zhunisali (Taldykorgan city), II place – Zhanar Serikovna (Ili region), III place – Aidana Nurgazykyzy (Panfilov region). By writing an essay in Russian, I place was taken by AidanaArmangyzy (Ili district), II place – Ademi Orynbek (Kegen district), III place – Kim Jasmina (Taldykorgan). Onomastic situation in the region
In accordance with the instruction of the Head of State dated February 28, 2017 No 17-388-5, systematic work is being carried out to streamline onomastic issues by the staff of the regional onomastic commission.
In accordance with the conclusions of the Republican Onomastic Commission under the Government of the Republic of Kazakhstan, drafts of resolutions of the Government of the Republic of Kazakhstan «On the name and renaming of state property objects» are being developed (12 educational institutions, 1 library).
The work on the naming and renaming of administrative - territorial units and constituent parts of settlements will be considered in accordance with the requirements of the current legislation from 2021, in connection with the restrictions announced on the basis of the population census carried out this year.
