Languages Development Department Almaty region (hereinafter Department) carried out a number of systematic works in the first half of 2020 year aimed at realization of the Plan of activities for 2020-2025 in the frame ofthe Law of the Republic of Kazakhstan and the State Program for the years 2020-2025 (hereinafter Program) to implement the language policy of the Republic of Kazakhstan.
In order to study the language situation, quarterly monitoring of incoming and outgoing documents of regional and local executive bodies is carried out. Accordingly, the use of the state language in the region in the first half of 2020 year amounted to 99.5 %.
Work done on language training centers
Currently, the educational-methodical center "Language" and its 19 district and city branches operate in the region. All training centers are equipped with modern material and technical base. In this year, 490 students took courses in the state language, 1018 in the Latin alphabet, 225 in English, 16 in Russian, a total of 1749 students. As a result, 420 students successfully completed the state training course, 197 in English and 16 in Russian. In recent years, the desire of ethnic groups to learn the state language is growing (212 out of 490 students involved in teaching the state language are ethnic).
Since March of this year, the teaching process of training centers has been transferred to distance learning. In this regard, in order to facilitate the acquisition of new technologies by employees of the regional educational- methodical center "Language" and itsbranches organized a training seminar on "Integration of ICTskills in the learning process". The seminar was conducted by the trainer of the branch of the Center of Excellence in Taldykorgan , Master of Pedagogical Sciences MedetSatayev where he shared his experience. In addition, in order to develop language and communicative competencies of language learners, to exchange experiences , a regional online seminar "Development of language competence" was held. Employees of the Republican National Research and Practice Center "Til-Kazyna" named after Sh. Shayakhmetov, "Resource Language Center" under the Languages Development Department of Karaganda region, heads and methodologists of the district and city branches of the educational center "Language" of Almaty region took part in the seminar.
On June 25 of this year in the Language Palace the webinar "Ideas for the development of distance learning" was organized via ZOOM platform in order to improve the professional skills of teachers, exchange the experiences and learn the use of electronic resources in the process of distance learning. The event was attended by methodologists and teachers of the state language training centers throughout the country, employees of the city and district branches of the educational-methodical center "Language" of Almaty region. Kulan Kopesh, lecturer, Master of Pedagogical Sciences of Kazakh Language and Turkology Department of Nazarbayev Universityspoke at a meeting.
One of the effective indicators of the Program is todetermine by Kaztestsystem knowledge of the state language of civil servantsand other professionals, whether they have an intermediate or advanced level and increasetheir further mastering. During the reporting period, 4156 people underwent diagnostic testing on the basis of the Kaztest system.
Implementation of the program «Рухани жаңғыру»
In accordance with the Action Plan for 2020-2025 to improve the alphabet of the Kazakh language based on Latin script, two open discussions were held on the approval of the final version of the alphabet . The event was attended by philologists of Zhetysu State University named after I. Zhansugurov, teachers of special educational institutions, school teachers of the Kazakh language of Taldykorgan, teachers of the educational-methodical center "Language", representatives of the media.
During the meeting, the participants were given several versions of the Kazakh alphabet in Latin graphics. The participants shared their views on these options. The proposals were sent to the Committee on Language Policy of the Ministry of Culture and Sports of the Republic of Kazakhstan.
Poetry evening "Бір өлеңі – бір әлем" dedicated to the birthday of the poet Mukagali Makatayev within the program "Туған жер" of the article "Рухани жаңғыру", and in honor of the 75th anniversary of Zhakypbayev's birth, the regional competition "Жырлайды жүрек" were organized, in addition, traditionally held regional competitions "Мемлекеттік тіл және БАҚ", "Ана тілім – айбыным менің". The winners got Letter of Gratitude of Languages Development Department and special prizes. In the future, according to the results of the competition of writers "Тіл – ғұмыр", the winners will be awarded bya special prize of the regional akim "Ақ қауырсын" in the genre of prose and poetry.
Events dedicated to the 175 th anniversary of Abai Kunanbaiuly
In honor of the 175th anniversary of Abai Kunanbaiuly, the Department held several events to promote the work of the poet. Among them, the staff of the Department organized a challenge on memorization of Abai's poems and sent it to the Language Development Departments of West Kazakhstan and East Kazakhstan regions for further continuation.
In addition, a round table "Абай мұрасы – халық ұлағаты" was held, and the regional competition "Abai's readings" among ethnic youth was organized online on social networks. In this online competition, each participant made a video of the works and sent them to the Department. The videos were also posted on the department's social media pages with the hashtag # Abai175 . There is no limit on the number of participants. The competition was attended by 40 candidates aged 18 to 29, who have mastered the art of reading and singing.
According to the results of the competition, DilnazSharipova from Zharkent, who was ahead of her rivals in the performance, won the Grand Prix and was sent to the national competition.
Inna Lysenko (Kerbulak) was awarded by first degree diploma of the Department. Amankulova Karina (Koksu) and Aslan Ogly Emina (Karatal) took II place, YagelAnzhelina (Alakol) and Votske Angelina (Enbekshikazakh) took III place.
In this competition, ethnic youth by wearing the Kazakh national costume, instilled in them a love for the common Motherland and the Kazakh spirit, and by memorizing the works of the great poet, the main key to the unity of the country - the state language.
Work in this direction will continue in accordance with the plan.
Onomastic situation in our region
In accordance with the instructions of the President of February 28, 2017 №17-388-5, the work on the settlement of onomastic issues is carried out by the staff of the regional commission on onomastics.
Currently, 6665 administrative-territorial units and components of the region are named after people (5 districts, 39 rural districts, 83 settlements, 6538 streets), 1817 – land-water (14 districts, 181 rural districts, 355 settlements, 1267 streets).
1993 is called by the traditional name (1 district, 22 rural districts, 82 settlements, 1888 streets).
In accordance with the changes and additions to the existing lists "Historical figures" and "Land-water names" on the basis of the order of the Administration of the President of the Republic of Kazakhstan dated September 27, 2019 №19-32-20.357, 60 administrative-territorial units (districts, rural districts, villages), 3103 components (streets, avenues, parks, etc.), 115 educational institutions and 2 cultural organizations are named after historical figures. That is, 291 out of 345 historical figures on the list are honored.
In 2017, monitoring of onomastic names revealed that the names of 7 rural districts, 19 settlements, 1152 streets in the region need to be changed by a total of 10%.
As a result of the work done over the past two years, this figure decreased by 5.8% to 4.2%.
Today it is necessary to rename 474 streets in 4 ideologically obsolete rural districts ( Zarechnoye, Kaztsik, Rudnik, Cherkassk ), 10 settlements ( KazTsik, Zarechnoye, Pogranichnik, Topolevka, Kamenskoye plateau, Prigorodnoye, Rudnik, Kosmos, Maiskoe, MTF-3 ).
Therefore, published in the current year on the basis of the population census held in administrative-territorial units and the restrictions on the settlement of naming and renaming of components will be treated in accordance with the requirements of the legislation in force since 2021.
On issues of naming and renaming of state-owned objects:

A draft resolution of the Government of the Republic of Kazakhstan on naming and renaming is being developed;

The decision to send it to the relevant onomastics commission is made and the documents are drawn up in accordance with the approved rules.
Taking into account the above issues, further work to optimize the onomastic situation will be carried out on the basis of instructions received from the highest executive bodies in accordance with the requirements of current legislation.
