The Department of Languages development of Almaty region in the first half of 2022 carried out systematic work on the implementation of the Law of the Republic of Kazakhstan "On Languages in the Republic of Kazakhstan" and the state program for the implementation of language policy in the Almaty region for 2020-2025. In order to study the language situation by monitoring incoming and outgoing documentation of regional and local executive bodies for the first half of 2022, the indicator of the use of the state language was 99,5%.
On March 17, 2022, a round table was held in the Palace of Languages on the topic "Мемлекеттік тіл: бүгін, ертең", organized jointly with the Almaty regional branch of the International Society "Қазақ тілі".The event was attended by the director of the Institute of History and Ethnology named after Sh. Ualikhanov, Doctor of Historical Sciences, Professor Ziyabek Kabyldinov, Director of the Institute of Linguistics named after A. Baitursynov, Candidate of Philological Sciences Anar Fazylzhanova, representatives of the intelligentsia of the region, linguists, deputy akims of districts and cities responsible for the social sphere, managers, specialists of the district, city department of internal policy, culture, language development and sports, media representatives.The purpose of the round table was to address topical issues of the state language policy, efforts to expand the scope of the state language, to activate the work of the International Society "Қазақ тілі".At this event, reports were made by A. Fazylzhanova on the topic "Мемлекеттік тіл: бүгін, ертең", Z. Kabyldinov on the topic "Тарих пен тіл тамырлас".The meeting ended with the signing ceremony of a Memorandum of mutual cooperation with the Institute of History and Ethnology named after Sh.Ualikhanov, The Institute of Linguistics named after A. Baitursynov and the Almaty regional branch of the International Society "Қазақ тілі" in order to optimize the onomastic, linguistic situation in the region, conducting joint analysis and expertise.
In accordance with paragraph 28 of the action plan for the celebration of Nauryz 2022 in the Almaty region, in order to promote national traditions and the educational significance of the blessing, was organized a regional competition "Батагөй".The competition was taken part by 21 people aged 35 years and older from each district of the region, reciting the blessing written by them on the theme "Nauryz – the beginning of the year".The jury, composed of representatives of the intelligentsia, paid special attention to the content of the blessing of the contestants, the mastery of words, voice, national dress, stage culture and gave a fair assessment.As a result, the honorary first place was taken by pensioner Kozhamseit Suleimenov, an Honorary citizen of the Sarkan district.The second place was taken by pensioner Kurmash Ismailov (Taldykorgan) and director of the vocational college of the village of Zarechnoye Berik Bailov (Kapshagay).The third place was taken by Maksat Seidaliev (Ili district), Serik Abdraimov (Raiymbek district) and Burkitbai Faizulla (Tekeli).

June 4 – execution of the list of events scheduled for the day of the state symbols of the Republic of Kazakhstan, with the participation of state servants, employees of the educational and methodical center "Til" of Almaty region, representatives of the Almaty regional branch of the International public association "Қазақ тілі қоғамы", military employees of Taldykorgan city, representatives of the Ministry of Culture and Sports (June 3, 2021, 11:00) held a solemn event on the theme "Мемлекеттік рәміздер – тәуелсіздігіміздің белгісі".
In order to promote spiritual values, patriotic education of young people, raising the status of the state language in honor of the Year of children in the Republic of Kazakhstan, a challenge "Отаным- алтын бесігім" was organized through a social network.
Students of grades 5-8 who took part in the challenge prepared 3-5 minute videos on the topic of Homeland, my native land and widely promoted on social networks. The winners were determined by the number of likes. As a result, the first place was taken by a student of the 8th grade of the Ili district N. Adilkhan and a student of the 6th grade of the Alakol district A. Galymzhanovna. The winners were awarded management diplomas and cash prizes.
In order to promote the state language policy in the mass media and hold events aimed at celebrating the 150th anniversary of Akhmet Baitursynov, was announced the traditional regional competition "State Language and Mass Media". In accordance with the rules of the competition, participants must submit two materials in three categories: "Best Article", "Best TV and Radio Program", "Best Website article", published in the media from January 1, 2022 to July 19, 2022. The results of the competition will be announced in August 2022.
The research work carried out on the implementation of the legislation about languages and the state programs for the implementation of language policy in the Republic of Kazakhstan for 2020-2025 in accordance with the work plan for 2022 in the period from March 10 to April 20, 2022, kindergartens and public schools located in the districts of Aksu, Alakol, Enbekshikazakh, Zhambyl, Ili, Karatal were covered, Karasay, Kegen, Kerbulak, Koksu, Panfilov, Raiymbek, Sarkan, Talgar, Uygur, the cities of Taldykorgan, Kapshagay, Tekeli, from May 4 to May 20, state institutions of the regional akimat were covered.
The work of language learning centers
For the first half of 2022, the total number of students was 2631 (of which 944 were representatives of state, 1346 public sector employees, 341 individuals).The number of groups is 199. National composition: 1968 Kazakhs, 663 representatives of ethnic groups (25%).
2146 language learners have been enrolled in state language courses. The number of groups is 163 (of which 824 are state representatives, 1052 are public sector employees, 270 are individuals). National composition: 1504 Kazakhs, 642 representatives of ethnic groups (29%). The number of those who received the certificate is 1362, the number of those who received the certification (license) is 732, and those who received notes are 42.
52 students were accepted for Russian language courses. The number of groups is 4 (including 20 state servants, 5 public sector employees, 27 individuals). According to the national composition, all of them are Kazakhs. The number of those who received the certificate is 46.
433 students were accepted for English language courses. The number of groups is 32 (including 100 state servants, 289 public sector employees and 44 individuals). National composition: 412 Kazakhs, 21 representatives of ethnic groups (4%). The number of those who received certificates is 324, and those who received notes are 103.
One of the effective indicators of the program is aimed at increasing the share of state servants who speak the state language at an average and high level, providing public services and specialists in other industries, determined through the Kaztest system. In the first half of 2022, the total number of people tested on the basis of the Kaztest system was 1672 (804 of them were state servants, 838 public sector employees, 30 individuals).
In total, 105 events were held in the district and city branches, the educational and methodical center "Til" of Almaty region (including: 23 cognitive lessons, 29 demonstration lessons, 4 contests, 4 seminars, 7 round tables, 7 essay contests, 17 poetic, festive evenings, 4 challenges, 1 questionnaire, 1 video interview, 6 intellectual games, 1 debate, 2 dictation, 2 videography).
In order to implement the action Plan for the celebrationof Nauryzin Almaty region, videos prepared by the listeners of the Alakol, Uygur, Talgar, Kegen district branches of the educational and methodical center "Til" for the Thanksgiving day were widely published on the social network.In addition, in the district and city branches of the educational and methodical center"Til" of Almaty regionwas organized demonstrative lessons, cognitive lessonson the theme: "Алғыс айту – адамдықтың нышаны", "Алғыс айту – парызым", "Алғыс айту – асыл қасиет".On March 14, at the initiative of the educational and methodical center "Til" of Almaty region, was celebratedan ancient holiday, the beginning of the Nauryz - Korisu Day.

On March 17-18, 2022, the educational and methodical center "Til" of Almaty region held a 16-hour teacher training course "Integration of information and communication technology skills into the learning process". During the course, the head of the Information Technology Department of the National Scientific and Practical Center "Til-Kazyna" named after Sh. Shayakhmetov M. Bakhytovna covered topics like "Sozdikqor.kz advantages of the service", "Termincom.kz " - the only source of high-quality translation, correct spelling of words through the website "Emle.kz ", content with a large stock of educational, methodical manuals: «tilalemi.kz, tilmedia", "website support guide Bala.kz", and presented a presentation. The course was attended by 44 teachers who completed practical tasks on mastered topics. The refresher courses continued with an exchange of views, and certificates were also awarded to the center's employees who took part in the course.
The National Scientific and Practical Center "Til-Kazyna" named after Sh. Shayakhmetov Committee of Language Policy of the Ministry of Education and Science of the Republic of Kazakhstan organized republican online seminars on the topics "Тілді үйретудегі отандық әдістемелердің тәжірибесі", "Мектеп терминологиясы: бүгінгі жай-күйі мен жүйелеу мәселесі".The seminars were attended by teachers and employees of district, city branches and the educational and methodical center "Til" of Almaty region.
In order to expand the scope of the state language among representatives of ethnic groups, a video challenge was organized on a social network dedicated to the holiday of May 1 - the Day of Unity of the Peoples of Kazakhstan.The challenge was actively attended by students of the educational and methodical center "Til" and district, city branches of Almaty region.
Traditionally, the competition "The best teacher" named after Akhmet Baitursynov who was a teacher of the nation, a public figure, a pedagogue was organized and held.Teachers of the educational and methodical center "Til" and district, city branches of Almaty region aged from 21 to 50 years took an active part in the competition.
The competition consisted of 4 stages. At the first stage, the participants presented themselves and the author's program. At the second stage, samples of the video tutorial were presented. The third stage consisted of questions and answers, at the fourth stage the candidates conducted a trial session with a group.
The competition was chaired by the head of the Department of Languages Development T. Rakhimberlina, senior methodist of the city educational and methodical center for Education development M. Sadvakasova, teacher of the educational and methodical center "Til" Zh. Yelesbaeva, and gave fair estimates.As a result, Nadira Kadyrova, a teacher of the educational and methodical center "Til" of the Panfilov district, received the grand prix and a ticket to the republican competition.
On June 14, 2022, the educational and methodical center "Til" of Almaty region held a regional training seminar on the topic "Effective methods of teaching and learning English in the lexical and grammatical aspect". Master of Pedagogical Sciences, teacher-lecturer of Zhetysu University named after I. Zhansugurov Asylzhan Yessimbekova made a report on the topic "Method ofproject-research activities", as well as Anar Shaimova, an English teacher of the Nazarbayev Intellectual School of Taldykorgan, conducted a practical lesson with students of the English language course on the topic "Effective methods of learning English in the lexical and grammatical aspect".The seminar was attended by teachers of Aksu, Koksu, Raiymbek, Kapshagay, Karasay, Taldykorgan district branches. At the end of the seminar, teachers and students who took an active part in the event were awarded letters of thanks and certificates.

Implementation of the program "Рухани жаңғыру"
The Department together with the Almaty regional branch of the Union of Writers of Kazakhstan, the Zhetysu literary Club "Janr" and the International Society "Қазақ тілі", within the framework of the program "Рухани жаңғыру" and in honor of the 150th anniversary of the teacher of the nation Akhmet Baitursynov and the 90th anniversary of the Almaty region, in order to promote spiritual values, education of patriotism of youth, promotion of development literature and raising the status of the state language announced a competition among young writers "Тіл- ғұмыр" for the prize of the akim of Almaty region "Ақ қауырсын".The purpose of the traditional competition is to popularize the work of Akhmet Baitursynov, as well as the 90th anniversary of the Almaty region, to introduce young writers to conscientious service for the benefit of the country, charity, development and support of modern Kazakh literature popularizing national values, creating conditions for the widespread use of the state language in all spheres.
Onomastic situation in the region
The work on naming and renaming onomastic objects in the region is carried out on the basis of the roadmap for 2022-2025 and the list of "Historical persons" approved at the meeting of the Republican Onomastic Commission under the Government of the Republic of Kazakhstan dated June 16, 2021.
In accordance with the conclusion of the republican onomastic commission, a draft resolution has been developed "On approval of the Rules for Naming airports, ports, railway stations, metro stations, bus stations, physical-geographical and Other objects of state Ownership in the Territory of the Republic of Kazakhstan, as well as renaming, clarifying and changing the transcription of their names and assigning proper names persons to state legal entities, to legal entities with the participation of the state" andin agreement with the relevant ministries, is sent for consideration to the Government of the Republic of Kazakhstan.

At the same time, a roadmap for renaming settlements and their constituent parts with ideologically outdated names for 2022-2025 has been approved for the region.
During the implementation of this roadmap, explanatory work is carried out on the naming and renaming of certain objects for at least six months with the involvement of well-known scientists, local historians, specialists, by publishing articles in the media, social networks. The issues of conducting explanatory and other events involving representatives of the local intelligentsia in order to prevent high-profile situations were also considered on an ongoing basis.
In accordance with paragraph 8 of the model regulation on regional onomastic commissions and onomastic commissions of cities of republican significance, the capital, by order of the akim of the region, deputies of the relevant maslikhats, scientists, state bodies and other persons are included in the regional onomastic commission.
