The Department for the Development of Languages of the Almaty region in the first quarter of 2022 carried out systematic work on the implementation of the Law of the Republic of Kazakhstan "On Languages in the Republic of Kazakhstan" and the state program for the implementation of language policy in the Almaty region for 2020-2025.
In order to study the language situation by monitoring incoming and outgoing documentation of regional and local executive bodies for the first quarter of 2022, the indicator of the use of the state language was 99.5%.
On March 17, 2022, the Palace of Languages hosted a round table on the topic "Memlekettiktil: bugin, erten", organized jointly with the Almaty regional branch of the International Society "Kazakh Tili".The event was attended by the director of the Institute of History and Ethnology named after Sh. Ualikhanov, Doctor of Historical Sciences, Professor ZiyabekKabyldinov, director of the Institute of Linguistics named after A. Baitursynov, Candidate of Philological Sciences AnarFazylzhanova, representatives of the intelligentsia of the region, linguists, deputy akims of districts and cities responsible for the social sphere, managers, specialists of the district, city Department of Internal politics, culture, language and sports development, media representatives.The purpose of the round table is to address topical issues of the state language policy, efforts to expand the scope of the state language, to activate the work of the International Society "Kazakh Tili".At this event, A. Fazylzhanova made presentations on the topic "Memlekettiktil: bugin, erten", Z. Kabyldinov on the topic "Tarikh pen tiltamyrlas".The meeting ended with the signing ceremony of a Memorandum of mutual cooperation with the Institute of History and Ethnology named after Sh.Ualikhanov, the Institute of Linguistics named after A. Baitursynov and the Almaty regional branch of the International Society "Kazakh Tili" in order to optimize the onomastic, linguistic situation in the region, conducting joint analysis and expertise.
In accordance with paragraph 28 of the action plan for the celebration of Nauryz 2022 in the Almaty region, in order to promote national traditions and the educational significance of the blessing, a regional contest "Batagoy" was organized.21 people aged 35 and older from each district of the region took part in the competition, quoting by heart the blessing written by them on the theme "Nauryz – the beginning of the year".The jury, composed of representatives of the intelligentsia, paid special attention to the content of the blessing of the contestants, the mastery of words, voice, national dress, stage culture and gave a fair assessment.As a result, the honorary first place was taken by pensioner KozhamseitSuleimenov, an Honorary citizen of the Sarkand district. The second place was taken by pensioner KurmashIsmailov (Taldykorgan) and director of the vocational college of the village of ZarechnoyeBerikBailov (Kapshagai). The third place was taken by MaksatSeidaliev (Ili district), SerikAbdraimov (Rayymbek district) and BurkitbaiFayzulla (Tekeli).
In the first quarter of 2021, the number of articles published in regional and city print media related to the use of the state language and its propaganda amounted to 20.Of these, 1 article was published in the republican newspaper "Aikyn", 4 articles in the regional newspaper "Zhetysu", 3 articles in the regional newspaper
"OgniAlatau", 3 articles in the socio-political newspaper "Alatau", 9 articles in district newspapers.Also, the number of publications on social networks (Facebook, Instagram) concerning the language situation is 92.
The work of language learning centers
For the first half of 2022, the total number of students was 1939, the number of groups was 147, of which 553 were representatives of state, 1089 public sector employees, 297 individuals. National composition: 1349 Kazakhs, 590 representatives of ethnic groups (30%).
In the first quarter of 2022, 1,454 language learners were enrolled in state language courses, the number of groups is 111, of which 433 are representatives of state, 795 public sector employees, 226 individuals.National composition: 885 Kazakhs, 569 representatives of ethnic groups (39%). On the basis of a 48-hour program above the average B2 and enrolled in office management courses, 645 out of 665 language learners received certificates, 12 certificates.
52 students were accepted for Russian language courses. The number of groups is 4, including 20 civil servants, 5 public sector employees, 27 individuals. According to the national composition, all Kazakhs.
433 students have been accepted for English language courses. The number of groups is 32, including 100 civil servants, 289 public sector employees and 44 individuals. National composition: 412 Kazakhs, 21 representatives of ethnic groups.
In total, 71 events were held in the district and city branches, the educational and methodological center "Til" of the Almaty region. Of these: cognitive lessons - 12, open lessons - 23, contests - 4, seminars - 3, round tables - 6, essay contests - 7, poetry, festive evenings - 15.
In order to implement the Action Plan for the celebration of NauryzMeirama of the Almaty region, videos prepared by the listeners of the Alakol, Uygur, Talgar, Kegen district branches of the educational and methodological center "Til" for the Thanksgiving Day were widely published on the social network.In addition, an open lesson, an informative lesson on the topic "Algysaitu - adamdyktynnyshany", "Algysaitu – paryzym", "Algysaitu – asylkasiyet" were organized in the district and city branches of the educational and methodological center "Til" of the Almaty region.On March 14, at the initiative of the educational and methodological center "Til" of the Almaty region, an ancient holiday was celebrated, the beginning of the Nauryz holiday - Korisu Day.
In addition, with the participation of students of the district, city branch of the educational and methodological center "Til" of the Almaty region, in March 2022, a dictation "Koshkeldinaz, Nauryz!" was held among representatives of other ethnic groups on the course of teaching the state language, festive open lessons on the theme "Ulystynulykuni - Nauryz" were organized and held, "Koshkeldin, kuttyNauryz!", "Welcome Nauryz!".
On March 17-18, 2022, the educational and methodological center "Til" of the Almaty region held a 16-hour teacher training course "Integration of information and communication technology skills into the learning process".During the course, the head of the Information Technology Department of the National Scientific and Practical Center "Til-Kazyna" named after Sh. Shayakhmetova M. Bakhytovna covered topics like "Sozdikqor.kz advantages of the service", "Termincom.kz " - the only source of high-quality translation, correct spelling of words through the website "Emle.kz ", "content with a large stock of cognitive, methodological manuals: "tilalemi.kz, tilmedia", "website support guide Bala.kz ", and presented a presentation.The course was attended by 44 teachers who completed practical tasks on mastered topics. The refresher courses continued with an exchange of views, and certificates were also awarded to the center's employees who took part in the course.
The National Scientific and Practical Center "Til-Kazyna" named after Sh. Shayakhmetov Committee of Language Policy of the Ministry of Education and Science of the Republic of Kazakhstan organized republican online seminars on the topics "Tildi uyretudegi otandyk adistemelerdin tazhiribesi", "Mektepterminologiyasi: bugingizhai-kuyi men zhyeleumaselesi". The seminars were attended by teachers and employees of district, city branches and the educational and methodological center "Til" of the Almaty region.
Implementation of the "Rukhanizhangyru" program
Management together with the Almaty regional branch of the Union of Writers of Kazakhstan, the Zhetysu literary Club "Janr" and the International Society "Kazakh Tili", within the framework of the program "Rukhanizhangyru" and in honor of the 150th anniversary of the teacher of the nation AkhmetBaitursynov and the 90th anniversary of the Almaty region, in order to promote spiritual values, education of patriotism of youth, promotion of development a competition among young writers "Til – gumyr" for the prize of Akim of Almaty region "Akkauyrsyn" has been announced to improve the status of the state language.The purpose of the traditional competition is to popularize the work of AkhmetBaitursynov, as well as the 90th anniversary of the Almaty region, to introduce young writers to conscientious service for the benefit of the country, charity, development and support of modern Kazakh literature popularizing national values, creating conditions for the widespread use of the state language in all spheres.
Onomastic situation in the region
The Ministry of Culture and Sports of the Republic of Kazakhstan in order to implement the Law of the Republic of Kazakhstan "On Amendments and Additions to certain Legislative acts of the Republic of Kazakhstan on the redistribution of powers between levels of government" dated November 24, 2021 No. 75-VII Almaty Regional Onomastic Commission reorganized and approved by the order of the Akim of the region dated March 18, 2022 No. 21-o n/k. In this regard, methodological recommendations on the organization of onomastic work, a model provision on onomastic commissions have been developed.A roadmap for renaming settlements and their constituent parts with ideologically outdated names for 2022-2025 has been approved, in order to optimize the onomastic situation, work is underway to assign certain objects, clarify and change the transcription of their names.In particular, in accordance with the work plan of the regional onomastic commission for 2022, in the first quarter of this year, work was carried out to study the onomastic situation in the Ili, Panfilov, Uygur districts, reports of the deputy akims of the district on the identified shortcomings were heard.Proposals on naming and renaming 4 settlements, 866 constituent parts, 10 educational and cultural organizations, clarifying and changing the transcription of their names are considered.
In accordance with the conclusion of the Republican Onomastic Commission, a draft resolution "On naming and renaming some educational organizations of the Almaty region" has been developed and, in coordination with the relevant ministries, is sent for consideration to the Government of the Republic of Kazakhstan.

On the basis of the approved algorithm of work "On the administrative-territorial structure of the Republic of Kazakhstan" on renaming the city of Kapshagai to the city of D. Kunaev in accordance with the requirements of current legislation, the protocol of the permanent commission of the Kapshagai city Maslikhat, taking into account the opinion of the population of the relevant territory and the joint decision of local representative and executive bodies, was made.
At the same time, the recommendation documents on renaming the city were sent to the Republican Onomastic Commission for consideration on March 28, 2022 and gave a positive conclusion. Currently, work is underway on legalization.
The implementation of measures to coordinate the work on assigning the name of the newly created region to the Zhetysu by allocating the Almaty region, submission to the Republican Onomastic Commission for consideration are carried out in accordance with the approved algorithm of actions.
Akimat of Almaty region systematically conducts explanatory and methodological assistance on the extent of coverage of visual information in accordance with the norms of the state language and the correctness of writing visual information.
In the first quarter of 2022, 194 studies of visual information media were conducted in the region, 1338 objects were studied. The number of identified shortcomings is 238, of which 142 have been corrected.
