The Department for the Development of Languages of the Almaty region (hereinafter referred to as the Department) in order to implement the Law of the Republic of Kazakhstan «On Languages in the Republic of Kazakhstan» and the state program for the implementation of language policy in the Almaty region for 2020-2025 (hereinafter referred to as the Program) held a number of events.
In order to study the general situation and trends in the development of the language situation in the Almaty region, together with the public association «International Society "Kazak Tili», a sociolinguistic survey was conducted in October-November 2021 among 2,056 respondents (0.1% of the population of the region) in 17 districts and 3 cities of the region (78% of the urban population, 22% of the rural population). As a result, the share of those who speak the state language is 93.5%, the share of those who can read and write in the state language is 90%, 86% who speak Russian, 20.5% who speak English, 19% who are fluent in three languages.
In order to study the language situation, quarterly monitoring of income and expenditure documents of regional and local executive bodies is carried out. In accordance with this, in the region in 2021, the indicator of the use of the state language was 99.5%.
In accordance with the Action Plan for the implementation of the Program in the region from February 10 to March 1, 2021, in order to popularize the Kazakh language among representatives of ethnic groups along with their native language, also mastering the Kazakh language perfectly, expanding its scope in social networks (Instagram Facebook), the challenge «Tilge kurmet –elge kurmet» was organized.
In order to strengthen the activity of the Kazakh language as the language of interethnic communication, representatives of 274 ethnic groups who speak the state language took part and showed activity in this challenge. The participants prepared 3-5 minute videos in the state language in a free format and were widely promoted on social networks.
The winners of the regional contest «State Language and Mass Media», organized in order to promote the state language policy in the mass media, were also determined. In accordance with the rules of the regional competition, a total of 21 applications were submitted from 20 districts, cities of the region in 3 nominations, «Best Article», «Best TV program, best TV story» and «Best website article». The members of the commission, created to determine and evaluate the work of the participants, guided by all the requirements of the rules, made a fair decision. As a result, in the nomination «Best article», the first place was taken by the executive secretary of the district newspaper «Alakol» A. Esenbekov, in the nomination «Best article of the site», the first place was taken by the correspondent of the regional newspaper «Zhetysu» M. Moldagalieva and in the nomination «Best TV program, best TV story», the first place was taken by the head of radio «Zhetysu» E. Aidabosyn.
In order to increase interest in the Kazakh language, Kazakh literature, Kazakh culture through the work of Abai, the regional competition «Abai atyndagy korkemsoz oku sheberleri» was traditionally held among young people aged 17-35 years. In accordance with the rules of the competition, 24 applicants from 16 districts, cities of the region recited an excerpt from Abai's works in the genres of prose and poetry and made videos. As a result, the participant from the city of Taldykorgan A. Aliyeva deservedly took the first place.
The contest «The State language is a symbol of independence», organized in order to expand the scope of the state language, strengthen the functioning of the Kazakh language as a language of interethnic communication, was attended by young people of ethnic groups aged 21 to 35 years who speak the state language. In accordance with the rules of the competition, the participants, having previously submitted information about their place of work or study, a brief overview for the contribution of public work, prepared a short film about the achievements and contribution to the development of the state language. According to the results of the competition, the participant of the Panfilovsky district A. Abdushakirov took the first place and passed to the republican competition.
In order to educate young people of moral values, such as love for the country, honesty, justice, hard work, kindness, honor through reading excerpts from Kazakh poetry, as well as strengthening the activity of the Kazakh language as the language of interethnic communication, the republican campaign «Men kazaksha soileimin» was announced. According to the rules of the campaign, the applicant participating in the campaign must expressively recite by heart one of the poems of his chosen poet about his native land, country and widely spread on social networks with the hashtag #менқазақшасөйлемін 2021. The winners of the promotion are determined by the number of «likes» in these social networks.
In total, 125 participants took part in each district of the region for the entire period, who received not only regional, but also republican prizes.
According to the 1st stage, 65 applicants took part in the campaign, of which 23 candidates were awarded online letters of thanks from the national scientific practical center «Til-Kazyna» named after Sh. Shayakhmetov at the Language Policy Committee of the Ministry of Education and Science of the Republic of Kazakhstan.
According to the 2nd stage, the youth of 41 ethnic groups became more active in the region, 13 applicants were awarded online with the above-mentioned letters of thanks.
18 applicants took part in 3 stages, 7 applicants were awarded with the above-mentioned letters of thanks.
Stage 4 was held among representatives of law enforcement and internal affairs bodies, and the captain of the forensic police of the operational-forensic department of the Karsai district Police Department of the Almaty region Sh. took part in it and was awarded the award Sh. Jalilova.
Also, 27 representatives of ethnic groups of the region were awarded a Letter of Thanks from the Language Policy Committee of the Ministry of Education and Science of the Republic of Kazakhstan for their active participation in this action.
According to the list of events scheduled for June 4 - the Day of the Symbols of the Republic of Kazakhstan, a solemn ceremony of the national anthem of the Republic of Kazakhstan was held with the participation of civil servants of the department and employees of the educational and methodological center «Til» of the Almaty region. A video congratulation was provided by the author of the coat of arms of the Republic of Kazakhstan, the famous architect Zh. Malibekov. At the end of the event in honor of the Day of the State Symbols of the Republic of Kazakhstan, active employees of the department, as well as active citizens of the region were awarded letters of thanks of the department.
On June 23, 2021, in order to systematize terminological work, develop an algorithm for improving the terminological base of the Kazakh language, the Committee on Language Policy of the Ministry of Education and Science of the Republic of Kazakhstan held a republican methodological seminar on the topic «Terminological base: experience and technologies» in an online format. The seminar was attended by specialists of the Department for the development of management languages and heads of the educational and methodological center «Til» of the Almaty region.
In order to inaugurate the 30th anniversary of Independence of the Republic of Kazakhstan, to promote among young people the literary heritage of one of the authors of the National Anthem of the Republic of Kazakhstan, the outstanding poet, writer Zhumeken Nazhimedenov (September 2021), the qualifying stage of the republican art reading contest named Zhumeken Nazhimedenov «Tauelsiz Elime - 30 zhyl!» organized by the Akimat of Atyrau region was held. In Almaty region, 12 applicants aged 18 to 35 years submitted applications, according to the results of which the teacher of the Kazakh language and literature of the IT school-lyceum No. 28 of Taldykorgan M. Ansat received a ticket to the republican competition with dignity defending the honor of our region took the 3rd prize at the republican competition.
The festival of languages «Til – tugyr» was held in Almaty region, dedicated to the 30th anniversary of Independence of the Republic of Kazakhstan and to the holiday of the Day of Languages of the People of Kazakhstan.
In accordance with the plan of events dedicated to the Day of Languages of the People of Kazakhstan, various events were organized within the framework of the festival with the participation of representatives of akimats of districts, cities, state institutions, public organizations.
820 events were held in the region (4 republican, 14 regional, 802 district, urban and rural).
The festival of languages began with the opening of the republican exhibition-contest of artists "TilzhaneTauelsizdik".

The ceremony of cutting the ribbon was attended by the secretary of the regional maslikhat Zh. Zhurgenbayev, Chairman of the Union of Artists of the Republic of Kazakhstan U. Zhubaniyazov, state and public figures, famous linguists O. Asangazy and A. Osman.
The purpose of the contest, held for the first time in the Republic, is to describe the past, present and future of the Kazakh language, which has the status of the state language through the paintings of artists.
109 applicants from all regions of the republic took part in the competition and 164 creative works were collected.
The oldest of the participants was a 66-year-old pensioner of the Tulkubassky district of Turkestan region, the youngest was a 9-year-old student of the city of Zhanaozen, Mangistau region. Among the applicants were such famous artists as Seisenkhan Makhambet, Userbai Shuranov, Marat Abdreyev, winners of international and republican competitions, as well as students of art schools.
The technique of writing the received works from East Kazakhstan, Mangistau, Turkestan, Kostanay, Pavlodar, Aktobe, Almaty regions and the cities of Almaty, Nur-Sultan oil painting, watercolor, grizal, glass, impato and works in the style of decorative and applied art.
The winner of the Grand Prix was awarded to Marat Abdreyev, the first prize was taken by U. Zhubaniyazov. The rest of the winners were awarded in an online format and their names and works were published on Internet resources.
Within the framework of the language festival, on September 22, 2021, a republican round table on the topic «Til – en asyl kundylyk» was held with the participation of well-known public figures in the republic O. Asangazy, A. Osman, Kazakh artist and architect, author of the State Emblem of the Republic of Kazakhstan Zh. Malibekov, Director of the Institute of Linguistics named after A. Baitursynov A. Fazylzhan, Doctor of Philology, Professor G. Anes, executive director of the Republican Methodological Center for the Development of Languages «Til-Kazyna» E. Tleshov and other linguists and linguists of the region.The purpose of this seminar was to read reports of well-known public figures and linguists and to exchange views of participants on the implementation of language policy.
Due to the current sanitary and epidemiological situation, the observance of all security measures was attended by representatives of the intelligentsia, the media, deputy mayors of cities and districts responsible for the social sphere, heads of the Department of Culture and Language Development, specialists responsible for language policy, employees of the language learning center (130 people participated in total through the ZOOM platform).
The event ended with a festive award ceremony on the eve of the Day of Languages of the People of Kazakhstan. Linguists were awarded with the Certificate of Honor of the Akim of Almaty region, the Certificate of Honor of the Ministry of Education and Science of the Republic of Kazakhstan, the Committee on Language Policy of Management.
In order to form an active civic position of young people, a regional debate tournament on the theme «Memlekettik til – Tauelsizdik tiregi» was held. A total of 46 teams (Kazakh League - 32 teams, Russian League – 14 teams) from among college and university students from 17 districts of 3 cities of Almaty region took part in the tournament, which was held in the American–parliamentary format.
On September 22, 2021, informational explanatory work was carried out by the organizer through the ZOOM platform, and on September 23, a qualifying round was held online. As a result, 4 teams from the Kazakh league and 4 teams from the Russian league were selected.
On September 28, the semifinal and final tournaments were held at the Youth Service Center. In accordance with the decision of the judges, the team «Tas zharady» of Zhetysu University named after I. Zhansugurov took the first place in the Kazakh league, the team «Panem» of Suleiman Demirel University of Kaskelen took the first place in the Russian league. Also, other teams recognized as the best were awarded diplomas and valuable prizes
Within the framework of the language festival, a regional contest «Batagoy» was held, dedicated to the popularization of the traditions of blessing, the promotion of national traditions, as well as a lesson-instruction «Til zhane tarbie», dedicated to the transmission of the continuity of traditions from generation to generation. 37 applicants over 35 years of age applied for the competition organized in two directions in the region. According to the rules of the campaign, the applicant participating in the competition must recite by heart the folk blessings distributed among the population of the country and widely spread on social networks with the hashtag #Batagoy2021. On October 40, 2021, the jury held a qualifying round. As a result, K. Suleimenov, K. Talimov, B. Kauysh won in the nomination «Best performer», and in the nomination «Best Batagoy» became R. Otegenov, B. Atageldiev and M. Mykyshev. Also, active participants received incentive management prizes.
Also, within the framework of the language festival, the regional competition «Bar bakytym – kasietti Otanym» was held, dedicated to strengthening the sense of patriotism, developing creative potential, linguistic capital of youth. The competition was organized among students of higher educational institutions of Almaty and Almaty region. In total, 48 students took part in the competition, 44 works in Kazakh and 4 works in Russian were collected. As a result, a student of the Al-Farabi Kazakh National University S. Burlin and a student of the Almaty University of Energy and Communications named after G. Daukeev T. Karashina were awarded the Grand Prix. In addition, 18 students who took an active part in the competition were awarded letters of thanks from the management and cash prizes.
In order to properly design visual information and details, the action «Til tazalygyn saktayyk!» was held. The special feature of the campaign this year is the coverage of three areas and evaluation in these areas.
The first direction is the evaluation of the work of district and city departments of culture and language development during the year, the second direction is the work of linguists who contribute to the preservation of the purity of the language, the third direction is the work of advertising agencies that contribute to the competent writing of visual information and props.
20 districts and cities took part in this competition. The works of each region were analyzed by qualified specialists in accordance with the evaluation criteria specified in the promotion rules. As a result, Alakol, Balkhash, Talgar, Ili districts and the city of Taldykorgan were awarded in the nomination «The best district, city».

On November 19, 2021, together with the A. Baitursynov Institute of Linguistics, a republican training seminar «The language personality of a teacher» was organized and held.
The training seminar, held in Online and offline format, was attended by management staff, representatives of the A. Baitursynov Institute of Linguistics, teachers of the regional educational and methodological center «Til» and the district branch, school teachers of the city of Taldykorgan, media representatives, a total of 69 people.
The purpose of the seminar is the formation of the teacher's speech culture in speech communication. The seminar presented reports of the Director of the Institute of Linguistics named after A. Baitursynov, Ph.D. Fazylzhan, head of the department «Akhmettanu», Ph.D., Professor K. Kuderinova and head of the department «History of Language and Turkology», Ph.D. Seitbekova. At the end of the seminar, the participants were awarded certificates.
On the basis of the approved action plan for 2021 to ensure the celebration of the 175th anniversary of Zhambyl Zhabayev at a high organizational and substantive level, a poetic evening «Zhyr zhazamyn zhuregimnen» was held on December 13, 2021. The purpose of the evening is to foster a sense of patriotism among the younger generation, morality, love for the art of their country, the development of speech culture, and respect for the art of speech through the works of Zhambyl.
The evening was attended by the head of the Department of Culture, Archives and Documentation of the Almaty region T. Gumarov, D. Kuramysov, director of the Almaty Regional Philharmonic named after Suyunbai, director of the KSU «Kogamdykkelisim» J. Bulgakov, writer E. Aydabosyn, singers of the Almaty Regional Philharmonic, media representatives, students of city schools. A documentary about the poet was shown at the evening, many stories and memories were told. Singers sang songs, students read poems by Zhambyl Zhabaev such as «Leningradtykorenim». Also, the participants of the evening watched the literary memorial museum named after Zhambyl Zhabayev through a live broadcast.
In November-December 2021, the department jointly with the regional Department of Education held the regional competition of young zhyrshylars «Zhyr – Zhauhar», aimed at the development of language culture and the promotion of national traditions and art. The purpose of the contest is to develop the genre of the poem, which is part of the national art, to identify and support gifted children.
According to the terms of the competition, at the first stage, the participants filmed a video by reciting an excerpt from the works of Alpamys, Oracty and Koblandybatyr, and at the second stage, the candidates selected at the first stage performed a work of any zhyrshy or batyr on stage.
In total, 146 applications were received for the competition in the region. According to the results of the I stage, 22 applicants passed to the II stage, according to the results of which the first place was taken by zhaszhyrshy A. Muslim of Rayymbek district, the second place was taken by O. Zhakypbek from Talgar district and E. Muslim from Rayymbek district. The third place was taken by students of the Enbekshikazakh district and the city of Taldykorgan. Also, 14 participants were awarded incentive management prizes.
On October 26 of this year, an extraordinary meeting was held at the Palace of Languages on the creation, admission to membership of the Almaty regional branch of the Public Association «International Society «Kazak Tili», election of the chairman of the branch. The meeting also considered the issue of electing delegates from the Almaty region to the VI Kurultai of the public association «International Society «Kazakh Tili», held in Turkestan.
The chairman of the Almaty regional branch of the International Society «Kazakh Tili» was nominated by the deputy editor-in-chief of the Regional newspaper «Zhetisu», the famous poet Amreev Zhumatai Ospanovich, who, in coordination with the regional akimat, was elected chairman of the regional society Kazakh tili. Large-scale work is planned to be carried out in the near future.
In 2021, the number of articles published in regional and city print media related to the use of the state language and its propaganda amounted to 46. Of these, 12 articles were published in the regional newspaper «Zhetysu», 8 articles in the regional newspaper «Lights of Alatau», 20 articles in the socio-political newspaper «Alatau», 6 articles in the city newspaper «Taldykorgan». Also, the number of publications concerning the language situation in social networks (Facebook, Instagram) amounted to 220.
The work of language learning centers
In 2021, the total number of students was 5,196 (of which 1,648 were representatives of government, 2,883 public sector employees, 665 individuals). National composition: 3215 Kazakhs, 1981 representatives of ethnic groups (38%). The number of those who received certificates - 2411, those who received certificates of completion of the course - 2475, those who received reference - 284.
4097 language learners have been enrolled in state language courses. The number of trained groups is 293 (of which 1,193 are government representatives, 2,383 public sector employees, 521 individuals). National composition: 2165 Kazakhs, 1932 representatives of ethnic groups (46%). The number of those who received certificates - 2199, those who received certificates of completion of the course - 1814, those who received reference - 84.
131 students were accepted for Russian language courses. The number of trained groups is 9 (including 57 civil servants, 26 public sector employees, 48 individuals). According to the national composition, all Kazakhs. The number of those who received certificates is 10, those who received certificates of completion of the course - 66, those who received reference - 55.
968 students have been accepted for English language courses. The number of trained groups is 71 (including 398 civil servants, 474 public sector employees and 96 individuals). National composition: 919 Kazakhs, 49 representatives of ethnic groups. The number of those who received certificates - 202, those who received certificates of completion of the course - 595, those who received reference - 145.
One of the effective indicators of the program is aimed at increasing the share of civil servants who speak the state language at an average and high level, providing public services and specialists in other industries, determined through the Kaztestsystem.In 2021, the total number of people tested on the basis of the Kaztest system amounted to 2,637 people. The number of people tested in the locality is 2,376 (including 1,017 civil servants, 1,243 public sector employees, 36 non-governmental sector employees, 80 public service organizations).
In total, 61 people passed certification testing, 38 of them received certificates. 142 people underwent diagnostic testing.
In Instagram Facebook and 342 video lessons have been published on the website of the regional educational center in order to activate the work of the social network (including 213 courses of the state language, 48 courses of the Latin alphabet and 78 courses of English).
In the education and methodological center «Til» of Almaty region, the club «Kazakshasoyleik» was created for representatives of ethnic groups of the region in order to teach spoken Kazakh without grammar, easily and quickly in the shortest time. 569 people (representatives of ethnic groups) were accepted to the club. As part of the implementation of the main goal of the club, teachers of the educational and methodological center «Til» of the Almaty region compiled dictionaries «50-100-150» on the topics «Tamaktanu oryndary», «Azyk-tulik» for representatives of ethnic groups.
This year, on the basis of the Karasai district branch of the educational and methodological center «Til» of the Almaty region, in accordance with the action plan for 2021, a regional field seminar on «New methods and techniques of teaching» was held with the aim of forming a language culture, observing the language norm in oral speech and preventing deviations from the norm of the official style when mastering the state language.
A report on the topic «Functionaldyk tilderdegi normadan auytkular» was made by a teacher of the Al-Farabi Kazakh National University, Ph.D. O. Zhubaeva and a senior lecturer of Suleiman Demirel University, Ph.D. B. Hasen on the topic «Tildik norm zhanezhazba tilde kezdesetin kate koldanystar».
In the second part, a regional competition was held among experts of the state language «TIL – PARASAT» in order to identify young people-representatives of ethnic groups who are fluent in the state language, and to form their positive image. The competition was attended by students from 7 district and city branches of the Almaty region.
In accordance with the plan of events organized within the framework of the festival of languages, an Open Day was organized in the district and city branches of the educational and methodological center «Til», educational lessons and round tables on the topic «TilzhaneTarbie» were held in all cities and districts.
Within the framework of the program, the national scientific and practical center «Til-Kazyna» named after Sh. Shayakhmetov of the Language Policy Committee of the Ministry of Education and Science of the Republic of Kazakhstan organized and conducted online republican seminars on improving the level of teaching the Kazakh language, guided by world practices and the established methodological foundations of teaching the state language on the topic «Author's methodology of teaching the Kazakh language». The seminars were attended by employees and teachers of the educational and methodological center «Til» of the Almaty region and its district and city branches.
From September 8 to 10, 2021, as part of the celebration of the Days of Slavic Writing, planned events were held organized by the educational and methodological center «Til» and its district and city branches (open lesson, informative lesson, dictation, essay contests, seminars, exchange of opinions). In total, about 200 listeners took part in these events in an online format.
Implementation of the «Rukhani zhangyru» program
In order to promote spiritual values and raise the status of the state language, an online contest «Tasz hurekti tilimmen tilimdedim» was organized in honor of the 90th anniversary of the great Kazakh poet Mukagali Makatayev within the framework of the Rukhani Zhangyru program, which was held in two directions. 450 candidates aged 18 to 45 took part in the competition, as a result of which 360 people had the opportunity to participate in the competition. By the decision of the jury M. Yerezhep (Talgar district) he was awarded the Grand Prix in the genre of poetry, and for research articles dedicated to the poet A. Sultangazy (Taldykorgan city) received the Makatayev Grand Prix. In addition, the best works of the participants were published on the official website of the department and in the republican literary and cultural magazine «Mukagali», which provided information support for the competition.
A meeting was held at the Palace of Languages to discuss the project of an improved Kazakh alphabet based on the Latin alphabet. The meeting was attended by philologists of the university, teachers of the Kazakh language and literature of regional schools, teachers and methodologists of the educational and methodological center «Til» and its branches, employees of the department, as well as representatives of the media. The meeting was opened by the head of the Department for the Development of Languages of the Almaty region, Bolat Kerimbek. To explain the project of the improved Kazakh alphabet based on the Latin alphabet, 22 seminars were organized in the region, which were attended by 785 people. During the meeting, the spelling rules of the Kazakh language were analyzed and the draft of an improved Kazakh alphabet based on the Latin alphabet was discussed. Most of the participants noted that it is difficult to distinguish between the letters «Іі» and «Йй». Also, the participants noted that the project of the improved Kazakh alphabet is convenient to use, since it is rational on the principle of one sound, one letter.
In addition, on February 5, 2021, a trial session was held in an online format in order to identify optimized, pros and cons of diacritics in writing and reading and to get acquainted with the improved alphabet project. The trial session was attended by specialists-philologists of higher educational institutions, teachers of the Kazakh language and literature of regional schools, primary school teachers, teachers and staff of the training center, who completed individual diacritics tasks on reading and writing the improved Kazakh alphabet and exchanged their opinions.
The Department, together with the Almaty regional branch of the Union of Writers of Kazakhstan, the Zhetysu Literary Club «Janr» and the International Society «Kazakh Tili», within the framework of the program «Rukhani Zhangyru» and for the 30th anniversary of Independence of the Republic of Kazakhstan, in order to promote spiritual values, foster patriotism of youth, promote the development of literature and improve the status of the state language, the winners of the contest «Til-gumyr» for the prize of Akim of Almaty region «Ak kauyrsyn» were awarded. 65 applicants participated in the competition in the genres of prose and poetry (48 applications were accepted in the genre of poetry, 17 in the genre of poetry). The winners in the genre of prose were R. Turganbayev (the city of Taldykorgan), in the genre of poetry A. Sultangazy (the city of Taldykorgan).
In order to form a culture of reading books and encourage civil servants to read, in June 2021, on the Day of the Civil Servant, an online competition "Zhetysu – the land of book lovers" was organized. The competition was held among civil servants of the region. According to the rules of the competition, the participant must read one book he likes from among the fiction, historical, motivational books he has read or from the list specified in the rules of the competition, then prepare a video with an impression and a summary of the book. The number of civil servants who took part in the competition is 40. The winner of the first place, who read the book in Kazakh, was B. Tarakov and the winner of the first place, who read the book in Russian, was M. Bekkulova.
Also, this competition was held in November 2021 among students and adults of the region. According to the terms of the competition, which consists of two stages, applicants at the first stage at a certain time read 2 books and passed the test through the Telegram application. The candidates who passed the test following the results of the first stage were admitted to the second stage. At this stage, the participants answered questions about the books they had read, choosing cells based on the ZOOM platform. Russian Russian registered a total of 401 participants (of which 296 adults were registered in Kazakh, 32 were registered in Russian, 58 students were registered in Kazakh, 15 were registered in Russian).
In two stages, 3 book lovers took the first place, 6 participants took the second place. And the prize III place was taken by 11 participants. 35 participants received cash prizes with letters of appreciation from the management. Akimat of Taldykorgan (99 people), Talgar district (64 people), Balkhash, Aksu district (40 people), Ili district (39 people), Sarkand district (24 people) also took an active part.
Onomastic situation in the region
One of the priorities of the program is the ordering of onomastic issues.
Currently, the work on naming and renaming onomastic objects is carried out in accordance with the lists «Historical persons», «Names of physical and geographical places», «Traditional names», approved in order to form a universal historical consciousness on the basis of the instruction of the Presidential Administration of the Republic of Kazakhstan (No. 19-32-20.357 dated 27.09.2019).
At the same time, 60 administrative-territorial units (districts, rural districts, villages), 3103 constituent parts (streets, avenues, parks, etc.), 120 educational institutions and 2 cultural centers are named after historical figures in the region. That is, of the 345 historical figures listed in the list, 291 are named (according to information for 2020).
In addition, 6665 administrative-territorial units and constituent parts on the territory of the region are named after historical figures (5 districts, 39 rural districts, 83 settlements, 6538 streets), 1817 in honor of physical and geographical names (14 districts, 181 rural districts, 355 settlements, 1267 streets), 1993 in honor of traditional names (1 district, 22 rural districts, 82 settlements, 1888 streets).
In accordance with the rules approved by the Decree of the Government of the Republic of Kazakhstan dated February 24, 2014 No. 138, a meeting of the local community was held on the naming and renaming of the constituent parts of the Uygur district and Aksu district and on the basis of the voting results:
Kintal Islamov Street belonging to the village of Shonzhi of the Uygur district was renamed to Al-Farabi Street, Nurshidin Appazov Street to Abaya Street, Abdulla Rozybakiev Street to Mukagali Makatayev Street;
the new streets located in the north-western part of the village of Shonzhi in the Uygur district are named after Kintal Islamov, Abdulla Rozybakiev, Nurshidin Appazov;
the new streets located in the eastern part of the village of Zhansugurova of the Aksu district are named after Boribai batyr, Kazhimkan Masimov.
To date, decisions (NPA) of local executive bodies (rural districts) have been made on these components and an opening ceremony has been held.
In 2021, in accordance with the requirements of the current legislation, by the decree of the Government of the Republic of Kazakhstan, 1 library and 12 educational institutions were named after historical figures Al-Farabi, Abai Kunanbayev, Ybyray Altynsarin, Bauyrzhan Momyshuly, Akhmet Baitursynuly and Dinmukhamed Kunayev.
Currently, the ungrammatical nature of outdoor advertising texts and visual information is one of the most pressing problems not only in the field of onomastics, but also in society, which is often criticized. In our society there are shortcomings in the spelling, lexical meaning of the state language. In our region, there are also ads with incomprehensible meaning, translated from Russian into Kazakh verbatim and directly. In this regard, in order to prevent these violations and monitor their registration in accordance with the requirements of the legislation, work is being carried out to study them.
We have also established close relations with representatives of advertising agencies. That is, through the Whatsapp network, advice is given on the competent writing of the advertising text and the correct option is approved.
In July, August, September 2021, 452 events were held to clarify Article 21 of the Law on Languages, 620 research works were carried out (2,574 objects were covered). As a result, 364 non-compliant with the requirements of the Law on languages were identified (149 shortcomings were eliminated, 193 were corrected).
In addition, 113 individuals and legal entities received consultations on the proper design of visual information and details. 90 samples of advertising have been officially approved.
On November 5, 2021, the republican seminar «Issues of regional Onomastics» was held at the Palace of Languages. The seminar was held by the Chairman of the Culture Committee of the Ministry of Culture and Sports of the Republic of Kazakhstan Akan Abdualiyev.
The seminar considered methodological recommendations on the organization of onomastic work in the Republic of Kazakhstan, a roadmap for renaming settlements and their constituent parts with ideologically outdated names for 2022-2025 and an updated list of «Historical figures».

The event was attended by deputy akims of the districts of the region and heads of departments of culture and language development. In addition, the heads of departments in the field of onomastics of akimats of Almaty, Zhambyl, Kyzylorda, Turkestan regions and the cities of Almaty and Shymkent exchanged views on one of the most pressing issues of society – onomastics.
