RULES OF the regional debate tournament "The State language is a symbol of Independence"

  1. General provisions

The Department for the Development of Languages of the Almaty region (hereinafter referred to as the Department), together with the Department for Youth Policy of the Almaty region, are announcing a regional debate tournament "The State language is a symbol of Independence" among students of universities and colleges of the Almaty region for the 30th anniversary of Independence of the Republic of Kazakhstan and the Day of Languages of the People of Kazakhstan, in order to promote spiritual values, educate patriotism of young people, improve the status of the state language.

  1. The order of the tournament organization
    • The organizer of the tournament is the Department for the Development of Languages of the Almaty region, the Department for Youth Policy of the Almaty region.
    • The announcement of the tournament is published in the mass media and posted on the Internet resource of the Departments
      (https://www/gov/kz/memleket/entities/zhetysutil?Instagram, Facebook).
  1. Tournament Conditions
    • The tournament will be attended by students of universities and colleges from 17 districts and 3 cities of the region (1 team in Kazakh, 1 team in Russian).
      2. The debate tournament will be held according to the APF (Parliamentary debates in the American format)
      3.3. Eachteamconsistsof 2 players.
      3.4. The electronic version of the application (in the form according to the annex) is accepted until September 20, 2021.

  • A judging panel is created for the tournament. The approval of the composition of the judging panel and the rules of their work are approved by the organizers of the tournament.

  2. This Chamber proposes a mechanism for improving the state program for the implementation of language policy in the Republic of Kazakhstan for 2020-2025 (the topic of the final);
    2. This Chamber proposes mechanisms for the effective implementation of the Law of the Republic of Kazakhstan "On Languages in the Republic of Kazakhstan "(topic of the semi-final);
    3. This Chamber offers a model for the effective implementation of the Latin Reform;
    4. This chamber offers mechanisms for regulating the details and visual information;
    5. This Chamber proposes a mechanism for the unification of national terminology.
  1. Tournament results

6.1. The winners of the tournament, in accordance with the decision of the judges, are awarded I, II, III places and in the categories "Best Speaker", "Best Orator". The teams that took part will also be awarded with special diplomas and letters of thanks.

Prize fund:

The organizer provides the following types of encouragement of works presented at the tournament:

Cash reward

I place – 100 000 tenge

II place – 80 000 tenge

III place – 50 000 tenge
Incentive prizes – 30 000 tenge

Nomination "Best speaker" - 30 000 tenge

Nomination Best orator" - 30 000 tenge

  1. Time and place of the event

      7.1 On September 22, 2021, information and explanatory work will be held through the ZOOM platform.
7.2. On September 23, 2021, the qualifying stage will be held through the ZOOM platform.
7.3. On September 28, 2021, the semifinal, final and award ceremony will be held in the GU "Department for Youth Policy of the Almaty region" (Taldykorgan city, 7 mkr., Kunaev Street No. 47) in an offline format.
