The Department for the Development of Languages of the Almaty region (hereinafter – the Department) in order to implement the Law of the Republic of Kazakhstan "On Languages in the Republic of Kazakhstan" and the state program for the implementation of language policy in the Almaty region for 2020-2025 (hereinafter – the Program) held a number of events.
In order to study the language situation, quarterly monitoring of income and expenditure documents of regional and local executive bodies is carried out. In accordance with this, in the region for the first half of 2021, the indicator of the use of the state language was 99.5%.

In his article "Tauelsizdik barinen kymbat", Head of State Kassym-Jomart Tokayev said: "Knowledge of the state language is the duty of every citizen of Kazakhstan. We can say that this is a task ... ".In this regard, the department organized a round table on the topic "Development of colloquial speech of preschool children".The round table was attended by employees of the Taldykorgan city Educational and Methodological center, methodologists of the city department of education, heads of kindergartens, teachers of the Kazakh language and employees of the department.A. Bakradenova, Candidate of Pedagogical Sciences, associate Professor, professor of the Department of Teaching Methods and Education of Zhetysu University named after I. Zhansugurov, specially invited to the meeting, made a report on the formation of a child's oral speech in the Kazakh language, which is the main goal of teaching the state language in the preschool period.At this meeting, teachers and heads of kindergartens got acquainted with the samples of A. Bakradenova's lessons on topics classified by the module and methodological instructions necessary for the formation and development of the Kazakh speech of children and exchanged their opinions.In accordance with the Action Plan for the implementation of the Program in the region from February 10 to March 1, 2021, in order to popularize the Kazakh language among representatives of ethnic groups along with their native language, also mastering the Kazakh language perfectly, expanding the scope of its application in social networks(Instagram Facebook), the challenge "Tilge kurmet – yelge kurmet"was organized.
In order to strengthen the activity of the Kazakh language as the language of interethnic communication, representatives of 274 ethnic groups who speak the state language took part in this challenge and showed activity. The participants prepared 3-5-minute videos in the state language in a free format and were widely promoted on social networks.
The winners of the regional competition "State Language and Mass Media", organized in order to promote the state language policy in the mass media, were also determined.In accordance with the rules of the regional competition, a total of 21 applications were submitted from 20 districts and cities of the region in 3 categories, "Best article", "Best TV program, best TV story" and "Best website Article".The members of the commission, created to determine and evaluate the work of the participants, guided by all the requirements of the rules, made a fair decision.As a result, the executive secretary of the district newspaper "Alakol" A. Esenbekov took the first place in the nomination "Best article", the correspondent of the regional newspaper "Zhetysu" M. Moldagalieva took the first place in the nomination "Best TV program, best TV story", the head of radio "Zhetysu" E. Aidabosyn took the first place in the nomination "Best article of the site". The winners of the contest passed to the republican contest.
In order to increase interest in the Kazakh language, Kazakh literature, Kazakh culture through the work of Abai, the regional competition "Abai atyndagy korkemsoz oku sheberleri" was traditionally held among young people aged 17-35 years.In accordance with the rules of the competition, 24 applicants from 16 districts and cities of the region read by heart an excerpt from Abai's works in the genres of prose and poetry and made videos. As a result, Taldykorgan A. Aliyeva took the first place with dignity.
The competition "The State language is a symbol of independence", organized in order to expand the scope of the state language, strengthen the functioning of the Kazakh language as a language of interethnic communication, was attended by young people of ethnic groups aged 21 to 35 years who speak the state language.In accordance with the rules of the competition, the participants, having previously submitted information about their place of work or study, a brief overview for the contribution of public work, prepared a short film about their achievements and contribution to the development of the state language. According to the results of the competition, the participant of the Panfilovsky district, A. Abdushakirov, took the first place and passed to the republican competition.
In order to educate young people of moral values, such as love for the country, honesty, justice, hard work, kindness, honor through reading excerpts from Kazakh poetry, as well as strengthening the activity of the Kazakh language as the language of interethnic communication, the republican campaign "Men Kazaksha soileimin"was announced.According to the rules of the campaign, the applicant participating in the campaign must expressively recite one of the poems of his chosen poet about his native land, country (the duration should not exceed 2 minutes) and widely distribute it on social networks with the hashtag #менқазақшасөйлемін 2021.
A total of 1 stage of the campaign, consisting of 5 stages (stage 1 among schoolchildren of grades 5-8, stage 2 among students of grades 9-10, stage 3 among university students, stage 4 among adults, stage 5 law enforcement officers) 65 applicants from the Almaty region took part.As a result, L. Sharipova, a student of the 7th grade of the Karasai district, was awarded the Grand Prix in the republic. Also, the 1st place was taken by I. Ibragimova, a student of the 7th grade of the Karasay district.At the same time, representatives of 27 ethnic groups of the region were awarded a letter of thanks from the Committee on Language Policy of the Ministry of Education and Science of the Republic of Kazakhstan for their active participation in this action.
According to the list of events scheduled for June 4 – the Day of Symbols of the Republic of Kazakhstan, a solemn ceremony of performing the national anthem of the Republic of Kazakhstan was held with the participation of civil servants of the department and employees of the educational and methodological center "Til" of the Almaty region.A video greeting was presented by the author of the coat of arms of the Republic of Kazakhstan, the famous architect Zh.Malibekov. At the end of the event in honor of the Day of State Symbols of the Republic of Kazakhstan, active employees of the department, as well as active citizens of the region, were awarded letters of thanks from the department.
On June 23, 2021, in order to systematize terminological work, develop an algorithm for improving the terminological base of the Kazakh language, the Committee on Language Policy of the Ministry of Education and Science of the Republic of Kazakhstan held a republican methodological seminar on the topic "Terminological base: experience and technologies"in an online format. The seminar was attended by specialists of the Department for the development of management languages and heads of the educational and methodological center "Til" of the Almaty region.
In the first half of 2021, the number of articles published in regional and city print media related to the use of the state language and its propaganda amounted to 20. Of these, 5 articles were published in the regional newspaper "Zhetysu", 2 articles in the regional newspaper "Lights of Alatau", 10 articles in the socio-political newspaper "Alatau", 3 articles in the city newspaper "Taldykorgan". Also, the number of publications related to the language situation in social networks (Facebook, Instagram)was 179.
The work of language training centers
For the first half of 2021, the total number of students was 3,291 (989 of them were representatives of state, 1918 employees of the public sector, 384 individuals).National composition: 1935 Kazakhs, 1356 representatives of ethnic groups. The number of those who received certificates - 1606, those who received certificates-1460, those who received certificates-199.
2596 language learners were enrolled in the state language training courses. The number of trained groups is 161 (711 of them are representatives of state, 1585 employees of the public sector, 300 individuals). National composition: 1270 Kazakhs, 1326 representatives of ethnic groups (51%). The number of those who received certificates - 1394, those who received certificates-1141, those who received certificates-61.
79 students were accepted for Russian language courses. The number of trained groups is 5 (including 33 civil servants, 18 public sector employees, 28 individuals). According to the national composition, all Kazakhs. The number of those who received certificates - 10, those who received certificates-40, those who received certificates-29.
616 students were accepted for English language courses. The number of trained groups is 53 (including 245 civil servants, 315 public sector employees and 56 individuals). National composition: 586 Kazakhs, 30 representatives of ethnic groups. The number of those who received certificates - 202, those who received certificates-279, those who received certificates-109.
One of the effective indicators of the program is aimed at increasing the share of civil servants who speak the state language at an average and high level, who provide public services and specialists in other industries, determined through the Kaztest system.In the first half of 2021, the total number of people tested on the basis of the Kaztest system was 1,563 (627 of them were civil servants, 829 public sector employees, 29 non-state sector employees, 78 public service organizations ).
In order to implement the Action Plan for the celebration of Nauryz meirama of the Almaty region on the implementation of the concept based on the article of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev "Independence is the most expensive" on March 18, 2021, a comprehensive event "Bak berekem, kut merekem – az Nauryz" was organized online with the participation of students of the district, city branch of the educational and methodological center "Til"of the Almaty region.The festive event was attended by 122 students from 17 district and 2 city branches, including 87 representatives of ethnic groups.At this ideologically significant event, the participants read poems, sang songs, demonstrated their national traditions and customs, and as a result, the winners were determined by self-assessment.As a result, in the nomination "Nurga malyp kanatyn, keldi mine, zhana kun!" prepared by 6 listeners of the Enbekshikazakh district was recognized as the best song of the holiday, and the performances of 8 listeners of the Kapshagai city branch on the theme "Nauryz duman-besik toy" were recognized as the best, since their manifestation was rich in cognitive character.The performances of the listeners of the Alakol, Sarkand, Kerbulak, Karatal, Uyghur, Panfilov, Enbekshikazakh, Balkhash district branches and the city of Kapchigai were also highly appreciated. At the end of the event, representatives of ethnic groups who have preserved the traditions of the Kazakh lands gladly expressed their words of gratitude and congratulations.
On March 19, 2021, in order to clarify the state language proficiency, preserving the purity of the language and the formation of language culture, the training center organized a competition on the topic "Kazakshan Kalay?".141 people took part in the competition, including 113 representatives of ethnic groups.At the first stage of this competition, consisting of 4 stages, the participant presents information about himself and his place of work, in the 2nd stage, entitled "pictures speak", participants compose a small text based on a given image, at the 3rd stage, entitled "We ask, we answer", questions of a thematic and cognitive quiz were asked, and at the 4th stage, “A Journey into the world of Grammar” consisted of questions on the grammar of the Kazakh language.The results of the competition were announced and the winners were awarded.
In April 2021, in order to expand the scope of the state language among representatives of ethnic groups, a challenge "Til mereyi – el mereyi" was organized on the social network dedicated to the Day of Unity of the People of Kazakhstan. The students of the educational and methodological center "Til" of the Almaty region and its district and city branches took an active part in this challenge.
Within the framework of the program, the national scientific and practical center "Til-Kazyna" named after Sh.Shayakhmetov of the Language Policy Committee of the Ministry of Education and Science of the Republic of Kazakhstan organized and conducted republican seminars on improving the level of teaching the Kazakh language in an online format, guided by world practices and the established methodological foundations of teaching the state language on the topic "Author's methodology of teaching the Kazakh language".The seminars were attended by employees and teachers of the educational and methodological center "Til" of the Almaty region and its district and city branches.
Implementation of the "Rukhani Zhangyru"program
A meeting was held at the Palace of Languages to discuss the project of an improved Kazakh alphabet based on the Latin alphabet. The meeting was attended by philologists of the university, teachers of the Kazakh language and literature of regional schools, teachers and methodologists of the educational and methodological center "Til" and its branches, employees of the department, as well as representatives of the media.The meeting was opened by the head of the Department for the Development of Languages of the Almaty region, Bolat Kerimbek. To explain the project of the improved Kazakh alphabet based on the Latin alphabet, 22 seminars were organized in the region, which were attended by 785 people.During the meeting, the spelling rules of the Kazakh language were analyzed and the draft of an improved Kazakh alphabet based on the Latin alphabet was discussed. Most participants noted that it is difficult to distinguish between the letters «Іі» and «Йй».Also, the participants noted that the project of the improved Kazakh alphabet is convenient to use, since it is rational on the principle of one sound, one letter.
In addition, on February 5, 2021, a trial lesson was held in an online format in order to identify optimized, pros and cons of diacritics in writing and reading and get acquainted with the improved alphabet project.The trial session was attended by specialists-philologists of higher educational institutions, teachers of the Kazakh language and literature of regional schools, primary school teachers, teachers and staff of the training center, who completed individual diacritics tasks on reading and writing the improved Kazakh alphabet and exchanged their opinions.
The Department, together with the Almaty regional branch of the Union of Writers of Kazakhstan, the Zhetysu literary Club "Janr" and the International Society "Kazakh tili", within the framework of the program "RukhaniZhangyru" and for the 30th anniversary of Independence of the Republic of Kazakhstan, in order to promote spiritual values, foster patriotism of young people, promote the development of literature and improve the status of the state language, the winners of the "Til - Gumyr" competition for the prize of the akim of the Almaty region "AkKauyrsyn"were awarded.65 applicants participated in the competition in the genres of prose and poetry (48 applications were accepted for the genre of poetry, 17 for the genre of poetry). The winners in the genre of prose were R. Turganbayev (the city of Taldykorgan), in the genre of poetry A. Sultangazy (the city of Taldykorgan).
In order to form a culture of reading books and encourage civil servants to read, a competition "Zhetysu-the land of Book lovers"was organized online in June 2021 for the 30th anniversary of Independence of the Republic of Kazakhstan and on June 23 for the Day of a Civil servant.The competition was held among civil servants of the region. According to the rules of the contest, the participant must read one book that he likes from among the fiction, historical, motivational books he has read or from the list specified in the rules of the contest, then prepare a video (the time of which does not exceed 2-3 minutes) with a summary of the impressions and brief contents from the book.The number of civil servants who took part in the competition is 40 (from the administration of the akimat – 13 participants, from the akimats of districts and cities – 27 participants).The winner of the first place, who read the book in Kazakh, was B. Tarakov (chief specialist of the Department of Industrial Safety in the Almaty region of the Committee for Emergency Situations of the Republic of Kazakhstan) and the winner of the first place, who read the book in Russian, was M. Bekkulova (chief specialist of the Prevention and Integrity Department of the Anti-Corruption Agency of the Republic of Kazakhstan (anti-Corruption service) in the Almaty region).
Onomastic situation in the region
One of the priority areas of the program is the ordering of onomastic issues.
Currently, the work on naming and renaming onomastic objects is carried out in accordance with the lists "Historical persons", "Names of physical and geographical places", "Traditional names", approved in order to form a universal historical consciousness on the basis of the instruction of the Presidential Administration of the Republic of Kazakhstan (No. 19-32-20.357 of 27.09.2019).
At the same time, 60 administrative-territorial units (districts, rural districts, villages), 3103 constituent parts (streets, avenues, parks, etc.), 120 educational institutions and 2 cultural centers are named after historical figures in the region. That is, out of 345 historical figures listed in the list, 291 are named (according to information for 2020).
In addition, 6665 administrative-territorial units and constituent parts on the territory of the region are named after historical figures (5 districts, 39 rural districts, 83 settlements, 6538 streets), 1817 in honor of physical and geographical names (14 districts, 181 rural districts, 355 settlements, 1267 streets), 1993 in honor of traditional names (1 district, 22 rural districts, 82 settlements, 1888 streets).
In accordance with the rules approved by the Decree of the Government of the Republic of Kazakhstan dated February 24, 2014 No. 138, a meeting of the local community was held on the naming and renaming of the constituent parts of the Uygur district and Aksu district and on the basis of the voting results:
KentalaIslamova Street belonging to the village of Shonji in the Uyghur district was renamed to Al-Farabi Street, NurshidinAppazov Street to Abaya Street, Abdulla Rozybakiev Street to MukagaliMakatayev Street;
the new streets located in the north-western part of the village of Shonzhy of the Uygur district are named after KentalIslamov, Abdulla Rozybakiev, NurshidinAppazov;
the new streets located in the eastern part of the village of Zhansugurov of the Aksu district are named after Boribaibatyr, KazhimkanMasimov.
To date, decisions (NPA) of local executive bodies (rural districts) have been made on these components and a solemn opening ceremony has been held.
In 2021, in accordance with the requirements of the current legislation, by the decree of the Government of the Republic of Kazakhstan, 1 library and 12 educational institutions were named after historical figures Al-Farabi, AbayKunanbayev, YbyrayAltynsarin, BauyrzhanMomyshuly, AkhmetBaitursynuly and DinmukhamedKunayev.
