The Department for the Development of Languages of the Almaty Region (hereinafter referred to as the Department) in order to implement the Law of the Republic of Kazakhstan and the state program for the implementation of the language policy in the Almaty Region for 2020-2025 (hereinafter referred to as the Program), a special action plan has been developed in the region. The main objective of this program is to expand the scope of the state language, which includes such sections as "Strengthening the role of the state language as a language of interethnic communication", "Modernization of the Kazakh language based on the Latin alphabet", "Development of the language capital of citizens of Kazakhstan".
In order to study the language situation, quarterly monitoring of the receipt and expenditure documents of regional and local executive bodies is carried out. In accordance with this, in the region in the first quarter of 2021, the use of the state language was 99.5%.
In order to promote spiritual values and improve the status of the state language within the framework of the Rukhani Zhagyru program in honor of the 90th anniversary of the great Kazakh poet Mukagali Makatayev, 2021 was opened with the online competition “Tas zhurekti tilimmen tilimdedim”.
The competition, which was held in two directions, was attended by 450 candidates aged 18 to 45 years old, as a result of which 360 people had the opportunity to take part in the competition. By the decision of the jury consisting of famous writers, Maksat Erezhep (Talgar region) was awarded the Grand Prix in the genre of poetry, and for research articles dedicated to the poet M. Makatayev, Asyl Sultangazy (Taldykorgan city) received the Grand Prix. In addition, the best works of the participants were published on the official website of the department and in the republican literary and cultural magazine "Mukagali", which provided information support for the competition.
In his article “Tauelsizdik barinen Kymbat,” the head of the State, Kassym-Jomart Tokayev, said: “Knowledge of the state language is the duty of every citizen of Kazakhstan. We can say that this is a task ...”. In connection with this, the department organized a round table on the topic "Development of colloquial speech in preschool children." The round table was attended by employees of the Taldykorgan city educational and methodological center, methodologists of the city and regional departments of education, heads of kindergartens, teachers of the Kazakh language and employees of the department. Specially invited to the meeting, Candidate of Pedagogical Sciences, Associate Professor, Professor of the Department of Teaching and Education Methods of Zhetysu University named after I. Zhansugurov A. Bakradenova made a presentation on the formation of the child's oral speech in the Kazakh language, which is the main goal of teaching the state language in the preschool period. At this meeting, teachers and heads of kindergartens got acquainted with samples of A. Bakradenova's lessons on topics, classified module and methodological instructions necessary for the formation and development of the Kazakh speech of children and exchanged their views. In accordance with the Action Plan for the implementation of the State Program for the Implementation of Language Policy in the Republic of Kazakhstan for 2020-2025, the challenge "Tilge Kurmet - Elge Kurmet"was organized in the region from February 10 to March 1, 2021 in order to popularize the Kazakh language among representatives of ethnic groups along with their native language, as well as to master the Kazakh language perfectly, expand the scope of its use in social networks (Instagram Facebook).
In order to strengthen the activity of the Kazakh language as a language of interethnic communication, representatives of 274 ethnic groups who know the state language took part and were active in this challenge. The participants prepared 3-5 minute videos in the state language in a free format and were widely promoted on social networks. In the first quarter of 2021, the number of articles published in regional and city printed publications related to the use of the state language and its promotion was 15. Of these, 5 articles were published in the regional newspaper "Zhetysu", 2 articles in the regional newspaper "Ogni Alatau", 6 articles in the socio-political newspaper "Alatau", 2 articles in the city newspaper "Taldykorgan". Also, the number of publications in social networks (Facebook, Instagram), related to the language situation was 120.
Work of language training centers
In the first quarter of 2021, 1157 language learners were enrolled in state language courses. The number of groups is 77, including 282 representatives of the state, 726 employees of the public sector, 149 individuals. National composition: 559 Kazakhs, 598 representatives of ethnic groups (51%).
41 students were accepted for the Russian language courses. The number of groups is 2, including 13 civil servants, 13 public sector employees, and 15 individuals.
298 students were accepted for the English language courses. The number of groups is 21, including 111 civil servants, 160 public sector employees and 27 individuals. National composition: 287 Kazakhs, 11 representatives of ethnic groups. One of the effective indicators of the program is aimed at increasing the proportion of civil servants who speak the state language at an average and high level, provide public services and specialists in other industries, determined through the Kaztest system. In the first quarter of 2021, the total number of those who passed testing based on the Kaztest system was 365 people. In order to implement the Action Plan for the celebration of Nauryz Meiramy of Almaty region on the implementation of the concept based on the article of the President of the Republic of Kazakhstan Kassym-Jomart Kemeluly Tokayev "Independence is the most expensive" on March 18, 2021, a comprehensive event "Bak berekem, kut merekem – az Nauryz" was organized online with the participation of students of the district, city branch of the educational and methodological center "Til"of Almaty region. The festive event was attended by 122 students from 17 district and 2 city branches, including 87 representatives of ethnic groups. At this ideologically significant event, the participants read poems, sang songs, demonstrated their national traditions and customs, and as a result, the winners were determined by self-assessment. As a result, in the nomination "Nurga malyp kanatyn, keldi mine, zhana kun!" prepared by 6 listeners of the Enbekshikazakh district was recognized as the best holiday song, and the performances of 8 listeners of the Kapshagai city branch on the theme "Nauryz duman-besik toy" were recognized as the best, as their manifestation was rich in cognitive character. The performances of the listeners of the Alakol, Sarkand, Kerbulak, Karatal, Uygur, Panfilov regional branches were also highly appreciated. At the end of the event, representatives of ethnic groups who have preserved the traditions of the Kazakh lands gladly expressed their gratitude and congratulations.
On March 19, 2021, in order to clarify the state language proficiency, preserve the purity of the language and form a language culture, the training center organized a competition on the topic "Kazakshan Kalai?". The competition was attended by 141 people, including 113 representatives of ethnic groups. At the first stage of this competition, consisting of 4 stages, the participant presents information about himself and his place of work, at the 2nd stage, under the title "pictures speak", the participants compose a small text based on a given image, at the 3rd stage, under the title "We ask, we answer", the questions of a thematic and cognitive quiz were asked, and at the 4th stage," Journey to the world of grammar " consisted of questions devoted to the grammar of the Kazakh language. According to the results of the competition, friendship won under the motto "Language - the bridge of friendship". In addition, in the period from March 18 to 19, 2021 educational and methodological centers organized a number of events, such as the thematic and intellectual competition "Nauryz Koshbashy" (Taldykorgan city), the exhibition "Nauryz Duman-besik toy" (Kapchigai city), the competition for expressive reading "Ulys kuni" (Sarkan district), the music program "Nurga malyp kanatyn, Keldi mine, Zhana kun" (Enbekshikazakh district), educational and thematic program "Armysyn, az Nauryz" (Balkhash district).
Implementation of the "Rukhani Zhangyru" program
A meeting was held in the Palace of Languages to discuss the project of an improved Kazakh alphabet based on the Latin alphabet.
The meeting was attended by philologists of the University, teachers of the Kazakh language and literature of regional schools, teachers and methodologists of the educational and methodological center "Til" and its branches, employees of the department, as well as representatives of the media.The meeting was opened by the head of the Department for the Development of Languages of Almaty region Bolat Kerimbek. To explain the project of the improved Kazakh alphabet based on the Latin alphabet, 22 seminars were organized in the region, which were attended by 785 people. During the meeting, the spelling rules of the Kazakh language were analyzed and the draft of the improved Kazakh alphabet based on the Latin alphabet was discussed. Most participants noted that it was difficult to distinguish between the letters «Іі» and «Йй». Also, the participants noted that the project of the improved Kazakh alphabet is convenient to use, as it is rational on the principle of one sound, one letter.
In addition, on February 5, 2021, a trial session was held in an online format to identify optimized, pros and cons of diacritics in writing and reading, and to familiarize yourself with the improved alphabet project. The trial session was attended by specialists-philologists of universities, teachers of the Kazakh language and literature of regional schools, primary school teachers, teachers and employees of the training center, who completed individual diacritics tasks on reading and writing the improved Kazakh alphabet and exchanged their opinions.
Onomastic situation in the region
One of the priorities of the state program for the development and functioning of languages is the ordering of onomastic issues.
At present, the work on the naming and renaming of onomastic objects is carried out in accordance with the lists of "Historical persons", "Names of physical and geographical places", "Traditional names", approved in order to form a general historical consciousness on the basis of instructions from the Administration of the President of the Republic of Kazakhstan (No. 19-32-20.357 dated September 27, 2019).
At the same time, 60 administrative-territorial units (districts, rural districts, villages), 3103 constituent parts (streets, avenues, parks, etc.), 120 educational institutions and 2 houses of culture are named after historical figures in the region. That is, of the 345 historical figures listed in the list, 291 are named (according to information for 2020).
In addition, 6665 administrative-territorial units and constituent parts on the territory of the region are named in honor of historical figures (5 districts, 39 rural districts, 83 settlements, 6538 streets), 1817 in honor of physical and geographical names (14 districts, 181 rural districts, 355 settlements, 1267 streets), 1993 in honor of traditional names (1 district, 22 rural districts, 82 settlements, 1888 streets).
In 2021, in accordance with the requirements of the current legislation, by the decree of the Government of the Republic of Kazakhstan, 8 educational institutions were named after such historical figures as Al-Farabi, Abay, Bauyrzhan Momyshuly and Akhmet Baitursynuly.
