In 2020, the Department for the Development of Languages of the Almaty Region (hereinafter referred to as the Department) carried out certain work on the implementation of the Law of the Republic of Kazakhstan "On languages in the Republic of Kazakhstan" and the state program (hereinafter referred to as the Program) on the implementation of language policy in the Republic of Kazakhstan for 2020-2025.
All the indicators planned in the regional plan for the implementation of the State Program on the Implementation of the Language Policy in the Republic of Kazakhstan for 2020-2025 were successfully implemented.
To determine the language situation in the region, the «Til-Kie» innovation Center conducted a social and linguistic survey among 3,000 respondents in 17 districts and 3 cities of the region. The national composition of respondents was: Kazakhs 92.9%, Russians 4.2%, representatives of ethnic groups 2.9%, civil servants 26.3%, employees of the budget organization 48.5%, employees of public services 11.4%, others 13.8%. In accordance with the target indicator of the State Program, the share of those who speak the state language is 92.5%, the share of those who can read and write in the state language is 90.5%, who speak English 27.6%, who are fluent in three languages 18%, the share of those wishing to study the Latin script of Kazakh language is 96.3%.
In order to study the language situation, quarterly monitoring of the document circulation of regional and local executive bodies is carried out. As a result, the indicator of the use of the state language at the end of the year in the region was 99.5%.
Currently, the educational and methodological center "Til" and its 19 district and city branches operate in the region. In 2020, the total number of listeners was 4,475. According to the national composition, representatives of the ethnic group made up 1,386 (30%) students. The number of students who are fluent and write in the Russian language was 2,44.
To determine the level of proficiency of the population in the state language, in the period from September 14 to 18, 67 people passed through certification testing, 500 people passed through diagnostic testing. The total number of people who passed the tests was 5,919.
Within the framework of the program "Tugan Zher" of the article "Ruhani Zhangyru", an evening of poetry "Bir oleni – bir alem" was organized, dedicated to the birthday of the poet Mukagali Makatayev.
The event was attended by artists of the Almaty Regional Drama Theater named after B. Rimova A. Kenzhebekov and K. Temirbayuly, Doctor of Philosophy, Professor of Zhetysu University named after I. Zhansugurov M. Imangazinov, Ph. D. of Zhetysu University named after I. Zhansugurov S. Kozhagulov, Deputy editor-in-chief of the newspaper "Zhetysu" Zh.Amreev.
Within the framework of the events, the results of the regional competitions "Zhirlaidy zhurek", dedicated to the 75th anniversary of the poet Zhumatay Zhakypbayev, and the competition of publicistic works "Anamnyn tili-aibynym menin", dedicated to the 30th anniversary of the republican newspaper "Ana tili", were held, which made an invaluable contribution to the promotion of language events.
Within the framework of the program "Tugan zher" the winners of the competition of writers "Til - gumyr" were awarded, and special prizes of the regional akim "Ak Kauyrsyn" were awarded to the winners in the genre of prose Asyl Sultangazy and Asem Zhumakan.
Also, the Department for the Development of Languages of the Karaganda region held a republican poetry competition "Duniege keler ali talay Kasym ..." named after the great Kazakh poet Kasym Amanzholov, dedicated to the 175th anniversary of Abai Kunanbayev and the 750th anniversary of the Golden Horde, in which he participated and took the honorary II place senior correspondent of the Almaty regional newspaper "Zhetysu" Asyl Sultangazy.
In addition, the results of the 2020 project "Zhetisudyn zhyr kerueni", which has been held for four years in a row, were summed up. As part of the project, on the eve of the holiday of the Day of Languages, young writers were awarded, who posted videos in their accounts on social networks where they read the works of the best poets of the Almaty region.
The department organized a project that aroused great interest among users of social networks "Zhetysu - the land of book lovers", dedicated to the 1150th anniversary of Abu Nasyr al-Farabi and the 175th anniversary of
Abay Kunanbayuly. The competition was attended by representatives of three categories: high school students (grades 9, 10, 11), students and youth (up to 30 years old) and adults (there are no age restrictions).
A total of 341 participants applied for the competition. Of these, according to the rules, 245 participants passed the qualifying round. Of these, 125 schoolchildren, 43 students and youth, 77 adults. The youngest participant was a 14-year-old student, and a 65-year-old pensioner was among the adult participants.
The winners of the competition were awarded with Diplomas and Letters of Gratitude from the Department, as well as electronic tablets and other valuable prizes.
ІІІ. On the phased transition of the alphabet
of the Kazakh language to Latin script
Large-scale work is underway in the region to translate the Kazakh alphabet into the Latin alphabet. In accordance with the instruction of the President of the Republic of Kazakhstan to improve the alphabet of the Kazakh language based on the Latin alphabet and the "Action Plan to improve the alphabet of the Kazakh language based on the Latin alphabet for 2020-2025", an open discussion was organized at the Palace of Languages. With the participation of scientists-philologists of Zhetysu University named after I. Zhansugurov, teachers of specialized educational institutions and media representatives. During the discussion, the participants expressed their views on the four variants of the Kazakh language in the Latin alphabet.
In accordance with the decision of the meeting of the spelling working group under the National Commission for the translation of the Kazakh alphabet into the Latin script, trial classes were held among teachers of the Kazakh language and literature in schools, colleges, philologists of higher educational institutions, as well as among the employees of the Office and teachers of educational and methodological center "Til" and its branches. A total of 110 people took part in the trial lesson, who gave their opinion that the improved alphabet design is easy to use.
Together with the Zhetysu TV channel, 20 video blocks on the topic “Transition to the Latin alphabet - modern requirements” were prepared and presented to the general public on the regional TV channel.
In accordance with clause 49 of the Action Plan for the gradual translation of the Kazakh alphabet into the Latin alphabet until 2025, approved by order of the Prime Minister of the Republic of Kazakhstan dated March 13, 2001 No. 27, video blocks designed to clarify the expediency of translating the Kazakh language into the Latin alphabet are posted and available to be viewed on local TV channels, in public transport and in public service centers, as well as on social networks and on the official websites of the regional department for the development of languages of Almaty region and in the departments of culture and language development of districts, cities.
Of the administrative-territorial units and constituent parts of the region's territory, 6665 are named after famous people (5 districts, 39 rural districts, 83 settlements, 6538 streets), 1817 are named after the name of land and water resources (14 districts, 181 rural districts, 355 populated localities, 1267 streets), 1993 have traditional names (1 district, 22 rural districts, 82 settlements, 1888 streets).
On the basis of the instruction of the Administration of the President of the Republic of Kazakhstan dated September 27, 2019 No. 19-32-20.357, in accordance with the amendments and additions made in accordance with the current list of "Tarihi Tulgalar", 60 administrative-territorial units were named in honor of historical persons in the region (district, rural district, village), 3103 constituent parts (street, prospect, park, etc.), 115 educational institutions and 2 cultural organizations. That is, of the 345 historical figures listed in the list, 291 were applied.
In the region, 4 ideologically outdated rural districts (Zarechnoye, Kaztsik, Rudnik, Cherkassk), 10 settlements (KazTsik, Zarechnoye, Pogranichnik, Topolevka, Kamenskoye plateau, Prigorodnoye, Rudnik, Kosmos, Mayskoye, MTF-3), 474 streets require renaming.
In order to monitor the registration of details and visual information, in accordance with the requirements of current legislation, an annual campaign "Keep the language clean!"is held.
In this regard, this year, 2,277 raid inspections were carried out in public service areas (shops, hairdressers, cafes, canteens, kiosks). As a result, out of 863 identified shortcomings, 660 were corrected, and 203 received warnings.
Currently, the effective indicator for the degree of use of the state language in visual information is 76.5%.
