The educational and methodological center "Til" of the Almaty region is carrying out certain work on the implementation of the State program for the implementation of language policy in the Republic of Kazakhstan for 2020-2025, an action plan for the implementation of the Law of the Republic of Kazakhstan "On languages in the Republic of Kazakhstan". Currently, the region has an educational and methodological center "Til", 19 regional and city branches. All training centers are provided with modern material and technical facilities.
The total number of students accepted in 2020 is 4475 according to the national composition of 1386 representatives of ethnic groups (30%). The number of students who speak and write fluently in the state language is 2,440.
Of these, 3,792 applicants were accepted for state language courses. According to the national composition, 1352 are representatives of ethnic groups (35 %).
655 students were accepted for English language courses, of which 34 (5%) were ethnic representatives. English courses are organized in 6 language centers of the region. ( in the educational and methodological center "Til" of the Almaty region, Karasai, Ili, Raiymbek, Kegen districts and in the city of Kapshagai.) Of the 655 students, 286 are civil servants, 252 public sector employees, 117 individuals.
Of the 4475 trainees admitted in 2020, 28 trainees were enrolled in Russian language courses.
In the Almaty region, there are only 20 language learning centers - the educational and methodological center "Til" and 19 regional and city branches. All educational centers are provided with a modern material and technical base. In 2020, 157 million 465 thousand tenge were allocated. 242 thousand tenge were spent in the first half of the year, 55 million 95 thousand tenge were allocated for the second half of the year The amount of funds allocated for the ongoing language activities amounted to 5 million 145 thousand 350 tenge. Training courses are organized free of charge.
In the first half of 2020, 490 listeners were trained in the state language courses. As a result, 420 students successfully completed the course. In the second half of the year, 2284 people were trained in the courses on studying the state language. Of these, 1140 are representatives of ethnic groups, 434 are civil servants, 1534 are public sector employees, 318 are individuals. 1018 listeners were trained in the courses on the study of the Latin graphic alphabet In total, 3792 listeners were trained in the courses on the study of the state language.
One of the effective indicators of the program is aimed at increasing the share of civil servants who speak the state language at an average and high level, provide public services and specialists in other industries determined through the Kaztest system. From 14 to 18 September with the participation of employees of state enterprise "national testing center" of Ministry of education and science to determine the level of state language knowledge on the basis of the KazTest system in the period from 14 to 18 September passed certification testing 67 people, diagnostic testing 500 people. The total number of those who passed diagnostic testing on the ground is 5352, of which 1408 are civil servants, 177 are civil servants in the service sector, 3446 are public sector employees, and 321 are individuals. The total number of people who passed the test is 5919.
