The civil service is the main element of the system of public administration, on which the existence of modern society depends.
Since the first days of Independence, the country has paid special attention to the formation of a professional state apparatus, for which the service of the people and the state is above all else.
Over the years, the civil service system has undergone three reforms. All of them are directly related to the processes of transformation of the state and the formation of the public administration system.
The beginning of the institutionalization of the civil service was the decree Of the First President of December 26, 1995, No. 2730 "on the civil service", which had the force of Law. With its adoption, the principles of public service, the hierarchy of positions, social guarantees of employees were established, the legal status was defined and anti-corruption restrictions were introduced.
The next stage of development was the approval Of the strategy "Kazakhstan-2030", the long-term priority of which is the formation of a professional government. This task was realized with the adoption of The law" on public service " of 1999 on July 23. In other words, there is an individual Law regulating the actions of civil servants.
At the same time, in order to increase the motivation of civil servants and give them a special status, the decree of the First President of December 20, 2013 declared June 23 as "civil servant's Day". In the same year, an act of the Head of state introduced the badge "Uzdik Memlekettik kyzmetshi". It is awarded to civil servants who have at least 15 years of impeccable service and have made a significant contribution to the development of the civil service. To date, 26 civil servants have been awarded this badge in the region.
The third stage of development was the adoption Of the strategy " Kazakhstan-2050 "in order to achieve the goals of the Strategy" Kazakhstan – 2050", the national Plan"100 concrete steps" was adopted. As part of the implementation of the national Plan, a new Law "on the civil service of the Republic of Kazakhstan"was adopted at the end of 2015.
The key innovation of the Law was the transition of the civil service system from a mixed "positional-career" to a "career" model.
At the same time, the recruitment, training and promotion systems have been improved. Modern personnel management tools have been introduced, and the quality of civil servants has improved.
As a result of successive reforms, a unique model has been created in the civil service today, based on the principles of meritocracy, efficiency and accountability to society.
As history shows, the quality of life of our citizens, development and prosperity of Kazakhstan and its place in the global world depend on the effective and professional work of the state apparatus.
