About the approval of the Rules of the organization and carrying out of actions for
the current or capital repairs of facades, roofs of multi-apartment residential buildings, aimed at giving
a single architectural appearance of the locality of Talgar district
In accordance with subparagraph 11) of paragraph 2 of Article 10-3 of the Law of the Republic of Kazakhstan of April 16, 1997 "On housing relations", subparagraph 16-5) of paragraph 1 of Article 31 of the Law of the Republic of Kazakhstan of January 23, 2001 "On Local State Administration and Self-Government in the Republic of Kazakhstan", the Law of the Republic of Kazakhstan of July 16, 2001 "On architectural, Urban planning and construction activities in the Republic of Kazakhstan", the Akimat of Talgar district DECIDES:
1. To approve the Rules for organizing and carrying out measures for the current or major repairs of facades, roofs of multi-apartment residential buildings, aimed at giving a unified architectural appearance to the locality of the Talgar district in accordance with the annex to this resolution.
2. The State Institution "Department of Housing and Communal Services and Housing Inspections of the Talgar district" in accordance with the procedure established by the legislation of the Republic of Kazakhstan shall provide:
1) state registration of this resolution in the Department of Justice of the Almaty region;
2) placement of this resolution on the Internet resource of the Talgar district Akimat after its official publication.
3. Control over the implementation of this resolution shall be entrusted to the Deputy akim of the Talgar district Ashimakhun Ahmet Ashimakhunuly.
4. This resolution shall enter into force from the date of state registration with the judicial authorities and shall enter into force upon the expiration of ten calendar days after the date of its official publication.

Rules for organizing and carrying out activities for the current or major repairs of facades, roofs of apartment buildings, aimed at giving a unified architectural appearance to the locality of Talgar district
1. General provisions
1. These Rules for the organization and conduct of activities for the current or major repairs of facades, roofs of apartment buildings, aimed at giving a single architectural appearance to the locality of Talgar district (hereinafter-the Rules) are developed in accordance with the Laws of the Republic of Kazakhstan of April 16, 1997 "On housing relations", of July 16, 2001 "On architectural relations"., urban planning and construction activities in the Republic of Kazakhstan" and other regulatory legal acts and determine the procedure for organizing and conducting activities for the current or major repairs of facades, roofs of apartment buildings, aimed at giving a unified architectural appearance to the locality of the Talgar district.
2. In these Rules, the following basic concepts apply:
1) a single architectural style – a set of common features used in construction, characteristic of a certain area of development of the territory, including individual development. The main parameters are the appearance, architectural style, color scheme, number of floors, finishing materials. For the area of individual development, the main parameters are the appearance, architectural style, color scheme, number of floors, finishing materials, fences, type of roof and the location of household buildings on the site;
2) a condominium object is a single property complex consisting of apartments, non-residential premises that are individually (separately) owned, and common property that cannot be individually (separately) owned and belongs to the owners of apartments, non-residential premises on the right of common shared ownership, including a single undivided land plot under an apartment building and (or) a house-adjacent land plot;
3) routine maintenance of the common property of the condominium object – a set of timely technical measures and works to replace or restore the components and engineering equipment of an apartment building, established by regulatory and technical documentation, carried out in order to prevent their premature wear and troubleshooting;
4) major repairs of the common property of the condominium object – a set of measures and works to replace worn-out structures, parts and engineering equipment of an apartment building with new or more durable and economical ones that improve the operational performance of the repaired objects, carried out in order to restore the resource of an apartment building;
5) multi-apartment residential building – a detached building with a single foundation on a single undivided land plot, consisting of the common property of the condominium object, which is a common shared property, and two or more apartments, non-residential premises that have independent exits to the land plot adjacent to the multi-apartment residential building, or to other parts of the common property of the condominium object;
6) the meeting of owners of apartments, non-residential premises of an apartment building (hereinafter referred to as the meeting)- the highest management body of the condominium object, which ensures collective discussion and decision-making by the owners of apartments, non-residential premises related to the management of the condominium object and the maintenance of the common property of the condominium object, by voting;
7) roof-the upper element of the coating that protects buildings from the penetration of atmospheric precipitation, consisting of a water-insulating layer and a base (crate, solid flooring, screed), laid on load-bearing structures or on insulation (in perchless roofs);
8) facade – the external front side of the building;
9) the authorized body for the organization and conduct of measures for the current or major repairs of facades, roofs of apartment buildings, aimed at giving a unified architectural appearance (hereinafter-the authorized body) – the state institution " Department of Housing and Communal Services and Housing Inspections of the Talgar district»;
10) the executive body in the field of architecture – the state institution "Talgar District Department of Architecture and Urban Planning»;
11) administrator of budget programs - state institution "Department of Housing and Communal Services and Housing Inspections of Talgar district".
3. These Rules do not apply to the organization and conduct of major or current repairs of an apartment building that is not aimed at giving a single architectural appearance to the locality of the Talgar district.
4. According to subparagraph 8) of paragraph 2 of Article 10-3 of the Law of the Republic of Kazakhstan of April 16, 1997 "On Housing Relations", the authorized body has the right, if there are funds from the local budget, to organize and finance measures for the current or major repairs of facades, roofs of multi-apartment residential buildings, aimed at giving a single architectural appearance to a locality or part of it.
2. The procedure for organizing and carrying out activities for the current or major repairs of facades, roofs of apartment buildings
5. The authorized body within the limits of its powers:
1) organizes the state technical inspection of multi-apartment residential buildings;
2) determines the list, period and order of carrying out current or major repairs of facades, roofs of multi-apartment residential buildings aimed at giving a single architectural appearance to the locality of Talgar district and coordinates with the assembly in accordance with Article 42-1 of the Law of the Republic of Kazakhstan of April 16, 1997 "On Housing Relations".
6. According to a certain list of multi-apartment residential buildings that require current or major repairs of facades and roofs to give a single architectural appearance to the locality of Talgar district, the local executive body of Talgar district makes a decision on current or major repairs of facades, roofs of multi-apartment residential buildings in accordance with subparagraph 8) of paragraph 2 of Article 25 of the Law of the Republic of Kazakhstan dated July 16, 2001 "On architectural, Urban Planning and construction activities in the Republic of Kazakhstan".
7. On the basis of the adopted decision on the current or major repairs of facades, roofs of multi-apartment residential buildings, aimed at giving a single architectural appearance to the locality of Talgar district, the executive body in the field of architecture, together with the authorized body, develops a draft design of a single architectural appearance and coordinates with the assembly in accordance with Article 42-1 of the Law of the Republic of Kazakhstan dated April 16, 1997 "On Housing Relations".
8. After approval by the assembly of the draft design of a single architectural appearance, the authorized body will organize work on the development of design and estimate documentation requiring major repairs of facades, roofs of apartment buildings, aimed at giving a single architectural appearance to the locality of the Talgar district with
the subsequent receipt of the conclusion of non-departmental expertise on the relevant projects at the expense of the local budget.
Also organizes work on the development of estimate documentation that requires routine repairs of facades, roofs of apartment buildings, aimed at giving a unified architectural appearance to the locality of the Talgar district.
9. The survey and design is carried out by specialized organizations that have the appropriate state licenses.
10. After approval of projects of capital repairs of facades, roofs of multi-apartment residential buildings, aimed at giving a unified architectural appearance to the locality of Talgar district, which have passed an extra-departmental examination, a budget application is drawn up and submitted in accordance with the Rules for drawing up and submitting a budget application, approved by Order No. 511 of the Minister of Finance of the Republic of Kazakhstan dated November 24, 2014 (registered with the Ministry of Justice of the Republic of Kazakhstan on December 25, 2014 No. 10007).
11. The purchase of works on the current or major repairs of facades, roofs of multi-apartment residential buildings, aimed at giving a single architectural appearance to the locality of the Talgar district, is carried out by the administrator of the budget program in accordance with the legislation on public procurement.
12. Carrying out major repairs of facades, roofs of multi-apartment residential buildings, aimed at giving a unified architectural appearance to the locality of Talgar district, includes the following construction and installation works:
1) facade finishing works:
facing works;
plaster of building facades;
textured facade finishing; surface
finishing under the "shagreen" texture»;
painting of facades and exterior surfaces of buildings;
decorative works;
installation of facade systems;
other finishing works.
2) roofing works:
installation of asbestos-cement roofs;
the device of roofs from a tile with the device of a crate;
installation of rolled roofs;
installation of roofs made of bituminous mastic with the laying of glass mesh or glass wool;
installation of small roofing coverings and linings on facades made of roofing iron;
installation of gutters with overhangs and roof fences base priming and vapor barrier installation;
other work on the installation of roofs.
3. Final provisions
13. Financing of the organization and implementation of measures for the current or major repairs of facades, roofs of apartment buildings, aimed at giving a unified architectural appearance to the locality of the Talgar district, is carried out from the local budget.
