In accordance with subparagraph 18-28) of paragraph 1 of Article 13 of the Forest Code of the Republic of Kazakhstan dated July 8, 2003, I ORDER:
1. To approve:
1) the form of a logging ticket, in accordance with Appendix 1 to this order;
2) the form of the forest ticket in accordance with Appendix 2 to this order;
3) Rules for accounting, storage, filling out and issuing logging and forestry tickets in accordance with Appendix 3 to this order.
2. The Committee for Forestry and Wildlife of the Ministry of Agriculture of the Republic of Kazakhstan, in the manner prescribed by law, shall ensure:
1) state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, sending a copy of it for official publication in periodicals and in the "adilet" information and legal system;
3) posting this order on the Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.
3. This order comes into effect upon the expiration of twenty one calendar days after the day of its first official publication.

Rules for
accounting, storing, filling out and issuing a
logging ticket and a forestry ticket
1. General Provisions
1. These Rules for recording, storing, filling out and issuing a felling permit and a forestry permit (hereinafter referred to as the Rules) are developed in accordance with subparagraph 18-28) of paragraph 1 of Article 13 of the Forest Code of the Republic of Kazakhstan dated July 8, 2003 (hereinafter referred to as the Code) and determine the procedure for registering, storing, filling out and issuing a logging bidet and a forestry ticket.
2. The following types of forest management are carried out in the state forest fund:
1) timber harvesting;
2) preparation of resin , tree sap ;
3) procurement of secondary wood resources (bark, branches, stumps, roots, leaves, buds);
4) collateral forest uses (haymaking, grazing, maral breeding, fur farming, placement of beehives and apiaries, horticulture, melon growing and cultivation of other agricultural crops, harvesting and collection of medicinal plants and technical raw materials, wild fruits, nuts, mushrooms, berries and other food products , moss, forest floor and fallen leaves, reeds);
5) use of plots of the state forest fund for the needs of the hunting economy;
6) use of plots of the state forest fund for research purposes;
7) use of plots of the state forest fund for health-improving, recreational, historical, cultural, tourist and sports purposes;
8) the use of land plots of the state forest fund for growing planting material of tree and shrub species and plantations for special purposes.
3. Forms of logging and forestry tickets are produced by the department of the authorized body in the field of forestry (hereinafter referred to as the department) on the basis of applications from the territorial divisions of the department of the authorized body (hereinafter referred to as the territorial agency), which determine the total need for forms of felling and forestry tickets for the coming year.
4. Forms of logging and forestry tickets are printed on patterned paper, covered with a printed net, in the state and Russian languages, indicating the numbers and letter series.
Preprinted letterheads are individually stitched with 25 sets per book.
The department, through its territorial bodies, supplies the forms of state forest owners located in the region.
5. Territorial bodies and state forest owners, receiving forms of logging and forestry tickets, keep records of them and, together with the annual report, submit to the department a report on the receipt and consumption of forms of logging and forestry tickets, and also declare the need for them for the next reporting year, according to the appendix 1 to these Rules.
2. Accounting and storage of forms of logging and forestry tickets
6. Forms of logging and forestry tickets are forms of strict reporting and are subject to accounting and storage in accordance with the procedure established by these Rules.
7. As the forms of logging and forestry tickets are produced, but no later than the end date of the first quarter of the current year, the department sends these forms in valuable parcels or issues them by power of attorney to the territorial bodies subordinate to it.
The territorial body, within ten working days from the date of receipt of the forms, ensures their transfer to the state forest owners under the jurisdiction of the local executive body. When issuing forms of logging and forestry tickets, the territorial authority issues a waybill in two copies for the issued number of forms, one of which is issued to the state forest owner - the recipient, and the second remains in the affairs of the territorial authority.
8. Accounting for the receipt and consumption of logging and forestry ticket forms is maintained by the accounting service of the state forest owner in accordance with the Book of Accounting of Logging and Forestry Ticket Forms (hereinafter referred to as the Book of Accounting of Strict Reporting Forms), in accordance with Appendix 2 to these Rules.
The write-off of actually issued to forest users and damaged forms of felling and forestry tickets from the account of the state forest owner is carried out on the basis of a report on the receipt and consumption of forms of logging and forestry tickets, in accordance with Appendix 1 to these Rules.
9. Forms of logging and forestry tickets spent on issuance to forest users are written off by the state forest owner as an expense - separately each set of tickets indicating the number, date of issue and who exactly they were issued to in the book of accounting forms of strict reporting.
The damaged forms are repaid by crossing them from corner to corner, written off to the expense according to the Book of accounting of strict reporting forms and are stored in a separate folder.
10. Blanks of logging and forestry tickets are kept in safes, iron cabinets or iron boxes with locks.
Safes, cabinets and boxes where forms are stored are locked and sealed with a seal kept by the person responsible for storing and using the forms.
11. Upon completion of all settlements with forest users, the third copy of logging and forestry tickets is handed over to the accounting service of the state forest owner for storage and marking in the Book of Records of strict reporting forms on their use.
The accounting service checks the completeness of calculations for felling and forestry tickets and then accepts them for storage.
Logging and forestry tickets accepted by the accounting service for storage are filed in numerical order in special cases under the name "Logging and forestry tickets for 20_ year".
An inventory is drawn up for the logging and forestry tickets filed into the case and the materials attached to them, which is filed at the end of the year.
Logging and forestry tickets accepted by the accounting service for storage with all materials and documents related to them are stored for five years, after which they are subject to destruction. The destruction of logging and forestry tickets is carried out by a commission of three people appointed by the head of the state forest owner, with the preparation of an act on the destruction of logging and forestry tickets, in accordance with Appendix 3 to these Rules.
12. At the end of the year, the remainder of the logging tickets and forest tickets is displayed in the blanks book. The remainder of the forms at the end of the past year is carried over to the next year.
3. Filling in and issuing logging and forestry tickets forms
13. Logging and forestry tickets are filled in in triplicate, which have the same number:
1) the first - issued to the forest user, who stores it until the end of forest use and presents it at the request of officials of the state forest owner, department and its territorial bodies, representatives of state forest control and environmental control;
2) the second - is sent to the forestry, it serves as the basis for the provision of a plot, admission to forest use and is handed over by the forester to the state forest owner together with the certificate of inspection;
3) the third - remains with the state forest owner.
14. Forms of logging and forestry tickets shall be filled in with the help of typescript (computer), and in their absence - with a blue ballpoint pen, accurately, clearly and cleanly each copy. Erasure and blots are not allowed.
15. A logging ticket for forest felling is issued to a forest user within three working days after the approval of the volume of timber harvesting by the department, if he has technological maps for the development of cutting areas in the manner prescribed by order of the Minister of Agriculture of the Republic of Kazakhstan dated June 30, 2015 No. 18-02 / 596 "On Approval of the Rules for Forest Cutting in the Areas of the State Forest Fund" (registered in the Register of State Registration of Regulatory Legal Acts No. 11894).

16. During the validity period of a logging ticket, records and marks are made on it, if necessary:
1) on permission to export harvested timber;
2) excluded by order of the Minister of Agriculture of the Republic of Kazakhstan dated 25.12.2015 No. 19-1 / 1124 (shall be enforced upon expiry of ten calendar days after the day of its first official publication).
3) on the transfer of forest use rights under a felling permit and others.
The basis for permitting the removal of harvested timber is an act on the survey of felling sites in the form approved by order of the Minister of Agriculture of the Republic of Kazakhstan dated December 25, 2014 No. 18-02 / 691 "On approval of the Rules for the survey of felling sites in the state forest resources" (registered in Register of state registration of normative legal acts No. 10141).

17. The felling ticket is filled in as follows:
1) line 6 "Type of use" indicates: main, intermediate, other felling, or indicates a specific type of harvesting of secondary wood resources;
2) in line 3 "Cutting method" it is indicated: clear, selective, gradual, voluntary selective, cutting of single trees.
When issuing a logging ticket for thinning, after the word "selective" it is necessary to indicate the type of thinning (clarification, clearing, thinning, passage felling, sanitary felling), and when issuing a logging ticket for other felling - after the method of felling (clear, selective) indicate the purpose of the felling (sanitary felling, cleaning of liquid litter, cutting the route of the power transmission line, clearing the area for construction, cutting the sighting devices during exploration work and for other purposes). In the case of harvesting secondary wood resources, a dash is made in the line;
3) line 7 "Method of accounting" indicates the method of accounting: by area, by the number of trees assigned to felling, by the number of harvested timber or secondary wood resources.
18. Accounting for standing timber, depending on felling methods, is carried out:
1) by area - for all types of clearcuts, as well as for cleaning liquid litter;
2) according to the number of trees assigned to felling - eight centimeters or more when conducting selective and growing stands; selective sanitary felling and felling of single trees;
3) by the amount of harvested timber, if it is not possible in advance to determine the stock of timber to be cut down.
When developing dead wood, dead wood, windbreak, windblow, timber is released with an indication of the exact amount of wood to be harvested in the felling ticket.
The amount of timber to be released for all types of accounting is determined in solid cubic meters. When selling saxaul wood, it is allowed to record by weight in tons.
The release of secondary wood resources is carried out taking into account their quantity using the following units of measurement:
1) tons - for resin, tree sap, bark, leaves, buds (counted in kilograms);
2) storage cubic meters - for felling residues, stumps, roots, brushwood, branch feed, coniferous legs;
3) pieces - for small assortments of thin-gauge and brushwood, willow twig, as well as fir trees.
19. In the textual part of the felling ticket, after the words "Based on", the basis for the production of standing timber shall be indicated.
The basis for the release of standing timber is the order of the head of the department on the approval of the annual volumes of forest felling on the territory of the state forest fund.
After the word "permitted" the full name of the forest user, his individual identification number of the applicant or the legal address of the business identification number is indicated .
In line 10 "Cut 20_ into the account of the logging fund" indicates the year for which the logging fund is allocated, as well as the felling of which forest is allowed (growing, dead wood, damaged by fire, insects, windfall and others).
Line 11 "Distance of hauling" indicates the distance of the cutting area from the public road, which is determined by cartographic materials for the shortest distance from the center of the cutting area to the road and is adjusted depending on the terrain in accordance with Article 506 of the Code of the Republic of Kazakhstan dated December 10, 2008 " On taxes and other obligatory payments to the budget "(Tax Code).
In line 5 "Category of the state forest fund" the category of the state forest fund shall be indicated: specially protected forest areas, urban forests and forest parks, green zones, anti-erosion forests, field - and soil-protective forests, or others.
20. The table of the textual part of the logging ticket indicates:
1) the area of the plots in hectares with an accuracy of one tenth of a hectare, as well as the economy (coniferous, hardwood or soft-leaved). If necessary, the farm is indicated by the main species: pine, spruce, saxaul, willow and so on;
2) in the columns "Ensure the preservation of undergrowth" - the area where undergrowth must be preserved and the number of undergrowth in thousands of pieces per 1 hectare, according to the accounting carried out during the allocation of cutting areas;
3) in the columns "Wood volume in solid cubic meters" - the amount of timber released with an accuracy of one cubic meter;
4) in the columns "Cost at the rate in tenge" - the amount of payment for forest use is determined by the state forest owner on the basis of the material and monetary assessment of cutting areas, calculated on the basis of the volume and established rates of payment for standing timber, volumes of harvesting of resin, tree sap, secondary wood resources of their value, established in accordance with article 506 of the Code of the Republic of Kazakhstan dated December 10, 2008 "On taxes and other obligatory payments to the budget" (Tax Code) and order Acting Minister of Agriculture of the Republic of Kazakhstan dated June 12, 2009 No. 344 "On approval of the Rules and Guidelines for calculating the rates of payment for forest use in the state forest fund and in specially protected natural areas" (registered in the Register of state registration of regulatory legal acts No. 5719 );
5) in the column "Due, tenge" - the amount due. Free vacation is marked with "free" in this column.
The table is filled in for each plot separately.
In the event that a logging ticket is issued for two or more vacation units (felling areas or plots), at the end of the table, a total is summarized for all vacation units included in this ticket.
21. In line 12, "Deadlines for making payments to the budget for harvested forest products", the dates of contributions and the amount of contributions for each deadline are indicated.
In cases when, when supplying standing timber , sap, tree sap and secondary wood resources (taking into account the approximate amount or area, as well as when errors are found), the total amount of harvested timber, resin, tree sap and secondary wood resources does not coincide with by the amount (area) provided for (stipulated) in the logging ticket (provided that the harvesting is done within the places indicated in it), the state forest owners ensure the recalculation of the amount of the fee and its payment by forest users for the actually harvested volume established during the recalculation. In this case, the additionally calculated amounts are subject to payment to the budget by forest users at the next payment date.
The specialist of the state forest owner who is in charge of standing timber supply shall submit to his accounting service the third copy of the felling ticket no later than the next day after its issuance, as well as after each change made to it in order to make appropriate entries in the personal accounts of forest users. A note is made on the logging ticket about the entry of these records by the accounting service.
22. In line 13 "Not subject to felling" it is indicated what exactly is not subject to felling in the felling area (felling site) according to the Procedure for felling forests, for example: plus trees in the amount of ___ pieces, seed trees in the amount of ___ pieces and others not intended for felling on issued logging ticket, percentage of undergrowth preservation and others.
23. In line 14 "The deadline for the completion of harvesting" is filled in in the manner prescribed by the order of the Acting Minister of Agriculture of the Republic of Kazakhstan dated February 27, 2015 No. 18-02 / 178 "On approval of the Rules for the release of standing timber in the state forest fund" (registered in the Register of State Registration of Normative Legal Acts No. 10679).

24. In line 15 "Places of temporary warehouses" shall be indicated the numbers of quarters in which temporary (intermediate) warehouses are located.
25. In line 16 "Removal permitted" shall be filled in:
1) when selling timber, taking into account the area, it is necessary after the words "Removal is allowed" to indicate "simultaneously with harvesting";
2) when timber is released, taking into account the quantity, after the words "Removal is allowed" indicate "simultaneously with harvesting for temporary timber yards" or "after the survey of the harvested amount of timber";
3) when selling wood, taking into account the quantity in plantations damaged by fires, as well as through the development of a windbreak and a windblow, it is necessary after the words "Removal is allowed" to indicate "simultaneously with harvesting".
26. In line 17 "Deadline for removal" is filled in in accordance with the deadlines for removal, established by the Procedure for the release of standing timber.
27. Line 18 “Early felling is permitted” shall indicate the date from which this felling is permitted, as well as the amount of timber permitted for early felling and at which cutting areas (plots).
28. In line 19 "Terms of debarking, chemical treatment of wood", the terms in which these works should be carried out are entered.
29. In line 20 "Method of clearing a felling area", it is necessary to indicate according to the logging ticket as a whole, and, if necessary, for individual logging sites or their parts, one of the cleaning methods:
1) collection of felling residues in heaps or intermittent shafts, leaving them in place for decomposition or subsequent incineration in a period that is not hazardous in terms of fire;
2) scattering of crushed felling residues (in the form of chips or pieces of not more than one meter, except for dry types of forest) in clearings, when this contributes to the improvement of forest growing conditions;
3) placing felling residues on skids and compacting them during skidding.
The listed methods of cleaning cutting areas are used in combination.
Specific methods for cleaning felling sites are established by the forest owner, taking into account the used felling method, growing conditions and features of forest regeneration.
In clear-cut areas, where the creation of forest crops or overgrowth is envisaged, felling residues should be placed in parallel heaps or shafts with a height of 1 - 1.2 meters with a distance between them of at least twenty meters, with their subsequent burning or leaving for decay.
30. In line 21 "Development of cutting areas to carry out in accordance with the approved technological maps" shall indicate the numbers and dates attached to the felling ticket, approved by the forest owner and approved by the forest user, technological maps that are drawn up for each cutting area in accordance with the Forest felling Procedure .
The technological map indicates the methods of felling and skidding timber, cleaning the felling sites from felling residues, the method of reforestation; layout of logging roads, whiskers, drags, loading platforms, locations of warehouses, parking of mechanisms and facilities for servicing workers; areas where undergrowth and young growth should be preserved, trees not subject to felling with protective zones, anthills; requirements for the protection of soil from erosion and preservation of the remaining part of the stand.
31. Line 22 "Special conditions" shall indicate the specifics of the logging operations, as well as conditions not provided for by the Standing Timber Procedure , which must be noted on the ticket.
32. In line 26 "Notes on the provision of deferrals for removal", there are inscriptions signed by the head of the state forest owner or his deputy, certified by the seal.

33. In line 27 "Measures for forest restoration based on the materials of the survey of felling sites" is completed after the survey of felling areas within the time limits established by the Procedure for the release of standing timber.
In line 28 "Preservation of undergrowth that ensures forest restoration", the area where undergrowth is preserved, ensuring forest restoration without taking measures to create forest cultures or promote natural regeneration.
If the conservation of undergrowth is not ensured, the required volumes of these measures are prescribed in the lines "creation of forest cultures" and "assistance to natural regeneration". When ensuring the preservation of undergrowth, dashes are put in the indicated lines.
In line 31 "Head of the institution" the signature and surname, initials of the head of the state forest owner are affixed, which are certified by the seal.
34. The forest ticket is filled in as follows:
Line 6 “Based on” contains the decision on the protocol on the results of the tender for the provision of forest resources in the state forest resources for long-term forest use, the decision of the state forest owner, the decision of the territorial body or department on the provision of forest use.
In line 7 "Admit", the name of the forest user is indicated - the last name, first name, patronymic of an individual, his individual identification number and for a legal entity the address of the location, business identification number, and then in the line "k" - the type of forest use is indicated:
1) collateral forest use (with the definition of specific use);
2) use of plots of the state forest fund for research purposes;
3) use of plots of the state forest fund for health-improving, recreational, historical, cultural, tourist and sports purposes;
4) use of plots of the state forest fund for growing planting material of tree and shrub species and plantations for special purposes;
5) the use for economic purposes of the animal world, not related to the objects of hunting, as well as the useful properties and products of the life of wild animals (with the definition of specific use).
In line 8 in the indicators "On the area" and "in size" - the area in hectares and data on forest use are indicated: volumes in cubic meters, pieces, tons, kilograms. When determining the area and volume of forest use, scientifically grounded norms and standards approved by local representative bodies are taken into account.
In line 9 "Cost by tax" the amount of payment for forest use (in tenge) is entered, which is determined:
1) for collateral forest use and the use of plots of the state forest fund for scientific research, health-improving, recreational, historical, cultural, tourist and sports purposes - at rates established by local representative bodies on the basis of calculations compiled by local executive bodies of regions, agreed with territorial bodies;
2) for the use for economic purposes of the animal world, which is not related to the objects of hunting and fishing, in accordance with Article 501 of the Code of the Republic of Kazakhstan dated December 10, 2008 "On taxes and other obligatory payments to the budget" (Tax Code).
The payment for the specified uses is made to the budget before the receipt of the permit document, in which a note is made about the payment made, indicating the details of the payment document.
In line 10 “Special conditions”, the main features and conditions, characteristic of each type of forest use, which must be observed in its implementation, are given.
35. Line 11 "Term of Use" sets specific dates for the start and end of forest use. At the end of the forest use, determined by the forest ticket, an inspection report is drawn up.
36. The term of use for a forest ticket is set for one year (from January 1 to December 31) or for a season (honey collection, harvesting, mushrooms, berries, etc.).
37. A forest ticket is issued separately for each type of use, indicating in the corresponding lines of the form a specific forest use location (forestry, detour, numbers of quarters and allotments) and is issued from the date of its release to the forest user within three working days.
38. If a state forest owner loses a copy of a logging or forestry ticket, an act is drawn up and duplicates of the ticket are issued within two working days instead of the lost logging or forestry ticket. The duplicate is marked with the previous number and the inscription "Replace the lost" is made.
The remaining unused copies of the logging or forestry ticket form are canceled by crossing it out from corner to corner and stored together with the damaged forms in a separate folder.
39. If a forest user loses a logging or forest permit issued to him, he submits a written application to the state forest owner with a request to issue him a duplicate.
In these cases, a duplicate is issued in the manner set out in clause 38 of these Rules.
If necessary, with the permission of the head of the state forest owner, copies of felling and forestry tickets may be made for issuance to interested organizations or at the request of authorized state bodies.
