Committee for Sports and Physical Culture of the Ministry of Culture and Sports of the Republic of Kazakhstan (hereinafter referred to as the service provider).

Methods of providing public services

Acceptance of documents is carried out through the Non-Profit Joint Stock Company State Corporation "Government for Citizens" (hereinafter - the State Corporation), the web portal of "electronic government": www.egov.kz.
The issuance of the result of the provision of public services is carried out through the State Corporation.

The result of the public service is a certificate of the assignment of a sports title, a certificate of the assignment of a qualification category and (or) a corresponding badge or a copy of an order for the assignment of sports titles and qualification categories, or a reasoned response to refuse to provide public services.

The amount of fees charged from the service recipient for the provision of public services, and the methods of its collection in cases provided for by the legislation of the Republic of Kazakhstan

Free for individuals.

7.

Service provider's working hours

 1) service providers - from Monday to Friday, in accordance with the established work schedule from 9.00 to 18.30, with the exception of weekends and holidays, in accordance with the Labor Code of the Republic of Kazakhstan dated November 23, 2015 (hereinafter - the Code) with a lunch break from 13.00 until 14.30 hours;
2) State corporation - from Monday to Saturday inclusive, in accordance with the established work schedule from 9.00 to 20.00 without a lunch break, except for Sundays and holidays, in accordance with the Code;
3) the portal - around the clock, with the exception of technical breaks in connection with the repair work (when the service recipient applies after the end of working hours, on weekends and holidays according to the Code, applications are accepted and the results of public services are issued on the next business day).
The addresses of the places of rendering public services are posted on the Internet resource of the Committee for Sports and Physical Culture of the Ministry of Culture and Sports of the Republic of Kazakhstan: www.gov.kz/memleket/entities/sport in the "Services" section.

1) for the assignment of a sports title: "Honored Coach of the Republic of Kazakhstan", "Honored Master of Sports of the Republic of Kazakhstan": a
document certifying the identity of the service recipient, and (or) a notarized power of attorney of an individual - when contacting the representative of the service recipient (for identification) ;
application in the form in accordance with Appendix 1 to this standard of public services;
presentation in the form in accordance with Appendix 2 to this standard of public services;
copies of the protocols of the competition, certified by the seal and signature of the head of the accredited republican and (or) regional sports federation in the sport;
two color photographs 3x4;
2) for the assignment of the sports title "master of sports of international class of the Republic of Kazakhstan", "master of sports of the Republic of Kazakhstan": a
document certifying the identity of the service recipient and (or) a notarized power of attorney of an individual - upon request of the representative of the service recipient (for identification);
application in the form in accordance with Appendix 1 to this standard of public services;
presentation in the form in accordance with Appendix 3 to this standard of public services;
copies of the protocols of the competition, certified by the seal and signature of the head of the accredited republican and (or) regional sports federation in the sport;

document certifying the identity of the service recipient, and (or) a notarized power of attorney of an individual - upon request of the service recipient's representative (for identification);

professional diploma;
a work book or an employment contract with a note by the employer on the date and basis of its termination, or an extract from the employer's acts confirming the emergence and termination of labor relations on the basis of the conclusion and termination of an employment contract, or an archive certificate containing information about the employee's labor activity;
a certificate of the training of athletes by a coach, a coach-teacher in the form in accordance with Appendix 4 to this standard of public service;
copies of the minutes of the competition, certified by the seal and signature of the head of the accredited republican and (or) regional sports federation in the sport, or a copy of the list of the composition of the national teams and regular national teams of the Republic of Kazakhstan by sport (national teams by sport);
4) for the assignment of qualification categories: "a methodologist of the highest qualification level of the highest category", "a methodologist of an average qualification level of the highest category": a
document proving the identity of the service recipient, and (or) a notarized power of attorney of an individual - when contacting the representative of the service recipient (for identification);
application in the form in accordance with Appendix 1 to this standard of public services;
letter of application of the local executive body for physical culture and sports of the region (city of republican significance, the capital);
professional diploma;
a work book or an employment contract with a note by the employer on the date and basis of its termination, or an extract from the employer's acts confirming the emergence and termination of labor relations on the basis of the conclusion and termination of an employment contract, or an archive certificate containing information about the employee's labor activity;
methodical development;
5) to assign the qualification category "instructor-athlete of the highest level of qualification of the highest category": a
document proving the identity of the service recipient and (or) a notarized power of attorney of an individual - upon request of the representative of the service recipient (required for identification);
application of the established form in accordance with Appendix 1 to this standard of public service;
diploma of education;
a work book or an employment contract with a note by the employer on the date and basis of its termination, or an extract from the employer's acts confirming the emergence and termination of labor relations on the basis of the conclusion and termination of an employment contract, or an archive certificate containing information about the employee's labor activity;
a letter of application, certified by the seal of an accredited republican and (or) regional sports federation in the sport of assigning a category indicating the athlete's achievements over the last 2 years;
6) for the assignment of qualification categories: "national sports judge of the highest category", "national sports judge":
a document proving the identity of the service recipient and (or) a notarized power of attorney of an individual - upon request of the service recipient's representative (for identification);
application in the form in accordance with Appendix 1 to this standard of public services;
presentation in accordance with Appendix 3 to this standard of public services;
a certificate of the passage of the seminar of judges held by an accredited republican and (or) regional sports federation in the kind of sport;
certificate of refereeing or the protocol of the competition, certifying the refereeing of the service recipient;
two color photographs of 3x4 size.

5) for assignment of the qualification category "instructor-athlete of the highest level of qualification of the highest category": a
request in the form of an electronic document certified by the EDS of the service recipient;
a diploma of education in the form of an electronic copy of the document;
a work book or an employment contract with a note by the employer on the date and grounds for its termination, or an extract from the employer's acts confirming the emergence and termination of labor relations on the basis of the conclusion and termination of an employment contract, or an archival certificate containing information about the employee's labor activity in the form of an electronic copy of the document ;
a letter of application, certified by the seal of an accredited republican and (or) regional sports federation in the sport of assigning a category, indicating the athlete's achievements over the past 2 years in the form of an electronic copy of the document;
6) for the assignment of qualification categories: "national sports judge of the highest category", "national sports judge": a
request in the form of an electronic document,
presentation in accordance with Appendix 3 to this standard of public services in the form of an electronic copy of the document;
a certificate of the seminar of judges held by an accredited republican and (or) regional sports federation in the sport in the form of an electronic copy of the document;
a certificate of refereeing or the protocol of the competition, certifying the refereeing of the service recipient in the form of an electronic copy of the document;
two 3x4 color photographs in the form of an electronic copy of the document.

nine.

Grounds for refusal to provide public services established by the laws of the Republic of Kazakhstan

1) establishing the inaccuracy of the documents submitted by the service recipient for receiving public services, and (or) the data (information) contained therein;
2) inconsistency of the service recipient and (or) the submitted materials, objects, data and information necessary for the provision of public services, the requirements established by the regulatory legal acts of the Republic of Kazakhstan;
3) in relation to the service recipient there is a court decision that has entered into legal force, on the basis of which the service recipient is deprived of a special right related to the receipt of a public service.

ten.

Other requirements, taking into account the specifics of the provision of public services, including those provided in electronic form and through the State Corporation

The service provider shall ensure that data are entered into the information system for monitoring the provision of public services on the stage of provision of public services in the manner prescribed by the authorized body in the field of informatization.
The recipient receives information about the procedure and status of the provision of public services in remote access mode through the "personal account" of the portal, as well as the Unified Contact Center.

Grounds for refusal to provide public services established by the laws of the Republic of Kazakhstan

1) establishing the inaccuracy of the documents submitted by the service recipient for receiving public services, and (or) the data (information) contained therein;
2) inconsistency of the service recipient and (or) the submitted materials, objects, data and information necessary for the provision of public services, the requirements established by the regulatory legal acts of the Republic of Kazakhstan;
3) in relation to the service recipient there is a court decision that has entered into legal force, on the basis of which the service recipient is deprived of a special right related to the receipt of a public service.
